SDG 11.4.3 Allow remote working

1. In response to the implementation of a two-day weekend for public servants and the commuting traffic situation in Changhua City, as well as to computerize the attendance system for administrative staff, NCUE has formulated the “National Changhua University of Education’s Guidelines for Implementing Flexible Working Hours.” These guidelines stipulate that the flexible working hours shall be from 8: 00 am to 9: 00 am for arrival, and 5:00 pm to 6:00 pm for departure, providing a 60-minute flexible period. 2. The Baoshan Campus of NCUE has established a Jointed Service Center (Figure 1), resided with staff handling key businesses from offices such as Student Affairs, General Affairs, Research and Development, Accounting, and Personnel. The Office of Student Affairs, Office of Academic Affairs, and Center for General Education operate on a flexible shift basis. On average, the center processes over 20,000 administrative businesses annually (Table 1), effectively serving nearly 4,000 faculty and students at the Baoshan Campus. This center resolves the issue of travel fatigue for faculty and students on the Baoshan Campus when they handle administrative matters, balancing the development of both campuses and simultaneously simplifying the administrative processes between the two campuses.

3. To enhance administrative efficiency and reduce the burden of cross-campus commuting for employees, various departments are encouraged to flexibly adopt video conferencing for daily business communications when needed. Meetings such as the University Council Procedure Committee, the Intellectual Property Review and Management Committee, and the Library and Information Services Office Information Security Committee can all be conducted through Webex, Google Meet, or Microsoft Teams platforms. This approach reduces the need for cross-campus travel and promotes more effective use of time and resources. The initiative not only aligns with energy conservation and carbon reduction policies but also provides staff members with more flexible work participation options, indirectly fostering the development of a remote and hybrid work culture.
