SDG 7.4.2
SDG 7.4.2 100% renewable energy pledge
NCUE is committed to increasing its use of renewable energy every year. For example, the megawatt-scale energy storage demonstration system on the Shida Campus has markedly improved the campus's energy efficiency and has served as the basis for more than 20 related research topics, including smart grids, microgrids, power electronics, and strategic management of energy storage equipment. NCUE will build an Internet of Things (IoT) smart grid demonstration campus at the Shida Campus, using energy storage to regulate and optimize campus electricity use, and will install monitoring equipment in each building to collect power data. Research on these data will support energy use forecasting models that improve energy efficiency, making NCUE a hub for green energy research.
1. In 2022, the total installed rooftop photovoltaic capacity at NCUE’s Shida Campus reached 571.5 kW, complemented by a 20kW ground-mounted system. Meanwhile, the Jinde Campus achieved a total rooftop photovoltaic capacity of 2091.375 kW. With the integration of energy storage systems, NCUE was able to achieve 100% renewable energy generation during certain off-peak daytime periods. For example, as illustrated by the data from June 29, 2025 (Figure 1), historical net load records show that the photovoltaic solar systems supplied the entire campus electricity demand during specific daytime intervals, with surplus energy stored in a megawatt-scale energy storage system for nighttime use.

2. NCUE plans to add 230 kWp of solar capacity on Jinde Campus and 738 kWp on Shida Campus from 2026 to 2030, as detailed in Table 1 (NCUE's Planned New Solar Power Capacity, 2021–2030). In 2025, peak solar power generation on Jinde Campus reached 2,558.375 kW, while peak electricity consumption was reduced to 2,200 kW, with low-carbon energy ratio exceeding 100%. On Shida Campus, peak generation reached 571.5 kW, with peak electricity consumption reduced to 785 kW, resulting in a low-carbon energy ratio exceeding 72.8% (Figures 2-3).
| Campus | Year | Newly Added Capacity (kWp) | Accumulated Capacity (kWp) | Estimated Annual Power Generation (kWh/year) |
|---|---|---|---|---|
| Jinde Campus | Before 2020 | 467 | 467 | 583,750 |
| 2021~2022 | 2091.375 | 2558.375 | 3,197,968 | |
| 2026~2030 | 230 | 2788.375 | 3,485,469 | |
| Shida Campus | Before 2020 | 0 | 0 | 0 |
| 2021~2022 | 571.5 | 571.5 | 714,375 | |
| 2026~2030 | 738 | 1309.5 | 1,636,875 |

3. NCUE has completed a smart grid on the Shida Campus, where the main campus microgrid works with Sub-microgrid #1 (sewage treatment plant), Sub-microgrid #2 (Teaching Building), and Sub-microgrid #3 (College of Technology) for smart energy management (Figure 4). Each sub-microgrid (Figure 5) includes rooftop PV and a 100 kW/50 kWh energy storage system, and Sub-microgrid #3 also has a 30 kW/78 kWh electric bus charging station for vehicle-to-grid/grid-to-vehicle (V2G/G2V) battery control. Together with smart meters and an energy management system (EMS), the energy storage systems control net loads by zone, advancing NCUE toward its vision of a 100% renewable energy supply.
When unstable weather causes PV output to drop sharply, NCUE can dispatch its 1.2 MW of energy storage capacity to make up the shortfall, providing a more stable and feasible 100% renewable energy supply (Figure 6).

4. In early 2024, NCUE completed a Net Zero Energy House demonstration site (Figure 7). The building combines rooftop PV, a small wind turbine, and an indoor energy storage system, and runs entirely on renewable energy. NCUE uses the site to promote the policy goal of 100% renewable energy.

5. On September 29, 2020, NCUE President Ming-Fei Chen signed the NCUE Environmental Safety and Health Policy, witnessed by members of NCUE's Occupational Safety and Health Committee. The policy states: To build a sustainable green university, all NCUE faculty, staff, and students shall actively comply with laws and regulations, carry out education and awareness activities, maintain campus safety, prevent accidents, conserve environmental resources, practice energy conservation and carbon reduction, and pursue pollution prevention and continuous improvement, creating an ecological campus with zero accidents and zero pollution and fulfilling NCUE's responsibility as a member of the global village (as shown in Figure 8). 6. In September 2025, NCUE President Ming-Fei Chen re-signed NCUE's Carbon Neutrality Declaration (Figure 9), which reads as follows: National Changhua University of Education adheres to the Greenhouse Gas Protocol, implements management of carbon emissions, and continuously promotes energy conservation and carbon reduction measures along with related curricula. The university is committed to achieving the concrete goal of carbon neutrality by 2045, with the aim of transforming our institution into a sustainable campus where faculty and students are equipped with the concepts and capacity for action in sustainable development, thereby becoming important advocates for Taiwan's sustainable development in the future.

8. In 2026, NCUE's Innovation Incubation Center plans to apply to the Changhua County Government in 2026 for the "Changhua County Energy Conservation Partnering, Governance and Promotion Project," aiming to achieve power savings through public participation. The project encourages local residents to apply electricity-saving knowledge in daily life and plans energy-saving education outreach, citizen collaboration workshops, and other activities that build momentum for saving electricity.
