SDG 11.2.4
SDG 11.2.4 Public access to green spaces
1. Public access to green spaces and facilities
NCUE’s two campuses offer attractive surroundings and have a total of 43.5 hectares of green spacel. This space is permanently open to the public free of charge and provides the community with recreational green areas and sports facilities.
Members of the public may enter the campus freely and walk in its grounds. Dedicated pedestrian paths run between the flower beds and along Baisha Lake, and visitors may use facilities such as water dispensers and restrooms (Figures 1–7). All 23 main campus buildings are fitted with accessible lifts and accessible restrooms, an installation rate of 100%. Buildings and campus facilities are inspected and upgraded in accordance with accessibility regulations, and accessible lifts, restrooms, ramps and guidance facilities are provided for people with disabilities (Figures 8–9).

(2) Sports fields and courts:
NCUE’s sports venues and facilities are open free of charge to the general public as well as to faculty and students. These include the athletics track and field, and the volleyball courts, basketball courts and football pitches on the Shida Campus, which support sport for all alongside the local community (Figures 10–11).

2. Ideal Habitat – Grassland Art Festival
From April 26 to May 16, 2025, NCUE's Department of Fine Arts held the "Ideal Habitat – Grassland Art Festival," opening the campus lawns and surrounding green spaces free of charge for visitors from both inside and outside the university to view and experience. By combining artistic creation with green space, the event provided more opportunities for the public to engage with nature, arts and culture. Under the theme of "Ideal Habitat," site-specific installation artworks were created on the campus lawns using methods that did not disrupt the grassland ecology (Figures 12–14), guiding students to explore the relationship between ecological sustainability and artistic creation. Activities including an opening tour, an art exhibition and artwork critiques encouraged visitors from inside and outside the university to step into the green space, appreciate the art and participate in cultural exchange. These activities promoted environmental sustainability, aesthetic education and the value of sharing with the community. They also demonstrated the outcomes of the university's efforts to provide free public access to green open space and encourage participation in arts and culture.

3. University Social Responsibility (USR) Project
In response to the ecological pressures of global warming, the Department of Fine Arts is implementing the 2025–2027 University Social Responsibility (USR) Project “Ecological Healing and Green Sustainability: A Changhua Ecological Art Project.” With a focus on caring for the local community and environment, the project works towards UN SDG 11, Sustainable Cities and Communities.
