SDG 3.3.1 Current collaborations with health institutions

NCUE actively cooperates with health institutions at local, national, and global levels to enhance the health and well-being of students and community residents to achieve the goal of ensuring health for all age groups and promoting healthcare well-being, eliminating sexually transmitted diseases, AIDS, and other infectious diseases, strengthening prevention and treatment, and reducing drug abuse.

1. Global Cooperation:

(1) NCUE’s the Department of Guidance and Counseling, to promote exchange and development between Taiwan and international expressive and creative arts therapy fields and to position NCUE as a major center for academic research and clinical practice in expressive and creative arts therapy, co-hosted "Drop of Golden Sun: Illuminating Creativity" - The 15th International Expressive Arts Therapy Association International Conference with the International Expressive Arts Therapy Association from July 14-16, 2023, as shown in Figure 1.Nearly 300 experts and scholars from 22 countries worldwide participated both online and in-person. Professionals with diverse cultural backgrounds and experiences provided workshops combining theoretical sharing, practical applications, and academic research, creating vibrant exchanges.

(2) NCUE’s Graduate Institute of Rehabilitation Counseling offers transnational international certification courses for Board Certified Behavior Analysts, meeting international certification requirements as shown in Figure 2. This effectively enhances understanding of individual behavior and improvement of behavioral problems, providing high-quality teaching and guidance services, enabling students to acquire the capabilities of internationally certified behavior analysts.

(3) President Manharsinh Laxmanbhai Yadav of the India Taipei Association visited NCUE, engaging in in-depth exchanges with faculty and interactions with Indian students studying at NCUE. The strong foundation in science and engineering and eagerness to learn among Indian students have been praised by our faculty and students. President Yadav was also pleased that students could study in Taiwan, which has research and development advantages in high-tech fields. Both parties demonstrated high consensus on promoting Taiwan-India educational and cultural exchanges (as shown in Figure 3)

2. At the National Cooperation Level:

(1) NCUE actively cooperates with national health institutions to provide mental health and counseling services for faculty, staff, students, and community residents:

(a) NCUE’s Community Counseling and Human Development

Service Center was established in 1994, making it Taiwan's first and currently longest-standing university community psychological counseling center serving community members. With the president's support, it was renovated to welcome its 30th anniversary, opening in April 2025 with a renewed appearance and warm, professional counseling space, launching a new counseling environment to serve the community (as shown in Figures 4-5).

(b) From August 2023 to December 2025, NCUE participated in the "Mental Health Support Program for 15-30 Age Group" and "Mental Health Support Program for 15-45 Age Group" organized by the Ministry of Health and Welfare of Taiwan. These programs provided free psychological counseling services for people experiencing anxiety, depression, distress, or insomnia, helping to improve mental health issues and promote psychological resilience (as shown in Figure 6).

(c) Since 2022, NCUE undertook the Teacher Counseling and Guidance Support Service Implementation Plan commissioned by Changhua County Government. This program provided free psychological counseling services to full-time and substitute teachers in Changhua County high schools and below who experience stress, anxiety, parent-teacher communication needs to promote teachers' physical and mental health (as shown in Figure 7).

(d) The Department of Physical Education at NCUE held the "2024 Taiwan Society for Sport Psychology Annual Conference and Academic Symposium" on November 24, 2024, providing a platform for domestic sport psychology scholars, researchers, and practitioners to present results and exchange experiences to promote the integration and development of sport psychology theory and practice. The symposium aims to construct connections between psychological skills training and athletic performance, strengthen athletes' psychological adaptation and competitive resilience, thereby enhancing athletic performance and competitive stability, and promoting the research depth and academic standards of Taiwan's sport psychology field (as shown in Figures 8-9).

(2) NCUE's outstanding performance on health and well-being with Taiwan government:

Health-related academic journals received TSSCI Level 2 recognition; faculty research received Ministry of Education’s Action Research Project Excellence Award; student club achievements on health issues received Ministry of Education’s "Excellence Award"; NCUE’s efforts in health-promoting schools and workplaces received national-level certification recognition.

(c) The student union of NCUE participated in the Youth Development Administration, Ministry of Education's "2025 Student Union Achievement Exhibition" and won the "Excellence Award." The 2025 "University Student Union Achievement Exhibition" was held at National Chung Hsing University on May 3-4, 2025. The exhibition booth presentation included organizing campus concerts to infect students with a joyful atmosphere for mental relaxation, and conducting Rights Week markets to promote gender equality and student legal education, richly presenting the diverse operational achievements of the student union in university affairs. (d) NCUE promotes campus health activities, creating a healthy campus atmosphere and encouraging faculty, staff, and students to focus on health cultivation. We have been certified as a "Healthy Workplace" by the Executive Yuan and received the highest certification mark for health promotion. (as shown in Figures 14-17)

(e) NCUE collaborates with government agencies to provide health promotion policies and measures for all faculty, staff, and students. We received a subsidy of NT$500,000 from the Ministry of Education for the 2024-2025 University Health Promotion Implementation Program. The university regularly organize health lectures and activities on healthy weight management, healthy diet, healthy lifestyle, smoke-free campus, and AIDS prevention education to enhance the health awareness of faculty and students and cultivate good living habits. In the second semester of 2024, we organized 19 health lectures and activities with participation from 2,256 faculty, staff, and students, effectively enhancing campus health awareness. (as shown in Figures 18-27)

(3) NCUE established the Indigenous Special Program for Elderly Health Promotion and Care Management to cultivate professional talents and improve the quality of health management and care for the elderly:

Starting from the 2023 academic year, NCUE officially established the "Indigenous Special Program for Elderly Health Promotion and Care Management (hereinafter referred to as 'the Program')" and held the "College of Education Indigenous Special Program for Elderly Health Promotion and Care Management Establishment Tea Party and Unveiling Ceremony" on August 2, 2023. In the future, the Program will train Indigenous elderly health care professionals, not only encouraging Indigenous students to return to serve their communities after graduation and fulfill their social responsibilities, but also addressing the problem of unequal supply and demand in long-term care for Indigenous peoples, thereby improving the professional quality and stability of elderly care in Indigenous areas and developing healthy and happy aging lifestyles. (4) Offering General Education Courses that Cultivate Students' Comprehensive Health Knowledge

The university offers general education courses on comprehensive health knowledge, formally incorporating health knowledge into the curriculum to enhance students' understanding of social health and mental-physical-spiritual knowledge, as well as their capacity and influence to contribute to societal health development in the future.

(a) The Center for General Education held the General Education Arts and Culture Salon concert "Walking Through - Witnessing the Four Seasons of Life" on December 4, 2024, from 6:00 PM to 8:00 PM. The event invited Professor Chuang Min-jen at the Department of Music, National Taichung University of Education leading the Chanson Choir, the Xinhe Xing Opera Troupe from Changhua County (Teacher Jiang Yi-xuan and Teacher Qiu Yi-ting), and the dance troupe from Taichung Guangming Junior High School under the guidance of Teacher Huang Xiu-miao, bringing faculty and students a diverse cross-disciplinary artistic feast. (b) The Center for General Education held the General Education Arts and Culture Salon "Salut d'Amour" concert on May 7, 2025, from 6:00 PM to 8:00 PM, specially inviting Ms. Guo Mei-nu, retired professor from National Taitung University, to lead her vocal ensemble for a performance on campus. The performing members included nine outstanding musicians: Chen Kan-ling, Chen Yu-zhen, Wu Chun-yu, Yu Cheng-hong, Li Zi-wei, Xiao Cheng-you, Lu Zhen, Huang Shan-sheng, and Chen Zi-xuan, with Professor Guo Mei-nu personally serving as the concert guide, bringing faculty and students a vocal feast filled with love and emotion. (5) Collaborating with the Ministry of Education to Promote Prevention of Student Drug Abuse

(a) Professor Wu Pei-fen at the Department of Information Managemen led students to participate in the "6th Campus Drug Prevention and Anti-Bullying Micro-film Competition" organized by the Ministry of Education, winning the Bronze Award! The Ministry of Education stated that students conveyed the concept of "refusing drugs and preventing bullying" from the perspective of the new generation of young people, achieving the effect of mutual assistance and reminder. By presenting from students' perspectives and using the language of the new generation, it better resonates with young students' thoughts and generates empathy. Through engaging cinematic language sharing, it carries more positive educational significance. For the excellent award-winning works from this micro-film competition, the Ministry of Education will not only promote them through various media platforms and public screenings at schools at all levels, but will also share them through social networks to achieve deeper influence. (b) The university applied to the Ministry of Education for the "Service-Learning Model Program for Prevention of Student Drug Abuse in Universities and Colleges" in the 2024-2025 academic year, conducting drug abuse prevention advocacy activities at nearby and remote elementary and junior high schools. The approved project funding totaled NT$325,090. In 2024, under the plan, the university mobilized 103 volunteer students to complete bilingual anti-drug education at 2 junior high schools and anti-drug drama advocacy activities at 6 elementary schools, with participation from 92 teachers and 1,710 students from elementary and junior high schools. For the program in 2025, the plan will include advocacy activities at 2 nearby junior high schools (using bilingual integration approach) and 6 elementary schools (using drama approach), with an estimated 1,427 elementary and junior high school students to receive the education. (c) The university has long been committed to student drug abuse prevention work and has been selected as a national outstanding university for drug abuse prevention among universities and colleges for three consecutive years. Moreover, the university is the only national university among universities and colleges to be selected as an outstanding school for three consecutive years. (Figure 41)

(6) The university values faculty and student physical education and sports, encouraging exercise for health, and has cultivated many athletic champions, who bring glory to the country and the school!

(a) Mr. Hong Jun-yi, a fourth-year student from the Department of Sports, participated in the 2025 Rhine-Ruhr World University Games taekwondo men's 80kg category for the first time, made it into the gold medal match, and won the silver medal. In the competition, he demonstrated his stature adventage and excellent coordination, relying on disciplined training and exquisite technique to bring additional honor to Taiwan and the university. (See Figure 42)

(b) Ms. Jin Yi-jun, a third-year student from the Department of Sport, participated in the 2025 Rhine-Ruhr World University Games taekwondo women's over 73kg category for the first time and won the silver medal. Although it was her first time competing in a major international competition, she still stood out with her tenacious will and fighting spirit, bringing glory to Taiwan and the university. (Figure 43)

(c) Three students from the Department of Sports - sophomore Huang Zhuo-cheng, senior Hong Jun-yi, and second-year graduate student Zhong Jun-jie - formed the Chinese Taipei men's taekwondo team and won the silver medal at the 2025 Rhine-Ruhr World University Games. These three students demonstrated tacit cooperation and strong fighting spirit in the competition, and they made into the gold medal match and achieving excellent results for Taiwan and the university. (Figure 44)

(d) Ms. Jian Tong-juan from the Department of Sports represented Chinese Taipei in the women's doubles table tennis event at the 2025 Rhine-Ruhr World University Games, advancing to the semifinals with her partner and winning the bronze medal. Their first-time partnership immediately demonstrated excellent coordination and stable performance, adding more honor to Taiwan and the university.

(e) The university participated in the 2025 National Intercollegiate Athletic Games (April 27 to May 2, 2025, at Chang Jung Christian University), competing in 9 events including track and field, table tennis, badminton, tennis, taekwondo, judo, boxing, karate, and cycling. The university ultimately won 14 gold, 5 silver, and 8 bronze medals, ranking 8th nationally in total medal count (5th excluding the 3 sports universities), showing significant improvement from the 2024 performance of 6 gold, 9 silver, and 11 bronze medals. (f) NCUE’s taekwondo team swept 10 gold, 2 silver, and 3 bronze medals at the 2025 National Intercollegiate Athletic Games. Gold medalists included: men's sparring 54kg Li Qi-en, 63kg Huang Zhuo-cheng, 68kg Pan Kui-en, 74kg Huang Yu-rui, 87kg Hong Jun-yi, 87kg Chen Liang-xi; women's sparring 49kg Jiang Zhi-yun, 53kg Su Bo-ya, 57kg Lin Wei-jun, 62kg Zhang Rui-en. (g) NCUE’s table tennis team won the gold medal in the women's open group doubles event at the 2025 National Intercollegiate Athletic Games, with the partnership of Zheng Xian-zhi and Jian Tong-juan. The two players relied on the stable coordination accumulated through long-term training and fully demonstrated their collaborative advantages in the finals, showing high-level teamwork ability. (h) NCUE’s cycling team performed brilliantly at the 2025 National Intercollegiate Athletic Games. Yang Ting-yu won three consecutive gold medals in the women's open group individual pursuit, points race, and scratch race. Wang Chu-yi won the silver medal in the elimination race, demonstrating excellent speed and endurance, adding one more medal for MCUE. (Figure 49)

(i) International students at the university achieved outstanding results again! Overseas and international students "rowing together" courageously won fourth place in the international group of the Lukang Dragon Boat Race! Two teams mixed with students from different countries and regions represented the school in the 2025 Lukang Celebrating Dragon Boat Festival International Dragon Boat Championship, demonstrating excellent team coordination and fighting spirit. In addition to receiving trophies from the Changhua County Government and medals for each participant, this added beautiful memories to the cultural integration between overseas students and local students and university life! 3. Local Collaboration:

The university collaborates and forms alliances with local government agencies, medical institutions, and communities. Through cross-sector cooperation, participation, and interaction, we continuously create supportive environments that benefit the health of faculty, staff, students, and community residents. This approach strengthens and expands community resources, implements community health functions, maximizes NCUE’s potential for giving back to the community, and promotes the optimal health of community residents.

(1) The university actively enhances health measures for local and campus faculty, staff, and students, providing holistic care services

(a) The university has established comprehensive physical and mental health care administrative units, including the Health Center of the Office of Student Affairs, Student Psychological Counseling and Consultation Center, Community Psychological Counseling and Guidance Center, Physical Education Office, and Environmental Protection and Occupational Safety and Health Center. These units provide holistic health care and professional guidance for all faculty, staff, and students. (Figures 52-53)

(b) The university employs medical personnel including 3 full-time registered nurses, 7 full-time psychologists, and 12 part-time psychologists, providing faculty and students with free health consultation, medical care, individual and group counseling resources, and health management services. Additionally, we specially invite physicians from Changhua Christian Hospital Medical Center, including family medicine physicians, occupational medicine physicians, psychiatrists, and traditional Chinese medicine practitioners, to provide on-campus outpatient services, physical and mental health consultation, on-site health guidance, and physical therapy. We also maintain contracted partnerships with 26 local medical clinics for medical resource referrals and to provide preferential medical services and choices for all faculty, staff, and students. (c) Each semester, we invite emergency department physicians or nurses from Changhua Christian Hospital to offer a general education course "Emergency Rescue Education," providing students with opportunities to learn first aid skills. This course is highly popular among students. (Figure 56)

(d) NCUE’s 2023 academic year sports day - the 52nd Anniversary "520 I Love You" Sports Day was held on December 7, 2023, at the Jinde Campus, with President Chen Ming-fei serving as the chairperson. This year's sports competitions were held during the morning, including track and field events, ball games for students and faculty/staff, and recreational competitions. The sports day concluded with a walking activity led by President Chen Ming-fei, who guided all faculty, staff, and students in a campus walk, bringing the year's sports day to a perfect conclusion. (e) The university provides comprehensive health care service statistics for all faculty, staff, and students, including on-campus physician consultations and occupational health services, injury treatment and health consultation, emergency incidents and medical referrals, medical equipment and nursing room loans, health equipment usage, and individual counseling services for each college. The annual service statistics are shown in Table 1. This year's total service volume is significantly higher than the previous two years, demonstrating the high level of support from faculty and students for NCUE’s health and well-being services. (2) In response to the United Nations Sustainable Development Goal 3 "Good Health and Well-being," NCUE organizes specialized symposiums focusing on public health, mental health, and medical innovation to promote knowledge exchange and interdisciplinary cooperation. We also provid scholarship programs to support young students in deepening their expertise in health-related fields, cultivating sustainable talent dedicated to protecting health.

(a) To promote the development of long-term care education and services, Changhua Christian Hospital and NCUE jointly signed a memorandum of understanding for the "Long-term Care Professional Training Program," working together to cultivate outstanding Indigenous care professionals and address the unequal supply and demand of long-term care in tribal communities. This cooperation aims to support and assist the growth and learning of Indigenous students and promote their return to serve their communities in response to the challenges of Taiwan's impending super-aged society. (Figure 62)

(b) Changhua Christian Hospital Medical Center donated NT$300,000 in scholarships to support Indigenous program students at NCUE. This not only demonstrates Changhua Christian Hospital's emphasis on education but also provides important financial support for indigenous students' learning and future development. This scholarship will be awarded to outstanding indigenous program students, enabling them to focus on their studies, reduce their financial burdens, and make them a better future. (Figure 63)

(c) NCUE's Graduate Institute of Rehabilitation Counseling organized the symposium "Implementing the Concept of Reasonable Accommodation in Vocational Rehabilitation Practice." The institute has been committed to promoting the concept of reasonable accommodation. We specially invited Taiwanese-American scholar Dr. Chung-Yi Chiu to return to Taiwan to share experiences, aiming to help domestic vocational rehabilitation professionals further understand reasonable accommodation's origins—the implementation experience of the Americans with Disabilities Act (ADA). This concept extends to employment for people with disabilities, emphasizing employers' responsibility to provide "reasonable accommodation" measures for employees with disabilities or chronic diseases, enabling disabled employees to adapt to job requirements and demonstrate work effectiveness through these measures. (d) The "Educational Forward-looking Issues Trend Forum" and "Professional Lecture for Graduate Institute of Rehabilitation Counseling" held on December 12, 2023.NCUE's College of Education and Graduate Institute of Rehabilitation Counseling jointly organized these events, honestly inviting Associate Professor Lin Chien-Chun from the Graduate Program in Rehabilitation and Mental Health Counseling at Western Oregon University to present "Introduction to the Current Status of Rehabilitation Counseling in the United States." (Figure 65)

(e) In the 2024 academic year, NCUE employs 7 full-time psychologists and 12 part-time psychologists, providing students with free individual counseling and group counseling resources. We also have contracted psychiatrists from hospitals providing physical and mental health consultation, and collaborate with local medical clinics for medical resource referrals, with a total of 16 people applying to use these consultation resources. A total of 24 group counseling activities were conducted with 157 total participants; special case treatment group activities had 16 total participants with 106 activity sessions; individual counseling sessions (including individual counseling, individual psychological testing and interpretation) received applications from 753 people, with 4,564 total counseling sessions. (f) "Shetou Sock Manufacturing - Innovation, Entrepreneurship, and Regional Revitalization" University Social Responsibility (USR) Implementation Project – Social Practice and Teaching Innovation Exchange Symposium. Professor Kelly Yeh from NCUE's Department of Business Administration, the project principal investigator, stated that this project aims to combine university social responsibility, corporate social responsibility, and community social responsibility to achieve the ultimate goal of "shared value creation," not only creating social value but also economic value, and linking with three UN SDGs indicators: Quality Education, Sustainable Cities and Communities, and Decent Work and Economic Growth. (3) NCUE collaborates with medical institutions in academic research cooperation, focusing on health promotion, disease prevention, and medical innovation, committed to enhancing the physical and mental health and well-being of faculty and students, strengthening campus medical resource connections, and creating a safe, caring, and sustainable campus environment.

(a) NCUE's Department of History, together with Changhua Christian Hospital Cultural and Historical Museum and Wisdom Digital Culture Enterprise, co-created "Walking in Changhua Christian Hospital: Taiwan Digital Walking Tour Zone," which officially launched on June 26, 2023, with a system launch event. Through the establishment of the digital walking tour system, the historical stories of Changhua Christian Hospital are combined with digital technology, allowing the public to learn about the historical stories of Changhua Christian Hospital through their mobile phones during urban travel. (4) NCUE is committed to comprehensively promoting the physical, mental, and spiritual health of faculty and students, proactively applying for various health related projects to create a comprehensive healthy campus.

To effectively improve campus faculty and student health, we proactively apply for relevant Ministry of Education projects such as Character Education Promotion and Deep Cultivation School Project, Anti-drug Service Learning for College and University Students, Healthy Schools Project, training professionals for sexual assault prevention, preventing student drug abuse, holistic health concept-based weight management, sexually transmitted diseases and AIDS prevention advocacy, and tobacco harm prevention. Adhering to the healthy campus promotion concept, we create a health and well-being campus. The statistics shown in Table 2.

(b) NCUE adheres to the spirit of "Healthy Schools," actively planning health literacy courses and activities over the years, creating a healthy campus environment to enhance the holistic health of all faculty, staff, and students. The health promotion project themes are "Tobacco Harm Prevention," "Sexually Transmitted Diseases including AIDS Prevention Education," "Weight Control Management," and "Healthy Living," with 2,256 participants in the 2024 academic year. (c) The university implement the “Character Education Promotion” and “Deep Cultivation School Project”, with the development vision of becoming "a first-class university with excellent teaching, innovative research, and sustainable service." 2,700 students participated these projects in 2024 (Figures 75-76), and statistics on total participants in the activities are shown in Figure 77.

(5) The university provides comprehensive health care for the faculty and students. It cooperates with local health authorities to conduct campus infectious disease prevention and control work, including tuberculosis, dengue fever, chickenpox, and other diseases. By creating healthy environments and implementing environmental disinfection, the campuses’ environments are improved, the risk of cluster infections is reduced, and a safe and secure learning environment is created.

(a) Health activity information and health education promotion are provided to faculty and students on bulletin boards, electronic announcements, electronic displays, Facebook fan pages, and scrolling banners, including: smoking cessation information, sex education including AIDS prevention, dengue fever, vaccine information, and respiratory disease health education regarding mycoplasma pneumonia and other conditions. (c) NCUE provides adequate and comprehensive handwashing facilities, maintains classroom cleanliness and ventilation, conducts comprehensive environmental cleaning, mosquito breeding source elimination, and disinfection work, when necessary. In addition, we continuously pay attention to students' physical condition and report infectious diseases in accordance with regulations to prevent epidemic spread. (Figure 84)

(6) NCUE collaborated with the local blood donation center and organized campus blood donation activities. This semester, a total of 4 campus blood donation activities were held, collecting over 785 bags of blood through the enthusiastic participation of faculty and students across the university. The university received an award from the Ministry of Education for outstanding blood donation performance in 2024. Through blood donation activities, the social responsibility and civic consciousness of all faculty and students are enhanced, practicing the United Nations Sustainable Development Goal SDG 3: Good Health and Well-being. (7) NCUE’s Office of International Affairs leads international students in enterprise visits and exploration of local culture, deepening their understanding of Taiwan's industries and culture:

To deepen the connection between international students and local culture and encourage them to remain in Taiwan for employment after graduation, the Office of International Affairs organized 3 sessions of "Taiwan National University System" enterprise visits and cultural experience activities in 2024.

In these activities, international students from NCUE and other member institutions of the system visited ChipMOS Technologies Changhua Plant and Elite Electronics and experienced rice food culture, woodworking, and ceramic painting DIY handicrafts in Erlin Township and Shuili Township. Students from different nationalities interacted and learned together with great interest, enhancing their understanding of Taiwan's culture and industries through these activities, achieving fruitful results. (8) The "Monster Chemistry 2025" summer camp, which was organized by NCUE’s Department of Chemistry, combined SDGs with chemistry to practice sustainability. Related to SDG 3: Good Health and Well-being, activities include making sunscreen lotion, lip balm, and understanding Traditional Chinese Medicine constitution types. The activities combine experimental courses, allowing participants to find joy in healthy living through learning. (Figure 91)

(9) University faculty and staff representatives participate in local community sports competitions, with achievements in promoting health and well-being receiving recognition and awards. The 2025 National Teachers' Colleges Mu-Duo Cup Faculty and Staff Table Tennis Tournament was held on April 18 at the Minsheng Campus of National Taichung University of Education. Table tennis experts and retired players from teachers' colleges nationwide competed together. NCUE's faculty and staff formed women's and men's mixed table tennis teams with 15 colleagues and faculty members participating. They won second place in this Mu-Duo Cup tournament with mutual encouragement and unity among faculty and colleagues. In the future, they will continue their efforts, winning health through table tennis sports and continuing to bring honor to NCUE. (Figure 92)
