SDG11.4.8 Planning development - new build standards-2021
1. The concept of green building refers to the architectural technical considerations of minimising the consumption of the earth's resources, reducing the use of energy, and reducing the production of wastes during the life cycle of the building, from the production of building materials to the planning, design, construction, use, management, and demolition of the building. There are nine indicators of green building: greenery, water resources, water conservation, biodiversity, daily energy saving, carbon dioxide emission reduction, waste reduction, sewage and garbage improvement, and indoor environment .

In 2001, the Executive Yuan launched the ‘Green Building Promotion Plan’, which resolved that from 1 January 2002, all newly-built public buildings constructed by central authorities or with their subsidies reaching more than one-half of the project cost, with a project cost of more than NTD 50 million, should obtain the candidate green building certificate before applying for the construction license. According to it, ‘daily energy saving’ and ‘water resources’ are the two indicators that must be passed. In addition, among the four indicators to be passed in the comprehensive design of the building base in the urban planning area, two indicators, namely, ‘greenery’ and ‘site water conservation’, should be included. Because of the large number of users in the university buildings, ‘sewage and garbage improvement ’ should also be listed as one of the goals to be achieved. The above five indicators are recommended for school buildings. Other indicators can also be considered and sought by NCUE if objective conditions permit. Even if no application is needed, we should still design buildings according to the principles of green building.
3. Currently, in line with the government's green building policy, new buildings have been planned and designed following the concept of green building since 2003. For example, the Jin-de Teaching Building obtained a green building candidate certificate, and other new buildings, such as Bao-shan Teaching Building, Chin-ping Wang Activity Centre Building, and Bao-shan Tenth Student Dormitory Building, successively obtained green building certificates (as shown in the appendix).
