SDG 17.2.1 Relationships with regional NGOs and government for SDG policy

NCUE actively participates in the promotion of Sustainable Development Goals (SDGs) policies advocated by both non-governmental organizations and governmental bodies. Faculty members directly contribute to the formulation of national sustainable development policies through the execution of governmental and non-governmental projects, as well as by serving as committee members in relevant organizations. The following list illustrates our faculty's involvement over the past two years:

1. Faculty Participation in Sustainable Development Goal-Related Projects

(1) Professor Huang Zong-Jian from the College of Education implemented the "Indigenous Health Care and Potential Enhancement" project.

This project aimed to train Indigenous talent in elderly health promotion and care management. In addition to basic professional courses and counseling, the project integrated field investigations to implement practical activities related to the professional curriculum. It also promotes understanding of Indigenous cultures and needs, facilitating joint discussions on relevant issues. In summary, this project outlines four main objectives addressing course design, counseling, exploration of Indigenous cultures, and service provision. These objectives are: "Implementing Lifelong Education", "Developing Secondary Expertise", "Establishing Counseling Mechanisms" and "Fulfilling Social Responsibility."

(2) Professor Hong Hong from the College of Education served as the principal investigator for the "2024 Gender Equality Education Curriculum Development and Promotion Strategy Research Project - Six-Color Long-Term Care: Guiding Students in Aging Care-Related Departments to Understand Diverse Gender Identities and Their Situations in Long-Term Care Settings."

The key focus of this project was to enhance gender awareness among students in the “Health Promotion and Care Management for the Elderly Indigenous Class”. It aimed to guide students in understanding that their future service should respect and accept clients regardless of wealth, ethnicity, age, status, or sexual orientation, in accordance with the Long-Term Care Services Act. (3) Professor Hong Hong from the College of Education served as the principal investigator for the "Publication Project of Bunun Bilingual Picture Books on Food, Clothing, Housing, Transportation, Education, and Recreation" commissioned by the Council of Indigenous Peoples.

The core of this project focused on language promotion and cultural heritage preservation. It involved creating bilingual picture books in the Bunun language, centered around themes of daily life such as food, clothing, housing, transportation, education, and recreation. The aim was to integrate Bunun language and culture into family life through an entertaining and educational approach. These materials were intended to serve as supplementary educational resources for kindergartens and elementary schools in local cultural education. The project's creative goal was to root multicultural education in children's early experiences, enabling them to familiarize themselves with and develop an appreciation for Bunun culture. Ultimately, this initiative sought to foster a sense of cultural identity and self-confidence among Bunun children regarding their ethnic heritage.

(4) In 2023, Professor Lien Yi-bin from Data Research Center conducted the "Scout Online Course Platform Expansion Project - Environmental Sustainability and Anti-Drug Safety" activity.

The project's objective was to integrate the United Nations Sustainable Development Goals (Scouts for SDGs) with the World Scout Movement's Better World Framework. Two online courses were designed:(a) Anti-Drug/Anti-Bullying Course (b) SDGs and Beach/River Cleaning Subsequent data analysis revealed:(a) Anti-Drug/Anti-Bullying Course: Over 12,000 participants successfully completed the course and received certificates. (b) SDGs and Beach/River Cleaning: More than 2,000 participants successfully completed the course and received certificates. In total, over 10,000 participants successfully completed the courses and were awarded certificates.

(5) Professor Lin Shu-chun from the Department of Guidance and Counseling served as the principal investigator for the National Science and Technology Council project ”Constructing and Analyzing the Effectiveness of a University Counseling Model Supported by Big Data Analytics: A Case Study of NCUE”

In light of the increasing psychological distress among students and the rising proportion seeking professional mental health assistance, the research team recognized the promising potential and feasibility of big data analysis and machine learning in the fields of education and counseling. Consequently, they were utilizing big data analytics to construct a scientific university counseling model that integrates counseling theory and practice. This approach aimed to overcome practical challenges and obstacles, including:

(a) Employing decision-making models based on big data analysis to more accurately identify high-risk/high-care students.

(b) Improving the triage process for students seeking counseling, thereby providing more efficient and targeted counseling services that meet students' specific needs.

(6) Professor Chou Chun-yi from the Graduate Institute of Human Resource Management served as the principal investigator for the National Science and Technology Council project ”How to "Rest" When You Have "Leisure"? Establishing an Integrated Framework from Non-Work Activities to Work-State Readiness”

This project primarily investigated the negative impacts on employees' physical and mental health when they are unable to rest during non-working hours due to work demands. Gender played a significant role in this context, with men finding it more difficult to refuse work-related requests after office hours, leading to role conflicts. This phenomenon requires attention in future organizational contexts. For more information, please refer to Appendix 17.2.1D.

(7) Professor Yeh Chiung-hua from the Department of Special Education served as the principal investigator for the Ministry of Education's "Project for English Translation of Amended Special Education Act" project.

In accordance with the United Nations Convention on the Rights of Persons with Disabilities (CRPD), this project involved revising the English translation of Taiwan's Special Education Act in 2023. The aim is to make relevant policies more widely accessible and align them with international trends.

(8) Professor Wang Min-hsing from the Graduate Institute of Rehabilitation Counseling served as the principal investigator for the "Central Taiwan Vocational Rehabilitation Resource Center for Persons with Disabilities" project, commissioned by the Taichung-Changhua-Nantou Regional Branch of the Workforce Development Agency, Ministry of Labor.

The project's tasks include:

(a) Leveraging academic research foundations to promote the development of vocational rehabilitation service systems for persons with disabilities in Taichung City, Changhua County, and Nantou County. This indirectly assists in stabilizing employment for disadvantaged groups, including persons with disabilities.

(b) Organizing continuing education and training for professionals to enhance the quality of vocational rehabilitation services for persons with disabilities.

(c) Conducting professional development training to help expand the human resources of vocational rehabilitation professionals serving persons with disabilities.

(9) Professor Tseng Yu-liang from the Department of Geography served as the principal investigator for the "2022-2024 Research Project on the Development and Promotion of Forest Therapy Applications in Taiwan's Satoyama" commissioned by the Forestry and Nature Conservation Agency.

The health benefits of forest environments, including stress relief, improved sleep quality, and enhanced immune function, are widely recognized. Governments and private organizations in many countries around the world are promoting forest therapy as a preventive health measure or complementary treatment method to improve public health.

(10) Professor Tseng Yu-liang from the Department of Geography served as the principal investigator for the "2023 Project for Promoting Community-Based Ecotourism and Forest Therapy Along the Taiwan Provincial Highway No. 8" commissioned by the Taichung Branch of the Forestry and Nature Conservation Agency.

This project aimed to assist in integrating forest therapy development among communities along Taiwan Provincial Highway No. 8, reinforcing forest environments' widely recognized health benefits. These benefits include stress relief, improved sleep quality, and enhanced immune function, all promoting public health.

(11) Professor Lu Pei-wen from the Department of Geography served as the principal investigator for the "Establishing a Series of Social Consultation Activities for Sustainable Marine Net-Zero Just Transition" project commissioned by the National Development Council.

The project aimed to enhance public understanding and support for marine and net-zero just transition through organizing forums, workshops, and lectures. It provided a platform for listening to opinions and facilitating exchanges, which will serve as a reference for the government's future policy formulation and implementation in related areas.

(12) Professor Li Tzu-ying from the Graduate Institute of Translation and Interpretation participated in the "Welcoming Net-Zero Action - Global Industry and Labor Trends International Forum Industry-Academia Collaboration Project."

This event focused on green industry trends and talent cultivation, exploring various countries' measures and challenges in achieving net-zero emissions. It collected strategies from different nations addressing labor market needs in the face of industrial transformation demands. The forum also shared current situations and experiences in cultivating talent for green industries. This initiative facilitates international exchanged and served as a reference for future policies on nurturing green talent.

(13) Professor Hsieh Ping-cheng from the Department of Mechatronics Engineering served as the principal investigator for the "Smart Sensing and Decision Control Talent Cultivation Industry-Academia Collaboration Project" commissioned by the Industrial Development Bureau, Ministry of Economic Affairs.

This project aimed to cultivate students in the mechanical engineering field, enabling them to gain a deeper understanding of green manufacturing carbon inventory and energy-saving technologies. It also focused on developing students' abilities in using relevant hardware equipment and writing software programs. The ultimate goal was to nurture green smart machinery talents with interdisciplinary knowledge and integrated skills.

(14) Professor Chen Mei-hua from the Graduate Institute of Sports and Health served as the principal investigator for the Ministry of Education project "Have You Kahoot!ed Today? The Impact of Integrating Mind Mapping as a Dual Teaching Strategy on Learning Outcomes in Sports Psychology."

The project aimed to address challenges encountered in teaching environments. It employed Kahoot!, an online gamified quiz platform, in conjunction with mind mapping as teaching strategies. The study investigated the effects of these two teaching approaches on students' learning concentration, motivation, and overall learning outcomes in sports psychology courses.

(15) Professor Wu Chung-ching from the Department of Physics served as the principal investigator for the National Science and Technology Council project "Hands-on Natural Science Camps for Students with Visual- and Hearing Impairment"

This project organized science camps for students with special needs, specifically those with visual and hearing impairments. The curriculum encompassed various subjects including physics, chemistry, biology, mathematics, and physical education. Through hands-on activities, these students can learn content that differs from their regular school curriculum, thus broadening their horizons and fostering an interest in science.

(16) Professor Hu Chin-ping from the Department of Physics served as the principal investigator for a National Science and Technology Council project.

This project aimed to investigate the physics behind the non-stationary phenomena observed, gravitational waves and electromagnetic waves. The main focus was to improve and develop algorithms for analyzing astronomical time series, including optimizing existing methods like the staked Hilbert-Huang transform and pulse arrival time analysis and introducing new techniques such as applying Bayesian blocks and unsupervised learning for classification. The overall aim was to gain a better understanding of the physics behind non-stationary astronomical phenomena. Finally, these algorithms can potentially be further used in other research fields.

2. Faculty Members Serving on Committees of Relevant Organizations to Assist in Promoting Sustainable Development Policies

The responsibilities of this role include:

(a) Defining the scope of human research and human specimen studies.

(b) Determining the required content and review criteria for related projects.

(c) Reviewing and monitoring human research and human specimen-related projects.

(d) Evaluating matters of research subjects' rights, ethical considerations, and legal issues.

(e) Addressing other biomedical research matters.

(2) Professor Wen Mei-chun from the Department of Science Education served as a committee member for the "Taichung City Government Education Bureau."

In this role, Professor Wen acted as an advisor to the government's information education curriculum development organization. Her responsibilities include:

(a) Assisting in formulating information education policies.

(b) Guiding the direction of educational material development and design.

This involvement helped the government gain insights into the current state of education in practice, effectively reducing the gap in information education.

(3) Professor Wang Chih-hung from the Department of Guidance and Counseling served as a committee member for the "Alternative Military Service Psychological Counseling Work Consultation Group" of the National Conscription Agency, Ministry of the Interior.

In this role, Professor Wang provided professional guidance and recommendations for promoting drug abuse prevention work among alternative military service members. His contributions helped service members resolve issues, improve their adaptation to service, and reduce difficulties for the units where they serve.

(5) Professor Tseng Wen-kung from the Department of Vehicle Engineering served as a member of the "Vehicle Traffic Accident Investigation Committee of the Taichung Motor Vehicles Office, Directorate General of Highways, Ministry of Transportation and Communications."

In this role, Professor Tseng:

(a) Provided suggestions for resolving traffic accident issues within Changhua County's jurisdiction.

(b) Offered accurate guidelines for accident investigation cases.

(c) Strengthened local residents' knowledge and concepts of traffic safety.

(6) Professor Chiang Ling from the Department of Biology served as a committee member for the "Council of Agriculture, Executive Yuan."

In this role, Professor Chiang:

(a) Assisted the government as a review committee member for the first-time importation of foreign aquatic animals into Taiwan.

(b) Reviewed the evaluation documents submitted by applicants for the "First-time Import of Live Foreign Aquatic Animals."

(c) Helped maintain national marine and ecological security through these evaluations.

(7) Professor Chiang Ling from the Department of Biology served as a committee member for the "Ocean Affairs Council."

In this role, Professor Chiang assisted the government by providing consultation and discussion on matters including:

(a) Evaluation and classification of protected marine wildlife species lists.

(b) Approval of designation, modification, or cancellation of marine wildlife protection areas.

(c) Approval of land use and profit methods within marine areas of wildlife protection zones, in cases of major national construction projects, under the principle of not affecting wildlife survival.

(d) Other consultations related to the protection of marine wildlife habitats, resource restoration, and conservation.

These efforts contributed to maintaining national marine and ecological security.

(11) Professor Lu Pei-wen from the Department of Geography served as a committee member for the "Construction and Planning Development Fund Management Committee" of the Ministry of the Interior.

In this role, Professor Lu:

(a) Assisted the government in effectively managing the income, expenditure, safekeeping, and utilization of the Construction and Planning Development Fund.

(b) Contributed to the promotion and development of national construction projects.
