SDG 11.4.3
SDG 11.4.3 Allow remote working
1. In response to the implementation of a two-day weekend for public servants and commuting traffic conditions in Changhua City, and to computerize the attendance management for administrative staff, NCUE has formulated the “National Changhua University of Education’s Guidelines for Implementing Flexible Working Hours and Attendance” (Figure 1). These guidelines allow staff to arrive between 8: 00 am and 9: 00 am depart between and 5:00 pm and 6:00 pm, providing a 60-minute flexible period.
2. NCUE operates a Joint Service Center on the Shida Campus (Figure 2). Staff from the Offices of Student Affairs, General Affairs, Research and Development, Accounting and Personnel are stationed there to handle their core responsibilities. The Offices of Student Affairs and Academic Affairs and the Center for General Education also provide selected services on a rotating basis. The Center handles more than 20,000 administrative transactions a year (Table 1) and serves close to 4,000 students and staff on the Shida Campus. It reduces the need to travel between campuses for administration services, supports balanced development across the two campuses and simplifies cross-campus procedures, improving access to administrative services and the efficiency of cross-campus operations.
As Figure 3 shows, the Center’s workload rose from 20,840 transactions in 2023 to 28,349 in 2025, an increase of about 36%. Staff increasingly handle administrative business at the nearer campus, reducing travel time, transport demand and the associated carbon emissions between the two campuses. This maintaining service quality and administrative efficiency while supporting a sustainable campus and low-carbon commuting.

3. To enhance administrative efficiency and reduce the burden of cross-campus commuting for employees, university units are encouraged to adopt video conferencing for routine administrative communications when needed. Meetings of committees such as the University Council Procedure Committee, the Intellectual Property Review and Management Committee, and the Information Security Committee of the Office and Information Services can all be conducted through Webex, Google Meet, or Microsoft Teams. (Figure 4 and 5) This approach reduces the need for cross-campus travel and promotes more effective use of time and resources. The initiative not only aligns with energy conservation and carbon reduction policies but also provides staff members with more flexible ways to participate in work, indirectly fostering a remote and hybrid work culture.
