SDG 2.3.2

SDG 2.3.2 Students hunger interventions

1. NCUE provides free meal vouchers for students facing financial difficulties to address student hunger:

To assist students whose family circumstances or unexpected events have caused financial hardship, and to ensure that economic difficulty does not lead to hunger and disrupt their studies, NCUE has adopted the Guidelines for Applying for the Wang Jin-ping Emergency Relief Fund for Students in Financial Need and Campus Meal Vouchers. The scheme provides free campus meal vouchers so that students can concentrate on their studies.

The application form for free meal vouchers is published on the NCUE website. Once approved, a voucher can be used at any counter in the campus cafeterias, which offer a varied and nutritionally balanced choice of food (Figure 1). The scheme has run since 2009 and has drawn more than a hundred applications a year in recent years. In 2025 NCUE issued free campus meal vouchers to 156 students at a total cost of NT$825,100.

The Campus Caring Meal Voucher Programme has run since 2009. Donations from alumni, staff, faculty, and the public have helped several hundred economically disadvantaged students eat regularly over more than a decade. The programme has allowed them to study without worrying about food and has been widely recognized. For campus headline news on voucher donations, see Figures 2-4; for the meal-voucher application guidelines and related applications, see Figures 5-8.

2. NCUE provides varied catering over long opening hours to meet the dietary needs of students, faculty, and staff:

  • (1) NCUE has rules for issuing free campus meal vouchers to students in financial difficulty. A voucher can be used at any counter in the campus cafeterias, which offer a varied and nutritionally balanced choice of food. This allows students to focus more on their studies.
  • (2) The campus cafeterias open from 06:30 to 20:00, serving breakfast, lunch and dinner. With a daily service period of 14 hours they cover the dietary needs of students and faculty.
  • (3) NCUE has installed combination vending machines (instant noodles, bread, and drinks) (Figure 9) at various locations across the campuses and in the dormitory areas to meet students' dietary needs outside cafeteria opening hours.
