SDG4.3.1 Lifelong learning measures-2021
NCUE provides abundant educational resources for non-students. They include free and paid use of libraries, digital learning courses, and psychological counselling services. In addition, we hold many lectures and activities, which are open to the public.
1. Free Services
1.1 Library: The library implements its Guidelines for the Management of the Visiting and Reading Outsiders (https://olis.ncue.edu.tw/public/data/011916282971.pdf). Outsiders can hold valid credentials in exchange for a temporary guest card to enter the library for free. After entering the library, they can use our library's rich collection of resources and services, including more than 420,000 Chinese and English books, electronic databases, e-books, periodicals, newspapers, and audio-visual materials. 1.2 Digital learning courses: NCUE continues to develop high-quality digital learning courses and currently offers 65 free courses on its cloud platform
(https://dlearn.ncue.edu.tw/mooc/index.php?lang=en#2) and the Ministry of Education's Teacher e-Academy platform (https://ups.moe.edu.tw/mooc/index.php). Whether you are a student or an outsider, or an elementary or junior high school teacher, or a member of the general public, as long as you are interested in a course, you can directly learn on the internet (in some platforms, you must register or log in as a guest) to improve your professional skills.

1.3 Public lecture activities: The Universit holds many lectures or activities every academic year, which are also open to the public who are interested to sign up. In 2020, we held at least 166 themed lectures open to people outside the school, available for those who are not studying on campus.

2. Paid Services
2.1 Libraries: If non-students need to borrow books and use them at home, they can apply for reading and library cards for a fee in accordance with the Alumni Book Management Regulations and Outsiders’ Lending Management Regulations, and then they can borrow library resources.
2.2 Digital learning courses: Most of the digital learning courses are free to use. There are also six paid courses open to the public. You can visit the learning materials online for an unlimited number of times within 14 days after payment. (https://dlearn.ncue.edu.tw/mooc/index.php?lang=en#2)

2.3 Psychological consultation: NCUE has a community psychological consultation and potential development centre that cooperates with government agencies and hospitals to provide paid consultation services for employees of the cooperative units. In addition, we also occasionally hold workshops or group training sessions to meet the needs of professionals or the community. Services include individual counselling, family counselling, game therapy, psychological assessment, theme workshops and small group training, education training and program planning, and consulting professional training and supervision (Employee Assistance Program). 2.4 Enterprise services: NCUE’s Innovation and Incubation Center assists in enterprise technology research and development and consulting, product design and testing, and industry–university cooperations. We offer training courses/activities according to the manufacturer’s education and training needs. We also provide administrative support, including counselling small and medium-sized enterprises in their applications for government R&D subsidy programmes (SBIR, SIIR, CITD, etc.), and in their upgrade and transformation plans.
