SDG 16.2.2
SDG 16.2.2 Students’ union
Article 33 of Taiwan’s University Act stipulates that each university shall advise and assist its students in forming a student council elected by the university’s entire student body and in establishing other related self-governing organizations to enhance students’ learning outcomes at the university and their capacity for self-governance.
Accordingly, NCUE actively assists and advises its students in establishing a Student Council. It has also adopted the NCUE Student Council Charter (Figure 1) which aims to encourage participation in the handling of student affairs, promote democratic literacy, maintain campus harmony, and enhance students' well-being.

By 2025 the NCUE Student Council had reached its 29th term. Guided by democratic principles and the goals of maintaining campus harmony and enhancing student well-being, NCUE actively encourages students to take part in student affairs. The president and vice president of the Student Council are elected by the university’s entire undergraduate student body. NCUE recognizes the Student Council as a self-governing student organization. Its primary function is to serve as a liaison between students and the university. The Student Council is responsible for conveying student opinions and electing representatives to participate in various university meetings, including the University Council, Administrative Meeting, Academic Affairs Meeting, Curriculum Meeting, and Student Affairs Meeting. At these meetings, these representatives offer their views and engage in constructive dialogue with the university administration.
Furthermore, the Student Council convenes university-wide club meetings to share information about its activities and to interact with other types of student clubs. It also uses online communication platforms to relay student opinions and advocate for student rights and interests.

NCUE established the Student Congress in accordance with the Student Council’s Self-Governance Regulations on the Organization of the Student Congress (Figure 14). The Student Congress exercises the powers conferred by the Charter of the Student Council. The exercise of these powers and the conduct of its members are governed by a separate self-governance regulation. The Student Congress has one speaker and one deputy speaker, elected by and from among its members, and three committees: the Legal Affairs Committee, the Finance Committee and the Student Rights Committee. Their responsibilities are as follows:
(1) Legal Affairs Committee: reviews proposals referred to it by the Student Congress; reviews proposals concerning organizational matters and other matters that fall outside the remit of the other committees; and provides advice on legal matters.
(2) Finance Committee: reviews proposals referred to it by the Student Congress; reviews proposals concerning finance, budgets, final accounts, accounting, auditing and the financial affairs of the Executive Center; monitors each body’s budget execution; examines each body's income and expenditure and approves its budget; and investigates unlawful acts or breaches of duty in financial and fiscal matters by each body.
