SDG 7.4.5 Assistance to low-carbon innovation

1. NCUE implemented the “Research and Demonstration of Multiple Microgrids in a High-Proportion Photovoltaic Solar Environment” sub-project, launched by the National Science and Technology Council (NSTC). A number of enterprises collaborated and participated in the project, jointly contributing to the advancement of related research outcomes and technological development. Details of the collaborating enterprises, matching funds, and company profiles are shown in Table 1 below. The enterprise and vendor codes are listed in Table 2, and descriptions of each vendor’s sub-project participation are provided in Table 3.

A renowned wind turbine manufacturer and the largest investor in Taiwan's offshore wind farms. Orsted has collaborated with NCUE to establish the “Smart Green Energy Applications Center,” which engages in research related to smart microgrids and energy storage systems.

A new power IPP company, in alignment with government policies on energy efficiency, carbon reduction, energy storage, and load management, Chung Chia Power employs a unique combination of natural gas, solar energy, and energy storage in a first-of-its-kind facility in Taiwan.

NextDrive specializes in professional research and development spanning system software, hardware, mobile applications, networking, communications, mechanical design, cloud services, big data analytics, and quality management. The company possesses an independently developed NextDrive OS, a universal Internet of Things (IoT) gateway operating system capable of managing various sensing and control devices, providing automation capabilities. It also supports multiple network communication standards such as Wi-Fi, BT/BLE, Wi-SUN, LTE, LoRa, and PLC, and can rapidly develop or integrate different peripheral devices.

AggrEnergy Inc.

Currently, AggrEnergy's demand response platform services are fully integrated with Taiwan Power Company's auxiliary service platform, ensuring compliance with grid-level communication protocols and meeting the stringent VPN information security standards. The company’s smart metering devices and gateways also uphold the accuracy and data transmission reliability standards stipulated by Taiwan Power Company

On July 1, 2021, Taiwan Power Company unveiled and activated its “Energy Trading Platform,” which became officially open for registration from that day onward. Within this program, collaborating partners are available to assist in the application process, conduct capacity testing, and facilitate other necessary procedures. This enables our facility to actively engage in real transactions for power auxiliary services.

2. NCUE's Taiwan Green Energy Technology Center secured NT$840,000 from the 2024 Academic Sector's Innovation Project for Local Industry Technological Value Enhancement and provided guidance to 10 companies including Feiloli Electronic Co., Ltd, Yi Xiang, Long Qi, Tai Sheng, Teng Da, Rotor Technology Co., Ltd, Yin Changs Industry Corp., Zhen Hong, Join-Precision System Co., Ltd, and Maxwide Ultrasonic Co., Ltd. in the development of green energy industry energy conservation and wireless power transmission technology industrial applications. Related activity photos are shown in Figure 1.

3. 2024 NCUE Carbon Inventory Related Project Implementation:

(1) NCUE's energy conservation and carbon reduction, smart low-carbon manufacturing team is dedicated to assisting local traditional industries and actively fostering diversified platforms centered on smart manufacturing and green energy technologies, in alignment with national policies. The team bridges industrial needs with NCUE’s research and development capabilities, strengthening collaboration between industry-academia. Through enterprise-driveninitiatives and vertical and horizontal integration across companies and industry alliances, the team has successfully created industrial cluster effects, enhanced local industrial competitiveness, and contributed to national economic prosperity and sustainable development.

(2) NCUE’s faculty members also make dedicated efforts in guiding manufacturers in implementing energy conservation and carbon reduction measures. In 2024, a total of 14 "Carbon Inventory Value-Added Application Projects" from the Ministry of Economic Affairs' Industrial Development Administration were approved, with ten faculty members participating in project guidance. Manufacturers provided highly positive feedback, commending NCUE faculty for their professionalism and ability to systematically transfer knowledge and skills related to energy conservation and carbon reduction. Related project outcomes are presented in Table 4 below.

4. NCUE continues to play an important role in promoting regional low-carbon transformation by integrating resources from local governments and industry partners to assist startups and local enterprises in mastering core capabilities in low-carbon economy and sustainable technology. In 2024, through systematic training and professional certification courses, NCUE assisted the industry chain in cultivating talents with carbon inventory, carbon management, and ESG sustainability professional knowledge, strengthening the implementation and application of low-carbon innovation. These professional training efforts not only supported enterprises in upgrading their technologies during the net-zero transition but also provided startups with foundational capabilities for introducing low-carbon technologies and building sustainable operations, accelerating the development and innovation of the low-carbon economy.

(1) "Changhua County Industrial and Commercial Talent ESG Sustainability Course Development" Program:

(a) In collaboration with the Changhua County Government and private enterprise groups, NCUE launched the "ESG Sustainability Planning Training Program" in 2024, which included the "ISO 14064-1 Organizational Greenhouse Gas Internal Auditor Training Course and Certificate Program" (Figure 2) and "ISO 14067 Carbon Footprint Management and Calculation Foundation Course and Certificate Program" (Figure 3). A total of 8 sessions were held, cultivating 191 local professionals and assisting enterprisesestablish low-carbon management systems and carbon reduction practical capabilities.

(2) NCUE also offers a diverse range of greenhouse gas and net-zero sustainability-related certification programs, providing continuing education opportunities for general public and working professionals interested in ESG and low-carbon technology. In 2024, 5themed courses were provided, including ESG Sustainability Talent Seed Instructor Training, ISO 14064-1 Greenhouse Gas Inventory Lead Auditor Training (Figure 4), ESG Sustainability Report and Carbon Management Specialist Training (Figure 5), ISO 14064-1 Greenhouse Gas Internal Auditor Training, and the iPAS Net-Zero Carbon Planning Management Specialist (Elementary) Competency Assessment Coaching Program, training a total of 112 professionals with low-carbon knowledge and skills.

(3) Through the above professional courses and industry chain empowerment activities, NCUE effectively supports local enterprises and low-carbon startups in carbon management, emission reduction strategies, and sustainable operations. These efforts promote the implementation and innovation of low-carbon technologies in regional industries and further advance the development of green economy and sustainable transformation.
