SDG 3.3.5 Mental health support for students

For students with psychological counseling needs, NCUE provides individualized counseling and consultation services, group counseling services, diverse mental health promotion activities (including lectures and workshops), and establishes case management tracking for students requiring guidance, providing comprehensive psychological support and assistance to students, deepening "precision counseling" to build student resilience.

1. To actively promote campus mental health, NCUE integrates correct physical and mental health values into faculty and student curricula and daily life through three major approaches: "offering general education courses," "organizing related topic activities," and "training relevant personnel to enhance professional competence," jointly creating a warm, caring, and healthy campus atmosphere as shown in Table 1:

Enhancing professional competence of NCUE specialized counseling staff through group supervision

A total of 3 activities in Academic Year 2024.

Detailed explanations are as follows:

(1) Offering General Education Courses: Primarily targeting first-year students, with life education seed teachers from various departments providing instruction and department chairs teaching career-related courses. Counseling psychologists conduct two in-class sessions on life education topics and student mental health counseling to effectively assist students in self-exploration, facing difficulties, and seeking help. 15 classes were offered in the 2nd semester of Academic Year 2023, and 14 classes were offered in the 1st semester of Academic Year 2024, as shown in Figure 1.

(2) Organizing Related Topic Activities: To promote faculty and student mental health, various activities were arranged including stress and emotion adaptation, learning guidance, career lectures, relationship topic lectures, life education, departmental guidance theme salons, Zhixin Academy, suicide prevention gatekeeper training, special case treatment, etc., totaling 24 sessions to enhance student psychological resilience. Additionally, physician consultation services were planned to strengthen comprehensive crisis prevention, construct a protective safety net, and actively provide professional, reassuring, and safe campus environment for faculty and students, as shown in Figure 2.

(3) Training Relevant Personnel to Enhance Professional Competence:

(a) Group supervision targets NCUE specialized counseling staff to help them understand relevant professional competence. In Academic Year 2024, a total of 2 group supervision sessions were conducted with 24 participants, achieving an average satisfaction of 4.8 points (Session 1: 4.67 points, Session 2: 4.93 points).

(b) Individual supervision is based on personal learning needs, with each staff member hiring senior counseling psychologists who match their professional counseling orientation for case discussions, continuously enriching knowledge of various case types while promptly correcting blind spots in professional work to ensure professional service effectiveness. Center counseling satisfaction reached 4.63 points (out of 5) in the 2nd semester of Academic Year 2023, and 4.59 points (out of 5) in the 1st semester of Academic Year 2024, indicating that students seeking counseling have considerable satisfaction with the center's individual counseling services. (Activities shown in Figures 1-2)

2. NCUE has long been committed to improving and implementing free mental health support for students. In addition to establishing the Student Psychological Counseling and Guidance Center as a first-level unit, NCUE pioneered the establishment of the Community Psychological Counseling and Potential Development Center in Taiwan, serving community residents. This center integrates professional resources from NCUE's Department of Guidance and Counseling, establishes referral and cooperative relationships with community organizations (including hospitals, courts, social administration units, etc.), and provides psychological counseling services for students, faculty, staff, and community residents, as well as practical training and supervision for professional psychological counseling personnel.

(1) Student Psychological Counseling:

NCUE implements developmental, interventional, and treatment-oriented prevention and guidance measures, supplemented by college-departmental counseling models and systematic cooperation, effectively implementing three-tier prevention and guidance work on campus. The prevention and guidance work at each level is as follows:

(a) Developmental Guidance Work: Orientation guidance, life education guidance, gender equality education guidance, career guidance, learning guidance, international student guidance, stress adaptation, class guidance, college-departmental counseling, peer guidance, suicide prevention, homeroom teacher mental health advocacy, etc.

i. Freshman Class Guidance: In the first semester of Academic Year 2024, in coordination with NCUE's "Precision Counseling" research, collaboration with the Student Affairs Office and various departments was arranged before the semester began to conduct group testing and interpretation for all freshman classes, combined with class guidance. Through engaging activity designs, freshmen were assisted in self-exploration to enhance self-understanding. Each session lasted two hours and continued for two weeks. A total of 26 classes with 1,195 participants completed freshman class guidance across the entire university.

ii. International Student System Cooperation: Cross-unit mental health consultation for international students, overseas Chinese students, and mainland Chinese students in the 2nd semester of Academic Year 2023 and 1st semester of Academic Year 2024, totaling 56 consultation sessions, as shown in Table 2 and Figures 3-6.

iv. Career Guidance Series Activities: In 2023, 2 career lectures were organized with 89 and 24 participants respectively. In March and October, we invited counseling psychologists Huang Rui-zhen and Qiu Qun-lun to give lectures titled "I'm NCUE, I'm Proud?! Discussing How to Break Free from Chains and Myths in Career and Learning Paths~" and "Career Lecture ~ Thinking Exercises about the Future - Dreams × Self × Love," with satisfaction ratings of 4.43 and 4.63 points respectively (out of 5), as shown in Figures 7-8.

v. Learning Guidance Series Activities: In the second semester of Academic Year 2023, 1 learning guidance lecture was organized. The first session we invited counseling psychologist Wang Zhi-yi to speak on "The 'Fragility' and 'Deficiency' of the Online World ~ How to Cultivate Internet Literacy and Self-Regulated Learning~," with 47 participants and a satisfaction rating of 4.58 points (out of 5). In the first semester of Academic Year 2024, 1 session was organized, and we invited counseling psychologist Cai Jia-xian to speak on "When Love Meets Learning - How Love Can Stop Being a Stumbling Block to Studies and Become a Stepping Stone to Enhanced Learning," with 90 participants and a satisfaction rating of 4.43 points (out of 5), as shown in Figures 9-10.

vi. International Student Guidance Series Activities: International student guidance series activities were organized through lectures and workshops.

(b) Interventional Guidance Work: Individual counseling, psychological testing and interpretation, individual stress assessment, high-concern student tracking and case management, consultation and follow-up care for academically at-risk students, mental health consultation, referral and guidance mechanisms for disadvantaged students, etc.

i. Individual Counseling Sessions (including individual counseling, individual psychological testing and interpretation): From August 1, 2024, to January 31, 2025, the center received applications for counseling from 391 individuals, with a total of 2,184 counseling sessions. The following shows the application statistics for individual counseling at the center over the past 3 academic years: (Unit: people/sessions) as shown in Table 4.

Overall satisfaction for individual counseling service feedback in the second semester of Academic Year 2023 was 4.63 points; overall satisfaction for individual counseling service feedback in the first semester of Academic Year 2024 was 4.59 points (out of 5) (this feedback questionnaire uses a 5-point scale).

ii. Special Case Management: This semester continues to implement the "Case Management System." The spirit of the case management system is to comprehensively assist students in special situations reported by homeroom teachers, military instructors, or classmates, helping students handle urgent situations or adaptation difficulties they encounter. Through resource integration and arrangement of counseling and medical services, students can quickly return to normal life trajectories. Statistics for new referrals and continuing case management students show special case service volume over the past 3 years as shown in Table 5.

iii. In the first semester of Academic Year 2024, a total of 12 cases were received from the Ministry of Education's Student Transition Guidance and Service Notification System, with 1 case transferred out. These have been assigned to respective department psychologists for assistance, following NCUE's Student Transition Guidance and Service Regulations and related operational procedures.

iv. Academic Warning Student Tracking and Guidance. In coordination with NCUE's academic warning system, proactive tracking and care for students is conducted at the beginning, middle, and end of each semester through phone calls, emails, and interviews to assess students' academic adaptation status and provide initial assistance in clarifying and consulting on problems. If students are assessed to have additional needs, they are invited to the Counseling Center for individual counseling, with timely introduction of resources such as homeroom teachers, college/department psychologists, and International Affairs Office staff for systematic cooperation to jointly assist students in returning to proper academic tracks as soon as possible. In the first semester of Academic Year 2024, 25 individuals were tracked, with a total of 78 service instances.

(c) Treatment-Oriented Guidance Work: Crisis intervention, psychiatric consultation, transition guidance, high-concern case tracking and guidance, notification case processing. In the first semester of 2024, the center provided psychiatric consultation for 16 instances, transition guidance with 12 incoming cases and 1 outgoing case, and high-concern case tracking and guidance for 175 instances.
