3. 2025 NCUE Carbon Inventory Related Project Implementation

(1) NCUE's core goal in promoting "Energy Conservation, Carbon Reduction, and Smart Low-Carbon Manufacturing" is to guide the transformation of traditional local industries. In line with national policy, NCUE has built a multi-service platform with smart manufacturing and green energy as its technical core, linking industry's practical needs closely with NCUE's R&D capacity. NCUE also deepens industry-academia collaboration through a shared-benefit model in which "large firms lead small firms and enterprises lead enterprises." Through vertical and horizontal integration and cross-industry strategic alliances, this model creates industrial cluster effects, raises the competitiveness of local industries, and contributes to national economic prosperity and sustainable development.

(2) NCUE faculty actively help manufacturers save energy and reduce carbon emissions. In 2025, three projects under the Carbon Inventory Value-Added Application Program of the Industrial Development Administration, Ministry of Economic Affairs, were approved, with two faculty members providing guidance. The manufacturers reported that NCUE faculty were professional and passed on energy-saving and carbon reduction knowledge and skills systematically. Table 4 lists the projects.

4. Regional Low-Carbon Transformation and Professional Certification Training

NCUE continues to play an important role in promoting regional low-carbon transformation by integrating resources from local governments and industry partners to assist startups and local enterprises in mastering core capabilities in the low-carbon economy and sustainable technology.

NCUE's College of Extension Education also promotes diverse greenhouse gas and net-zero sustainability certification training, providing continuous learning opportunities for the general public and working professionals interested in ESG and low-carbon technologies. In 2025, 6 different themed courses were offered, including the ISO 14064-1:2018 Greenhouse Gas Internal Verifier Training Course (Figure 4), ESG Sustainability Report and Carbon Manager Training, and the iPAS Net-Zero Carbon Planning Manager (Elementary) Competency Assessment Guidance Course (Figure 5), training a total of 119 professionals with low-carbon expertise and skills.

Through systematic training and professional certification courses, NCUE has helped the industry chain cultivate talent with expertise in carbon inventory, carbon management, and ESG sustainability, strengthening the implementation and application of low-carbon innovation. Through professional training, NCUE not only supports enterprises in upgrading their technology during the net-zero transition, but also provides startup teams with foundational capabilities for introducing low-carbon technologies and building sustainable operations, accelerating the development and innovation of the low-carbon economy.
