SDG 11.4.8

SDG 11.4.8 Planning development - new build standards

1. Green buildings refers to a construction approach that minimizes resources and energy consumption and waste production throughout the building’s life cycle, from the production of building materials, planning and design to construction, use, management and demolition. Green buildings are assessed on nine indicators: greenery, water resources, soil water retention, biodiversity, daily energy saving, CO2 reduction, waste reduction, sewage and garbage improvement, and indoor environment.

2. In 2001, the Executive Yuan launched the “Green Building Promotion Plan” requiring all new public buildings constructed by Central government agencies or with at least half their construction costs subsidized by the Central government, and costing at least NTD 50 million, to obtain a Candidate Green Building Certificate before applying for a construction license, effective January 1 ,2002. Daily energy saving and water resources are mandatory indicators. For new buildings subject to comprehensive site design requirements in urban planning areas, the four indicators that must be met should include greenery and soil water retention. Given the large number of users in school buildings, sewage and garbage improvement should also be a target. These five indicators are recommended for school buildings. Other indicators should also be pursued where practical conditions permit. Even where certification is not sought, buildings should be designed in accordance with green building principles wherever possible.

3. In line with government green building policy, NCUE has planned and designed all new buildings to green building standards since 2003. The Academic Main Hall (Teaching Building) on the Jinde Campus obtained a Candidate Green Building Certificate. Subsequent buildings have obtained full Green Building Certificates, including the College of Engineering Building, the Wang Jin-Ping Activity Center and Student Dormitory No. 10. The college of Science Building Phase 1 and the all-weather sports court on the Shida Campus, both completed in 2025, have also obtained Green Building Certificates. Details are given in Table 1, and the buildings and certificates are shown in Figures 1–12. An application for green building certification has also been submitted for the College of Science Building Phase 2, now under construction, which is currently under construction.
