SDG 10.6.1 Non-discriminatory admissions policy

1. Institutionalized Safeguards: Upholding a Diverse and Non-discriminatory Admission Policy

NCUE strictly adheres to the principles of fairness, justice, and openness in conducting admissions at every stage (bachelor's, master's, doctoral, and transfer admissions). In accordance with Article 24 of the University Act and Article 19 of its Enforcement Rules, as well as the Key Points on the Review and Approval Procedures of University Admission Rules(as shown in Figure 1), NCUE has formulated its "Regulations on Transfer and Admission to Doctoral, Master's, and Bachelor's Programs," "Admission Regulations for New Immigrant Students," "Admission Regulations for Indigenous Peoples' Special Classes," and "Special Talent Admission Channel" (as shown in Figure 2-5)

None of NCUE's admission regulations or guides impose discriminatory conditions restricting the gender or disability status of applicants. In addition, NCUE regularly tracks application and admission data for various underrepresented groups through its Academic Affairs Council and Admissions Committee, ensuring substantive fairness and transparency of information throughout the admissions process.

2. Substantive Affirmative Action: Independent Admission Channels for Diverse Groups and Social Mobility

In accordance with the Ministry of Education's Key Points on the Review and Approval Procedures of University Admission Rules, NCUE has implemented regulatory safeguards and substantive affirmative action measures for specific culturally and socioeconomically disadvantaged groups:

(1) Admission Guarantees for New Immigrant Students:

NCUE's "Admission Regulations for New Immigrant Students"(as shown in Figure 3) were approved by the Ministry of Education via official letter Tai-Chiao-Kao (4) No. 1100009988, dated January 29, 2021. NCUE provides guaranteed additional admission quotas and adopts a selection process based on application materials review and interviews, helping new immigrants and their children overcome cultural and linguistic barriers to successfully transition into higher education.

(2) Educational Guarantees for Indigenous Students:

NCUE's "Admission Regulations for Indigenous Peoples' Special Classes"(as shown in Figure 4) were approved by the Ministry of Education via official letter Tai-Chiao-Kao (4) No. 1120016639, dated March 2, 2023. Through the establishment of dedicated Indigenous special classes, NCUE designs distinctive curricula that integrate tribal culture with professional knowledge and skills, and adopts an independent admission channel to substantively realize educational equity.

(3) Special Talent Admission Channel:

NCUE's "Admission Regulations for Special Talent Recruitment"(as shown in Figure 5) were approved by the Ministry of Education via official letter Tai-Chiao-Kao (4) No. 1100104465, dated August 31, 2021. This channel admits students with special talents, experiences, achievements, or diverse educational backgrounds, employing a range of selection methods including written examinations, interviews, review of application materials, and practical or skills-based assessments.

Each year, NCUE regularly conducts admission examinations for new immigrant and Indigenous students through "independent admission" or "diverse guaranteed quota" channels. This not only substantially increases opportunities for diverse groups to pursue higher education, but also helps break intergenerational class barriers and promotes inclusive social mobility, fully realizing the university's social responsibility.
