1. Green Procurement Requirements

NCUE has been committed to promoting the procurement of government-designated green items. In 2025, NCUE procured a total of NT$20,774,947.0 in green products (including NT$345,462.0 for bonus-category items, as shown in Figure 1), meeting the targets for the year and each quarter. NCUE's achievement rate for procurement of designated green-procurement items was 100%, in compliance with the regulations, as shown in Table 1.

2. Food Procurement Requirements for the Two Canteens at the Jinde Campus and Shida Campus

(1) NCUE adheres to the following basic principles for food procurement:

(a) Seasonal ingredients.

(b) Preference is given to local foods to reduce the carbon footprint, shorten food miles, and reduce energy consumption.

(c) NCUE primary sources domestically produced ingredients that meet the requirements of the “Three Labels and One Q Code” scheme.

(2) In accordance with the three-tiered management system for campus food safety and hygiene, NCUE receives on-site guidance from the Ministry of Education every academic year. NCUE's catering management committee coordinates work across departments, and a dedicated nurse conducts weekly hygiene inspections of catering venues. To ensure thorough food-safety checks, NCUE also encourages campus canteens to:

(a) Give preference to foods bearing labels such as Traceable Agricultural Products (TAP), Taiwan Fresh Pork (TFP), Total Quality Food (TQF), and Certified Agricultural Standards (CAS), as well as agricultural, livestock, and aquaculture products bearing QR-code traceability labels, as shown in Figures 4 and 5.

(b) To safeguard the safety of fresh vegetables and fruits consumed on campus, NCUE checks the safety of food ingredients used in its canteens against the pesticide-residue monitoring results for agricultural products published by the Taiwan Food and Drug Administration, Ministry of Health and Welfare (https://www.fda.gov.tw/TC/site.aspx?sid=2428&r=1485767145) (Figure 6).

3. Priority Procurement of Products and Services from Disability Welfare Institutions, Organizations, or Sheltered Workshops

In compliance with the “Persons with Disabilities Rights Protection Act” and the ‘Regulation for Obliged Purchasing Units/Institutions to Purchase the Products and Services Provided by Disabled Welfare Institutions, Organizations, or Sheltered Workshops,” NCUE has developed an “Implementation Plan for Priority Procurement of Products and Services from Disability Welfare Institutions, Organizations, or Sheltered Workshops” to promote employment opportunities for people with disabilities and support vulnerable groups. The plan requires at least 5% of NCUE's annual procurement expenditure on designated products and services to go to such institutions, organizations, or sheltered workshops, either as contractors or subcontractors.

Given regional characteristics, the products and services currently covered by priority procurement, excluding project-related procurement, are (1) boxed meal purchased in quantities of 20 or more at a time, and (2) printing services, including business cards, posters, books, publications, where the amount of a single purchase is NT$10,000 or more. Procurement notices for these items must be posted on the Preferential Procurement Platform. If no disability welfare institution, organization, or sheltered workshop is willing to undertake the contract, or if the products/services offered do not meet requirements, general vendors may be engaged instead.
