University expenditure
1. NCUE’s total expenditure in 2024 was NTD$2,048,889,597, including NTD$1,990,194,708 for administrative costs and expenses, and NTD$58,694,889 for non- administrative expenses, as shown in Figure 1.

University expenditure on arts and heritage
1. NCUE emphasizes the development of the arts and the preservation of cultural heritage. From 2021 to 2024, the total amount of expenditures on the arts and heritage indicated a growing trajectory (Figure 2).

2. In 2024, NCUE's total expenditure on arts and heritage amounted to NTD$11,951,326. This includes NTD$1,474,283 for the preservation of tangible heritage (building maintenance), NTD$285,272 for intangible heritage (indigenous cultural activities), and NTD$10,191,771 for art expenditures, as detailed in Table 1. Additionally, to enhance the artistic appreciation in public spaces and enhancing the campus landscape while bringing art into public life, NCUE installed new public art pieces at the Baoshan Campus in 2024 (Figures 3-4), with a total project budget of NTD$7.76 million.

3. Since 2021, the Department of Fine Arts has been conducting the "NCUE Campus Aesthetics Project." A committee was formed to select student artworks through submission contests or exhibition recommendations. These artworks are then purchased or licensed for display in public spaces on campus, infusing artistic energy into the university and creating an environment for diverse art appreciation. The total budget from 2021 to 2023 was NTD$300,000. In 2024, eleven student artworks were selected and purchased, with NTD$200,000 in rewards disbursed. Figures 5-7 show some of the collected works.

4. From 1988 to 2024, NCUE installed four large public art pieces. The existing public artworks on campus are listed in Table 2, with photographs shown in Figures 8-12.

(1) Description of Artwork in Figures 9-10:
Wind transports sand and soil, shapes landforms, and influences human migration, prompting the birth of culture. It serves as nature’s medium, an element that enriches the human spirit and connects vast realms of matter and knowledge. Yet, the wind itself is invisible. The breeze that ripples through grasslands feels refreshing; the gusts that stirs bamboo groves evoke unease, and the chill that slips between buildings brings a sense of solitude. Through wind as a medium, human sensitivity and creativity are deepened. This artwork continuously rotates under the subtle force of the wind, ceaselessly conveying messages carried by nature’s breath.

(2) Description of Artwork in Figure 11:
The sun dominates our solar system, symbolizing eternity. Celestial move through cycles of day and night, and all phenomena are renewed accordingly. This is an embodiment of sustainability. The artwork conveys the vision of sustainable educational development and cultivation of well-rounded talent. Its light-controlled structure projects shifting patterns that follow the sun’s movement from sunrise to sunset, expressing comprehensive and interdisciplinary perspectives. The daily transitions between sun and moon imagery reflect the continuous flow of time and the essence of sustainable growth. As plants flourish and birds take flight under sufficient light and nourishment, the work evokes a vision of thriving education and enduring vitality. Each numerical mark embedded in the design indicates the moments when the projection first appears, reaches its peak, and fades away, subtly varying with the changing seasons.

(3) In 2024, a new public art piece was completed and installed with a total budget of NTD$7.76 million, as shown in Figure 12.
Description of the work: The artwork serves as an art corridor that integrates environmental advantages with the functions of the College of Engineering, College of Technology, creating a space that facilitates dialogues between humans and nature. The floating corridor symbolizes elements such as earth, plants, and water, and act as a trail that leads people through the alternating day and night times cape in the forests. Visitors can experience the flow of time through observing the lights and shadows created by this art piece.

5. Description of heritage preservation and art activities organized in 2024:
(1) Indigenous Student Resource Center: To preserve and transmit traditional indigenous cultures and enhance faculty and students' understanding of indigenous cultures, a total of NTD$285,272 was expended in 2024 to organize cultural activities including Kapu tribal bamboo industry visits, Pingtung Anpo and Shenshan tribal visits, brewing plant introduction and practice workshops, and Amis lover bag making courses, as shown in Figures 13-15.

(2) Center for General Education: In 2024, with an expenditure of NTD$184,777, a total of 8 lectures and activities were organized, as detailed in Table 3. All of the courses were free of charge and open to community participation. Relevant activities are summarized below:

(a) On May 23, 2024, NCUE co-organized a general education lecture with The Chang Yi Yuan Puppet Troupe titled “The Art and Appreciation of Taiwanese Puppet Theater”. The Theater Troupe performed the famous puppet show “Zheng He's Voyages to the Western Oceans” as demonstration, as shown in Figures 16-17.

(b) On December 4, 2024, a General Education Arts Salon was held. Professor Zhuang Min-ren, who serves as a choir conductor at NCUE was invited to give a special speech before the performance. The performance "Passing Through - Viewing the Spring, Summer, Autumn, and Winter of Life" was inspired by the spirit of caring for the elderly. The performance was an attempt to integrate traditional and modern arts and present them as modern interpretations. The dance class from Guangming Junior High School showcased their superb and graceful dance movements, bringing a refreshing experience to the stage. Relevant photos are as shown in Figures 18-19. (3) Department of Fine Arts: The Department of Fine Arts at NCUE has spacious facilities and comprehensive equipment. In 2024, with an expenditure of NTD$684,106, a total of 12 exhibitions were organized, all provided free of charge to community members. Some of the exhibitions are summarized below:

(b) Boundless—NTUA Doctoral Program Art Forum|NCUE Department of Fine Arts 2024 Annual Invited Exhibition (Figure 21). Exhibition Summary: In 2024, the Department of Fine Arts at NCUE invited artists from the NTUA Contemporary Visual Culture Doctoral Program. It is hoped that through this exhibition, students could explore the creative process and take inspirations from insights of the invited artists. By allowing students to explore endless possibilities through interacting with doctoral students, NCUE hopes to provide them with a glimpse of the boundlessness of art. This exhibition is not only a visual feast, but also a new opportunity for cross-disciplinary education and exploration of arts.

(c) Tou Tou Li Totally|NCUE Department of Fine Arts Class of 2024 Graduation Exhibition (Figure 22). Exhibition Summary: Derived from the English word "totally," meaning "completely, thoroughly, entirely," the Chinese title uses the homophone "頭頭里" (Tou Tou Li) as an extended concept. "頭頭" refers to the leader of a group, and "里" means a place of residence, implying that the creators of Class 2024 collectively reside and grow in the same "li" (neighborhood). Each student is the "leader" of their own creation, residing in the same "li." Individuals from different backgrounds and contexts gather together, constructing a unique dialogue space and becoming residents of Tou Tou Li, embodying the intimate and caring interactions typical among neighbors. Each graduate demonstrates their individual charm and creative style in "Tou Tou Li," expressing their thoughts on art, life, society, and commentaries on a variety of issues. Creating from the heart, through deep reflection and refinement, the students gradually shaped works that embody their own unique identities. In the NCUE Department of Fine Arts graduation exhibition "Tou Tou Li totally," the exhibition takes the form of a Tou Tou Li community center, a place for interaction and dialogue among its residents. Visitors are invited to experience each creator’s unique interpretation of "Tou Tou Li" and to witness how the students have become the true leaders of their own artistic journeys. (4) NCUE actively supports student clubs and related cultural activities. In 2024, a total of NTD$1,535,437 was invested in resources, with recreational clubs organizing 11 large-scale public performances (as shown in Table 3), including the Baisha Wind Band and C-Major Choir participating in national music competitions, and the KuDance Hip-Hop Club's end-of-semester showcase. The total number of performers exceeded 167, reflecting students’ active participation in artistic and cultural activities. In addition to supporting public performances by NCUE’s music and dance clubs, the university also organized the graduation photography exhibition "Visual Poetry of Emotions." The exhibition adopted an innovative outdoor format, featuring a darkroom experience zone and a graduation studio photography area. These arrangements enhanced both on-campus and off-campus participation, promoted the integration of art into everyday life and cultural heritage, and demonstrated the university’s continued contribution to the development of local art. (5) Department of Chinese: To enhance the cultural literacy of faculty and students, the Department of Chinese organized 2 exhibition activities in 2024 with an expenditure of NT$26,355, all provided free of charge to community members. Some of the activities are introduced below
(a) Exhibition Theme Told From the Artist’s Perspective: "Changhua Dragon Arrives---Liu Jia-hua Jiachen Calligraphy Exhibition" (Figure 27)
This year marks the Jiachen Dragon Year in traditional Chinese sexagenary cycle, which holds special meaning for me as my zodiac sign is also the dragon. The Dragon Year always carries a sense of vitality, care, and expectation. As a member of the calligraphy association "Huangxi Nine Eccentrics," I participated in the group exhibition "Nine Eccentrics Dragon Arrives" held at the Nantou County Cultural Bureau from March 9 to March 20 this year. Last year, to celebrate the 300th anniversary of Changhua County's establishment, we presented the "Changhua 300" exhibition at the Changhua Art Museum. In continuation of these collective endeavors, this solo exhibition, titled "Changhua Dragon Arrives---Liu Jia-hua Jiachen Calligraphy Exhibition," brings together works from recent group exhibitions and daily practice. Through this exhibition, I hope to welcome the Dragon Year and trace the evolving path of my calligraphic creations in recent years.

(b) Exhibition Theme: Walking into the Picture in My Heart - "Grandma's House" Picture Book Original Paintings Exhibition (Figure 28)
Featured Artist: Ye Yi-xin Molly, a German translator who loves to draw.
Exhibition Overview:
Next to Grandma's house, there are endless rice fields,
I can run in the fields, ride bicycles, and climb trees.
I can also go swimming with Grandma at the pool!
From spring to winter,
I spent many days at Grandma's house.
I thought the days would continue like this forever.

(6) Performance of English Drama by the Department of English: NCUE annually allocates funding (NT$180,000 in 2024) to support the Department of English's large-scale English drama productions. These performances allow students to apply knowledge from English Listening and Speaking and Drama courses to real stage practice, achieving the goal of integrating professional curricula with practical application. The project also aims to enhance English learning within NCUE and across central Taiwan, foster cultural exchange between the university and surrounding communities, and cultivate cultural literacy through drama. One example is the Class of 2024 English Drama Performance, as shown in Figure 29.
