The total expenditure of NCUE in 2020 was NTD 1,866,143,610, including NTD 1,748,019,730 in the final accounts of operation costs and expenses, and NTD 58,123,880 in the final accounts of non-operation expenses.

1. Operation costs and expenses: The final account of this year was NTD 1,748,019,730, which exceeded the budget of NTD 1,672,278,000 by NTD 75,741,730 (by 4.53%). The variations in the expenditure amount and budget amount of each subject are analysed as follows:
1.1 Teaching cost: The final account of this year was NTD 1,490,013,611, including NTD 1,220,675,641 for teaching research and training, NTD 249,764,359 for construction and education cooperation, and NTD 19,573,611 for education promotion. This means the budget of NTD 1,417,040,000 was exceeded by NTD 72,973,611 (by 5.15%).
1.2 Other operation costs: The final account of this year was NTD 31,011,24, which exceeded the budget of NTD 34,670,000 by NTD3,659,876 (by 10.56%).
1.3 Management and general expenses: The final account of this year was NTD 223,215,172, which exceeded the budget of NTD 217,465,000 by NTD 5,750,172 (by 2.64%).
1.4 Other operation expenses: The final account of this year was NTD 3,788,823, which exceeded the budget NTD 3,103,000 by NTD 677,823 (by 21.84%).
2. Non-operation expenses: The final account of this year was NTD 58,123,880, including financial expenses of NTD 697,184 and other non-operation expenses of NTD 57,426,696. Hence, the budget of NTD 50,168,000 was exceeded by NTD 7,955,880 (by 15.86%).
3. Comparison of surplus and deficit between final account and budget:
3.1 Operation deficit: The deficit of this year's final account was NTD 161,775,093, which is NTD 3,635,907 less than the budget deficit of NTD 165,411,000 (less than the budget deficit by 2.20%).
3.2 Non-operation surplus: The surplus of the final account of this year was NTD 53,352,490, which exceeded the budget surplus of NTD 32,344,000 by NTD 21,008,490 (by 2.20%).
3.3 Final account deficit of this year: The final account deficit of this year was NTD 108,422,603, which is NTD 24,644,397 less than the budget deficit of NTD 133,067,000 (less than the budget deficit by 18.52%).

2. Starting from 2021, the Department of Fine Arts will prepare the ‘NCUE Art Collection (Purchase) Plan’ to display artworks in the public space of the university, introduce artistic energy into the university, and create a diverse art appreciation environment. It is estimated that from 2021 to 2022, the executive unit will form a committee to purchase the works of students (including alumni) or obtain authorisation of the works through the solicitation of activities or recommendation of exhibition works. The estimated annual investment is NTD 300,000.
