SDG 7.4.1 Local community outreach for energy efficiency

Through both government-funded and self-funded efforts, NCUE continues to promote long-term programs that raise awareness of energy efficiency and clean energy among local residents and students from neighboring schools, while actively implementing energy-saving and carbon-saving programs. In 2024, the programs encompassed areas such as green energy education, green energy technology, green economy, industrial low-carbon transformation consultation, environmental education promotion, clean transportation infrastructure, and curriculum integration with ongoing promotion. Through project development, professional training, industrial guidance, environmental education activities, and infrastructure construction, NCUE not only improved energy utilization within the local community but also encouraged public participation in energy-saving and carbon reduction efforts, contributing to Changhua’s progress toward low-carbon sustainable development. For instance, NCUE's USR project "Sustainable Changhua: Green Energy Perspective in Education, Technology, and Economy" integrates learning content on energy and power in life sciences with the unique wind power generation characteristics of Changhua County. The project implementation items for 2024 are summarized in Table 1.

In 2024, NCUE conducted 4 training sessions for primary and secondary school teachers, with a total of 83 external teacher participants. The university developed 1 set of special teaching materials and 2 sets of general green energy lesson plans, and trained 9 seed teachers.

Green Economy

In 2024, NCUE organized 3 energy and carbon inventory training courses, and trained 45 NCUE teachers and students to obtain ISO14064 greenhouse gas inventory certificates. The school also conducted 2 ISO50001 energy management certificate training sessions. We successfully assisted 29 companies in Changhua County to complete carbon inventories.

1. USR Project "Sustainable Changhua: Green Energy Perspective in Education, Technology, and Economy"

(1) NCUE actively promotes clean energy activities, such as with developing "Solar power systems", which is centered on promoting the adoption of solar energy. The university conducts free teacher training courses and promotional activities. In the classroom, energy education is integrated with engaging DIY teaching aids. Through hands-on and experiential courses, participants built solar-powered smart cars, enhancing both learning interest and effectiveness. These activities aim to strengthen participants' awareness and understanding of green energy, improve the professional knowledge of primary and secondary school teachers, and promote the implementation of energy education. Related courses and activities conducted in 2024 are summarized in Table 2, with training course descriptions and corresponding photos shown in Figures 1-14 below. (2) NCUE has also assisted local small and medium-sized manufacturers in Changhua to raise energy management awareness. The university guided the implementation of 3 courses on energy and carbon inventory training, helped training 45 NCUE teachers and students to obtain ISO14064 greenhouse gas inventory certificates. Two ISO50001 energy management certificate training sessions were conducted. NCUE has successfully assisted 29 companies in Changhua County to complete carbon inventories, promoting corporate energy conservation and low-carbon management. 2. Industrial Low-Carbon Transformation Guidance

NCUE's Innovation Incubation Center, through the 2024 Cross-District Low-Carbon Transformation Integration Promotion Plan for Industrial Parks commissioned by the Bureau of Industrial Parks, Ministry of Economic Affairs, organized ISO14064-1 certificate courses at Tianzhong Industrial Park and Dali Industrial Park, ISO50001 certificate courses at the Innovation Incubation Center, and ESG Sustainability Planning - Organizational Greenhouse Gas Inventory Concepts and Practice, strengthening industrial sustainable management capabilities and low-carbon transformation actions. 3. Environmental Education Promotion

(1) NCUE's Environmental Education Center promotes environmental energy efficiency through various educational and practical activities, including environmental education courses designed to cultivate seed professionals for green living promotion, thereby achieving a multiplier effects in advancing net-zero goals.

(a) Under the "New Taipei City Campus Carbon Inventory Demonstration School Pilot Project," the Environmental Education Center at NCUE conducted carbon emission inventories for 12 participating institutions in accordance with ISO14064-1 greenhouse gas inventory standards. Designated personnel from the 12 assisted institutions were trained as seed professionals, gaining practical skills and knowledge in carbon inventory and energy management. (Figure 35)

(b) On October 15, 2024, NCUE co-organized the "2024 Net-Zero University Campus Promotion Course" commissioned by the National Institute of Environmental Research and implemented by the Environmental Resources Research and Development Foundation at NCUE's Jinde Campus (Figure 36), promoting energy efficiency and carbon management concepts in universities and colleges.

(2) NCUE's College of Extension Education also promotes diverse greenhouse gas and net-zero sustainability certification training, providing continuous learning opportunities for the general public and professionals interested in ESG and low-carbon technologies. In 2024, 5 different themed courses were offered, including ESG Sustainability Talent Seed Instructor Training, ISO 14064-1 Greenhouse Gas Inventory Lead Verifier Training (Figure 37), ESG Sustainability Report and Carbon Manager Training (Figure 38), ISO 14064-1 Greenhouse Gas Internal Verifier Training, and iPAS Net-Zero Carbon Planning Manager (Elementary) Competency Assessment Guidance Course. A total of 112 professionals were trained, enhancing expertise and skills in low-carbon practices.

4. Professor Liang-Rui Chen of NCUE implemented the Ministry of Education's "Multi-dimensional Promotion of Solar Photovoltaic Installation Pilot Project Incentive" (project budget: NT$800,000). Through technology transfer and campus visits, during the period from March 19, 2024 to June 26, 2025, of the project attracted 339 participants from both the industry and academia to NCUE’s smart microgrid field tours and technical exchange sessions, as shown in Figures 39-48 below.

5. Clean Vehicle Infrastructure

(1) In accordance with the government’s net-zero transition policy "Vehicle Electrification and Decarbonization," NCUE installed car charging stations at both campuses in November 2024 (2 stations at Jinde Campus and 1 station at Baoshan Campus), providing charging needs for local residents with electric vehicles, raising clean energy awareness, and promoting vehicle electrification and decarbonized transportation. Relevant photos are as shown in Figures 49-51.

(2) Promotion of Public Transportation and Low-Carbon Commuting

Since 2014, the main entrance of NCUE's Jinde Campus has provided space for the Changhua County Government to establish public bicycle stations (YouBike and MOOVO systems). The service contract was renewed in 2024 and is scheduled to continue through 2026 for the MOOVO system (see Figure 6). In 2025, NCUE coordinated with the Changhua County Government to evaluate the feasibility of installing three additional public bicycle stations near the Baoshan and Jinde campuses. This expansion not only provides faculty, staff, and students with greater convenience and options for short-distance transportation but also encourages broader adoption of public transportation. Ultimately, these measures support the goals of low-carbon, environmentally friendly, and energy-efficient commuting.

6. Course Integration and Continuous Promotion

NCUE offered related general education courses in 2024, such as "Green Energy Technology" and "Technology Application and Creative Practice." These courses encompass topics including solar energy, wind energy, bioenergy, and energy-saving control. The courses also guided participants to use sensors, control systems, and creative design to design and operate energy-saving and renewable energy devices. Through project implementation and discussion sessions, students not only understood the importance of energy efficiency and clean energy but could also apply their knowledge to daily life. Through participating in these courses, students were able to help with promoting energy conservation, carbon reduction, and sustainable development goals in their communities.
