SDG 3.3.6 Smoke-free policy
To protect faculty and students from the harmful effects of smoking on campus and provide a fresh, smoke-free environment, NCUE has mobilized the anti-smoking awareness of school personnel, students, parents, and the community to jointly support comprehensive campus smoking prohibition through concrete actions. The university has established a smoke-free policy to keep us away from smoking, fulfill the mission of university social responsibility, and achieve the concept of shared health and well-being.
1. NCUE's Smoking Prevention Implementation:
(1) On May 12, 2023, following approval by the School Health Committee, NCUE officially established the "Comprehensive Smoking Prohibition Working Group" and adopted an inter-departmental collaborative approach to jointly implement related operations.
(2) The Comprehensive Smoking Prohibition Working Group's division of responsibilities encompasses seven major areas: health education and advocacy, environment creation, smoking cessation education and counseling, campus patrol, tobacco harm reporting window, violation penalty enforcement, and lecture instruction. Each operation is clearly assigned to responsible units and contact points, aiming to systematically promote campus tobacco harm prevention work and create a healthy, smoke-free campus environment.
(3) Strengthening Community Relations: To effectively improve smoking issues in surrounding off-campus areas and actively promote smoke-free community initiatives, NCUE has implemented diverse strategies to connect on-campus and off-campus resources, practicing the concept of health promotion and community co-governance through the following specific measures:
(a) Establishing smoke-free walkways around the school - Installing clear and prominent no-smoking signs at campus entrances and nearby pedestrian routes, using visual cues to strengthen anti-smoking awareness and creating guiding and educational smoke-free friendly spaces. (Figure 1)

(b) Strengthening collaborative prevention mechanisms with the Health Bureau – NCUE collaborates with Changhua County Health Bureau to regularly patrol campus and surrounding areas, intensifying inspection and guidance at community smoking hotspots.
(c) Optimizing campus perimeter environment maintenance - Campus tobacco harm prevention volunteers and cleaning staff jointly participate in surrounding public space cleaning operations, not only maintaining environmental cleanliness but also demonstrating the school's responsibility and commitment to actively participating in community public affairs. (Figure 2)

(d) Providing convenient reporting and notification channels - The Student Affairs Office reporting window is open for faculty, students, and community residents to report illegal e-cigarette sales, smoking behaviors, etc., forming a cooperative mechanism of community supervision and campus protection.
(e) Organizing "Smoking-Free Community" activities – During the school anniversary fair, we held "Smoking-Free Campus, Smoke-Free Community" health promotion activities, which attracted enthusiastic participation from faculty, students, and community residents. It expanded the dissemination of smoke-free concepts through booth challenge games and promoted joint efforts between campus and community to create a healthy, smoke-free friendly environment. (4) In 2024, under the project of Ministry of Education, we held "Service Learning Model Program for Preventing Student Drug Abuse in Universities and Colleges": Through theater troupe dramatic performances of "Eight Anti-Drug Strategies," interactive presentations, and prize-winning Q&A sessions, NCUE successfully conveyed important anti-smoking and anti-drug concepts to a total of 550 elementary and middle school students from schools including Nanguo Elementary School and Yangming Middle School in Changhua City, Renfeng Elementary School and Tianwei Elementary School in Tianwei Township of Changhua County, Daxing Elementary School in Fuxing Township, and Yingpan Elementary School and Zhangxing Elementary School in Nantou City. In these activities, students not only gained profound understanding of the necessity of refusing smoking and drugs through vivid theatrical performances, but also further strengthened their awareness of healthy lifestyle choices through interactive bilingual presentations. Particularly, the visual demonstration of "smoking causes aging and ugliness" vividly illustrated the negative effects of smoking on health and appearance, deeply impacting students' minds.
2. Campus "Smoke-Free" Policy:
(1) NCUE responds to the government's comprehensive smoking prohibition policy, maintains the physical health of all faculty, staff, and students, and creates a smoke-free, healthy, fresh campus environment by immediately declaring itself a smoke-free campus.
(2) According to the adoption of "National Changhua University of Education Student Tobacco Harm Management Guidelines," we established a campus tobacco harm prevention work organization and implemented comprehensive smoking cessation education to assist smokers in successfully quitting smoking and staying away from tobacco harm.
3. Special Features:
(1) Anti-smoking advocacy vehicle campus-wide promotion: Daily use of anti-smoking advocacy vehicles circulating around campus to achieve campus-wide smoking prohibition advocacy effects.
(2) To create NCUE's smoke-free campus atmosphere, "Reject Smoking Harm" signage has been installed, advocating that NCUE is a smoke-free campus, providing fresh campus environment for all faculty, students, and community residents as shown in Figures 4-5.
(3) Collaborating with the community to promote smoke-free restaurants: 20 food and beverage establishments around the campus area support smoking prohibition and anti-smoking policies and have obtained NCUE smoke-free restaurant certification, providing more smoke-free dining venues and extending the smoke-free environment beyond campus as shown in Figures 6-7.
