SDG 11.4.2 Promote sustainable commuting

The provision of discounted parking (Figure 1) and a shuttle bus service between the two campuses (Figure 2).

1. Full-time faculty and staff can apply for regular parking at a discounted monthly fee.

2. The underground parking lot on the Jinde Campus is also available for rent to the community residents and other off-campus visitors. As the Campus is located in Fuxing Village, the residents of Fuxing Village are offered discounted monthly rental fees. However, because of the limited number of parking spaces, applications are accepted on a limited quota.

3. Faculty, staff, and students without parking permits, part-time teachers, teachers from partner schools/universities, senior students returning for focus groups, alumni, and those who are invited to participate in conferences, seminars, competitions, and training programs, short-term training students, as well as individuals with valid ticket for the swimming pool during a specified period, can receive a 50% discount on temporary parking fees by presenting their service card, identification card, meeting notice, or student (member) card.

4. NCUE provides shuttle bus services between the two campuses every semester. Two to three surveys are conducted during each semester (before and at the beginning of the semester) to assess transportation needs, and the shuttle bus schedule is adjusted accordingly. The shuttle bus schedule is designed to align with students’ course schedules, facilitating convenient transportation between campuses (as shown in Figure 2). 5. To improve on-campus and public transportation connectivity, NCUE successfully secured approval for the "Bus on Campus Program" from the Directorate General of Highways, Ministry of Transportation and Communications. Changhua Bus Route 2 was extended to serve Jinde Campus, operating between Changhua Train Station and the Baoshan Campus. Free rides are offered between Jinde Campus and the train station, improving convenience for students commuting between the train station and both campuses. The service provides safe, comfortable, and convenient public transportation options, as shown in Figure 3. The bus route is as illustrated in Figure 4, and schedule information available on the Changhua Bus website:

6. Professor Liang-rui Chen led a project funded by the National Science and Technology Council, titled “Field Research and Demonstration of Multiple Microgrids in a High-Penetration Photovoltaic Environment.” To provide resources for the project, a public bid was held in 2022. As the successful bidder, Creative Tech Consultants, Inc supplied an electric bus to NCUE, which will be used in green field energy experiments (as shown in Figure 5).

7. Promoting Sustainable Commuting - Taichung Metro Green Line Extension to Changhua

(1) The extension of the Taichung Metro Green Line to Changhua City brings tangible benefits to regional transportation and the development of green commuting. The Changhua City section, approximately 4 kilometers in length, will increase the number of from the originally planned 3 stations to 4 stations. The newly added G20a station, located in front of the main gate of Taiwan Fertilizer Company (as shown in Figure 6), is about 1 kilometer from NCUE's Jinde Campus. This new station will significantly enhance the accessibility and convenience of public transportation for the university's faculty, students, parents, and visitors.

(2) In the future, the G20a station will connect with the planned Changhua Light Rail system, strengthening transfer functions among various modes of public transports and further improving the regional transit network. This infrastructure development is expected to encourage campus members to adopt low-carbon commuting options such as the metro, thereby reducing reliance on private vehicles, alleviating traffic congestion, lowering carbon emissions, and promoting more sustainable commuting patterns.

(3) NCUE also supports the concept of Transit-Oriented Development (TOD) by participating in local public hearings and coordinating campus planning efforts. By integrating the campus environment with the urban transportation system, NCUE aims to jointly advance people-centered, sustainable mobility solutions that balance environmental and community development. These initiatives demonstrate NCUE's commitment to actively engaging in regional public transportation planning and sustainable urban development.
