SDG 10.6.11
SDG 10.6.11 Anti-harassment policy
NCUE has always attached importance to gender equality and devoted itself to the policy propaganda of anti-harassment in order to create a friendly campus. The relevant regulations and propaganda are as follows:
1. Rules on the Prevention of Gender-Related Incidents on Campuses of NCUE
According to the Ministry of Education's "Regulations Governing Prevention of Gender-Related Incidents on Campuses" (see Figure 1), on December 25, 2024, NCUE revised the "NCUE Rules on the Prevention and Handling of Sexual Harassment" and the "NCUE Rules on the Prevention and Handling of Sexual Harassment and Gender Discrimination in the Workplace" (see Figures 2–3), to safeguard students' rights and interests in education and growth, and to provide NCUE's faculty, staff, and students with learning and working environments free from Campus Gender Incidents (incidents in which one party is a school principal, teacher, staff member, worker, or student, and the other party is a student, and which meet one of the following conditions: sexual assault, sexual harassment, sexual bullying, or Sex- or gender-related behavior by a principal or faculty and staff that violates professional ethical standards).
2. “Guidelines for the Prevention and Handling of Sexual Harassment” and “Guidelines for the Prevention and Handling of Workplace Sexual Harassment and Gender Discrimination”
Measures for Prevention, Appeals, and Handling of Sexual Harassment. In addition, in order to safeguard the working rights and interests of the faculty and staff, to provide a working environment free from sexual harassment, as well as to prevent and to handle sexual harassment and protect the rights and interests of parties concerned, NCUE revised and approved the “Guidelines for the Prevention and Handling of Sexual Harassment” and the “Guidelines for the Prevention and Handling of Workplace Sexual Harassment and Gender Discrimination” at the University Affairs Meeting held on December 25, 2024(as shown in Figure 4-5). The revised guidelines officially took effect on January 10, 2025. Their respective legal bases are the “Sexual Harassment Prevention Act” under the Ministry of Health and Welfare and the “Regulations for Establishing Measures of Prevention, Correction, Complaint and Punishment of Sexual Harassment at Workplace” under the Ministry of Labor (as shown in Figure 6-7).
3. Cases of gender-related incidents on campus handled by NCUE in 2025
NCUE is actively engaged in promoting education and awareness regarding the prevention of gender-related incidents on campuses. The primary objective is to enhance the understanding and respect for both one's own and others' sexual and bodily autonomy among our faculty, staffs, and students. To achieve this, we conducted regular educational and awareness activities on the prevention of these issues. In addition to these efforts, we used various communication channels to disseminate our anti-discrimination and anti-harassment policies. These policies are also incorporated into employment contracts for faculty and staffs, as well as the student handbooks. We also urged victims or those with knowledge of gender-related incidents on campuses to report them promptly. This not only facilitated evidence collection but also ensures that appropriate investigations and actions can be taken.
