SDG16.2.4 Participatory bodies for stakeholder engagement-2020
Each NCUE unit provides various services in its area to local residents, local governments, local private enterprises, and local civil and social representatives.
1. Professional counselling services provided by the community psychological counselling centre
The community psychological counselling centre held a ‘Workshop on the Use of Relationship Cards in Individual Counselling for Youth’ on 21 July 2020, during which Associate Professor Shiao-Ming Ho spoke to 24 teacher-counsellors and psychologists . The participating mental health professionals gave the workshop a score of 4.9/5 for the section ‘the workshop has effectively improved my professional skills’ and a score of 4.8/5 for the section ‘the workshop has effectively improved my capability in working with clients’.

2. The Accommodation Counselling Team of the Office of Student Affairs provides students with off-campus rental services, facilitating interactions between the supply (residents) and demand (students) to improve their quality of life.
2.1 In the 2020 academic year, the class tutors visited the off-campus residences rented by students. There were 311 cases sent to the accommodation team for recording, and the accommodation team carried out spot checks on building safety in 71 of the cases.
2.2 As of October 2021, there were 59 landlords cooperating with NCUE for a total of 924 rooms in 66 buildings.
2.3 In mid-March of 2021, NCUE sent ‘Notices for Off-Campus Rental Matters’ to the parents of 1,207 second-year students from 28 classes who had begun renting off-campus residences.
2.4 On 11 November 2020, NCUE held a ‘Seminar on Cautious Contract Signing’. Experts and scholars explained the safety precautions related to renting to improve the students’ safety awareness and legal knowledge and reduce rental disputes.
2.5 In August 2020, the accommodation team inspected and certified 29 rented residences.
2.6 NCUE established a group in the Line communication app that provides instant communication between students and landlords.
2.7 NCUE helped settle five off-campus rental disputes involving students in the 2020 academic year.

3. The College of Extension Education, NCUE, provides continuous learning courses, and the Language Centre offers Chinese language courses
In accordance with the training development policy, NCUE’s College of Extension Education cooperates with government departments, private enterprises, and organisations to conduct annual education and training courses to meet the stakeholders’ needs. The College also holds education activities for the local community and the general public to provide continuous education and learning.
3.1 The College offers various language courses enabling community residents to develop their foreign language skills. In 2020, the College offered 19 language classes, including English, Japanese, Korean, French, Vietnamese and German, teaching a total of 1,849 class hours; 582 students had completed the courses.
3.2 In 1995, NCUE established the Changhua County Senior Citizens’ University to encourage county residents over age 55 to return to school. The program held two sessions of 16 weeks each in 2020, and 609 students in 19 classes completed the courses.

3.4 To help people continue their education and improve their professional skills, NCUE provides vocational training courses for community residents and local industry employees. In 2020, a total of 87 classes completed more than 2,588 training hours, helping 2,178 trainees improve their knowledge and abilities. 3.3 To meet the Ministry of Education’s guidelines for secondary school teachers’ continuing education, the College provides enhancement classes and courses for teachers to develop their specialities and improve their professional capabilities. In 2020, the College offered 26 courses for a total of 1,080 training hours, and 792 people participated. See Figures 2 and 3.
3.5 NCUE also offers various continuing education courses on business operations, information technology, business management, marketing, and handicrafts enabling community residents to pursue self-growth in their areas of interest. In 2020, 1,618 people attended 65 classes such classes.

3.6 To fulfil NCUE’s social responsibility, the Language Centre offers regular courses in every year in Chinese, Chinese teacher training, English, German, French, Spanish, Japanese, Korean, Thai, Vietnamese, Indonesian, and Burmese. NCUE’s faculty, staff, and students, along with local and foreign members of the public, can join the courses. The Language Centre, a language training institution with specific targets in Central Taiwan, centre also designs and provides language courses according to the special needs of government agencies and enterprises. It offers online courses reach beyond the geographical and time constraints that would otherwise limit education to within classroom walls. Annex 16.2.4B shows the 2020 statistics on the income and participants in continuing education.

4. The NCUE Innovation Incubation Centre provides services to the local SMEs
To facilitate start-ups and innovation among small and medium enterprises (SMEs), the Small and Medium Enterprise Administration of the Ministry of Economic Affairs has promoted incubation policies with the cooperation of the government, research institutes, universities, colleges, and private enterprises since 1997. The NCUE Innovation Incubation Centre links schools, industries, R&D institutions, and local industrial clusters; gathers cross-domain knowledge to forms smart systems; and acts as a hub for the industry–university–research network. It proactively creates an industrial co-creation ecosystem, achieves the government’s policy goals, benefits the people, and contributes to society.
The main functions of ‘SME innovation incubation organisations’ are nurturing new businesses, new products, and new technologies and assisting SMEs in upgrades and transformation. The organisations effectively combine multiple resources by providing venues, equipment, R&D technology, financing, business services, and management consultation. These efforts reduce the cost and risks of start-ups and initial R&D, create an excellent cultivation environment, and increase SMEs’ chances of success.
5. The Office of General Affairs, NCUE, provides discounted services to fulfil local residents’ parking needs
The underground parking lot of NCUE’s Jinde campus is open to the community and outsiders to rent spaces (the first half-hour is free) on an episodic or long-term basis. The campus is located in Fuxing village of Changhua City, and nearby residents get a discounted monthly rental fee. Recent changes allow users to rent parking spaces for up to two years with a simplified application process to increase parking stability. Houses for sale near the campus often use this as a selling point. About 80 parking spaces are available to the community every year. In addition, those who hire the university’s venues to hold activities can park on campus for a one-time discounted fee. This convenient access for activity participants can increase the hiring rate of the university’s venues.
