2. NCUE's Environment, Occupational Safety, and Health Policy

On September 29, 2020, in the presence of members of the Occupational Safety and Health Committee, the President of NCUE signed the ‘Environment, Occupational Safety and Health Policy of National Changhua University of Education’, as shown in Figure 6. It specifies the following: to build a sustainable and green university, all faculty, staff, and students at NCUE actively comply with relevant laws and regulations, implement educational outreach, maintain campus safety, prevent accidents, cherish environmental resources, practice energy conservation and carbon reduction, and commit to pollution prevention and continuous improvement, creating an ecological campus free of accidents and pollution, so as to fulfill NCUE's responsibility as a member of the global community, as shown in Figure 7.

3. Rooftop Solar Photovoltaic Panels

In response to relevant national policies, NCUE completed the installation of solar photovoltaic systems on the rooftops of its buildings in 2022, with an installed capacity of 2,091.375 kWp on the Jinde Campus and 571.5 kWp on the Shida Campus, as shown in Table 1. Beyond reducing net building loads, the solar systems can, under certain conditions (such as off-peak months), fully supply a building's electricity needs. By reducing the current flowing through distribution lines, they can reduce line losses by approximately 3% and improve energy efficiency. In addition, the solar panels block direct sunlight from the roof. Research data indicate that this can reduce heat from direct sunlight on the roof by 38% and lower roof temperature by 2.8°C, improving the overall thermal environment of the building and thereby reducing air-conditioning use to further improve energy efficiency. (Ørsted – NCUE Smart Energy Center)

Partial planning and design drawings for rooftop solar photovoltaic installations on buildings at the Jinde and Shida Campuses (2021-2022) are shown in Figures 9 and 10. NCUE is currently planning new rooftop and ground-mounted solar photovoltaic installations for 2026-2030, with the Shida Campus expected to add 378.25 kWp. The planned installation table for 2026-2030 is shown in Table 2.

4. NCUE has organized second-hand markets. In 2023, nearly 100 items were donated, with sales proceeds exceeding NT$7,000. In 2024, more than 300 items were donated, with sales proceeds exceeding NT$23,000. In 2025, more than 100 items were donated, with sales proceeds exceeding NT$10,000.

5. NCUE organizes the adoption of abandoned bicycles. In 2022, fewer students were riding their own bicycles following the introduction of YouBike at the campus entrance. Only a few abandoned bicycles remained, so no bicycle adoption was held that year. In 2023, 46 bicycles were adopted. The abandoned-bicycle adoption program is now held once every two years, with 21 bicycles adopted in 2025.

6. NCUE's library runs a second-hand book donation and registration platform. A total of 627 books were given away in the 2023 academic year, 827 books in the 2024 academic year, and 839 books in the 2025 academic year.

7. NCUE's Declaration of Sustainability Development

The President of NCUE signed the ‘National Changhua University of Education Sustainable Development Commitment’ in September 2022, and the ‘Carbon Neutrality Declaration of National Changhua University of Education’ in September 2025.
