SDG 11.4.1
SDG 11.4.1 Sustainable practices targets
1. NCUE Bicycle and Motorcycle Parking Facilities
(1) Changhua public bicycle-sharing station
Since June 28, 2014, NCUE has leased land at the main entrance of the Jinde Campus to the Changhua County Government for a public bicycle-sharing station, originally operated under the YouBike system. The lease was renewed in 2024 and runs to 2026. The system has since changed to MOOVO (Figure 1). In 2025, NCUE arranged with the Changhua County Government for an additional station on the Shida Campus, which is now in service (Figure 2). On April 28, 2026, that station was moved to the Shida Campus entrance in response to demand and expanded to 30 electric-assist bicycles. The stations give faculty, staff and students more convenient options for short journeys and encourage greater use of public transport, helping reduce carbon emissions, protect the environment and save energy.

(2) Bicycle and motorcycle parking:
NCUE provides bicycle and motorcycle shelters, stands and bays on campus at no charge to faculty, staff and students, with capacity for 1,722 bicycles and 3,733 motorcycles (Figures 4–8).

2. Electric Bus for Microgrid Research
Professor Liang-Rui Chen leads the Ministry of Science and Technology project “Field Research and Demonstration of Multiple Microgrids in a High-Penetration Photovoltaic Environment.” To support the project, an electric bus was procured for NCUE in 2022 through open tender, supplied by Creative Tech Consultants, Inc. The bus will be used in green energy field trials (Figure 9).

3. EV charging bays installed in line with government policy
In November 2024, NCUE installed two charging points in the underground car park of the Jinde Campus and one in the surface car park of the Shida Campus. In August 2026, a further eight were added at the Jinde Campus and three at the Shida Campus. All are available to campus users and the public, comply with government policy and relevant regulations, and support energy conservation, carbon reduction and sustainability (Figures 10–12).

4. Promoting Sustainable Commuting and Low-Carbon Transport
NCUE continues to promote sustainable commuting and low-carbon transport. The campus security team was the first unit to adopt electric motorcycles as its main vehicles for patrol and security duties (Figures 13–14), reducing exhaust emissions and noise. NCUE will continue to replace its remaining petrol vehicles to save energy, reduce carbon emissions and achieve its sustainable transport goals.
