SDG11.4.7 Local authority collaboration regarding planning and development-2021
1. In order to promote official affairs and international academic exchanges, and provide accommodation services for staff who are on duty and foreign scholars who are engaged in teaching, research, or visiting exchanges, the duty dormitories of NCUE include the complex dormitory (Rooms 1–8) and the Building 10 dormitory (Rooms 4–5), and the charging methods are as follows:
1.1 The cleaning fee for the complex dormitory (Rooms 1–8) is NTD 1,000 per room per day .
1.2 The charging standards of the dormitory management fee for the Building 10 dormitory (Rooms -5) are NTD 3,000 per month for a single room and NTD 6,000 per month for the whole floor. The water, electricity, and gas expenses during the tenant’s residence should be borne by the tenant; in case of two people are living together, they will share the payment according to the proportion of days of residence.

2. In addition, the underground parking lot of NCUE’s Jin-de Campus is also available for rent by retirees of NCUE, people in the community, or people outside the university. The monthly renting of parking space provided to people in the community accounts for about 10% of all monthly renting of parking space. The university is located in Fuxing Li, Changhua City, and residents of Fuxing Li can enjoy preferential monthly rental. The application method is that of quota application, and it is one of the convenience advantages of homeowners near NCUE. In addition, the famous Baisha Lake, surrounding garden-style landscaping, and sports ground in the university are like large-scale characteristic parks, providing a good place for holidays and relaxation.
3. In Taiwan, ‘social housing’ is being promoted jointly by the central and local governments. Houses built by the government (directly or by subsidy) or owned by the people that meet the living standards can only adopt the mode of renting, not selling. Moreover, the rentals are lower than market rentals, or are rented free of charge to households with lower income or special disadvantaged persons. The Construction and Planning Agency, Ministry of the Interior, selected the state-owned land near NCUE in downtown Changhua City, the best area in Changhua County. It is estimated to be 0.5 hectares. It will be used to build a social residence with 10 floors above ground and 2 floors below ground, with 266 households in total. This project will be started at the end of 2021 and completed in 2023 at the earliest. At that time, these residents will also be able to enjoy both the parking space rental of NCUE with preferential prices and the beautiful campus environment.
