SDG 3.3.4 Sexual and reproductive health care services for students

NCUE is committed to providing sexual and reproductive health services for students. Each academic year, we plan a series of gender equality education activities with themes including emotional education, sexual harassment prevention, sex education, and understanding diverse genders. These activities are conducted through lectures, workshops, and film appreciation sessions. Through these activities, we guide students to explore the depth and breadth of related issues, encouraging them to reflect on their thoughts about interpersonal interactions, breaking down gender stereotypes, and establishing a friendly campus environment. To effectively integrate domestic sex education and AIDS prevention education resources, prevent students from HIV infection, and enhance faculty and students' understanding of campus sex education and AIDS prevention, NCUE actively promotes safe sexual practices and sex education advocacy health services.

1. NCUE Was Commissioned by the Ministry of Education to Establish the Central Region College and University Gender Equality Education Promotion Center, with Outstanding Achievements in Gender Equality Education

(1) NCUE was commissioned by the Ministry of Education as one of the four regional college and university gender equality education promotion centers in the central region. Due to our excellent achievements in promoting gender equality education, the Ministry hopes to leverage our experience and resources to assist colleges and universities in the central region in promoting gender equality education work. Through substantively effective regional organizations, we aim to improve the operation of gender equality education committees in central region colleges and universities, enhance gender equality awareness among relevant personnel, and strengthen horizontal resource connections between regions, providing schools with more support and assistance in promoting gender equality education. (Figures 1-4)

(2) On July 9, 2024, we organized the "Comprehensive Sex Education Symposium (Central Region)" in accordance with the Ministry of Education's K-12 Education Administration's "Campus Sex Education (including AIDS Prevention) Program." The symposium aimed to facilitate dialogue and exchange among current teachers, graduate students, and teacher trainees to collaboratively develop comprehensive sex education curricula and teaching programs, implementing comprehensive sex education. A total of 67 people participated with a satisfaction rate of 95.8%. (Figure 5)

(3) On November 6, 2023, we organized "Understanding the Sexual Multiverse of Diverse Genders," and invited Dr. Xu Zhiyun, who is a sympathetic nervous system doctor, to share the sexual and physical-mental health needs of diverse genders based on his psychiatric consultation experience. Through topics including AIDS prevention (PrEP, PEP, U=U), medication safety, menstrual education, safe sex and body boundaries, and bodily autonomy, the session expanded participants' understanding of diverse genders and encouraged reflection on their attitudes and thoughts about sex and gender issues. A total of 45 participants attended with a satisfaction rate of 96.8%.

2. NCUE Actively Promotes Health Promotion School Programs, with AIDS and Sexually Transmitted Disease Prevention as One of the Main Promotional Themes. The school has established a Health Center under the Office of Student Affairs, with professional specialized units responsible for providing faculty and students with free safe sexual practices and sexual health-related health education. Specific services include the following:

(1) Safe Sex Advocacy:

(a) On May 17, 2024, we collaborated with the Health Bureau to organize the "Screen for Love ~ Love Yourself, Love Screening" activity. To maintain faculty and student health, understand sexually transmitted disease prevention and self-protection, and achieve early detection and treatment to interrupt virus transmission, screening items included: liver function, kidney function, uric acid, total cholesterol, Hepatitis C virus, HIV, and syphilis - 7 items in total. The goal is to establish regular screening habits to achieve infectious disease prevention purposes, with 100% faculty and student satisfaction and hopes for continued implementation. A total of 85 people participated. (Activity photo is shown in Figure 6)

(b) On May 17, 2024, we organized the "Speaking Love Candidly" special lecture with 85 participants. Through the instructor's lively and engaging presentation style, students’ knowledge of AIDS improved from an average pre-test score of 85 points to an average post-test score of 92 points. All participants expressed that they had a better understanding of AIDS prevention. (Activity shown in Figure 7)

(2) Correct Condom Use Advocacy: During the school anniversary on October 28, 2023, we co-organized "Love's Great Challenge - AIDS Big Questions?" using a checkpoint format to answer questions and provide one-on-one explanations to deepen learning. Faculty, students, and community residents participated enthusiastically, with 250 participants and 100% activity satisfaction. (Activity photo is shown in Figure 8)

(3) Installation of Condom Vending Machines and Health Education Areas: NCUE has installed "condom vending machines" in student dormitories and "self-testing kit service machines" in the Student Activity Center, providing health education materials about condom use to remind young people to take action to prevent sexually transmitted diseases and enable safe HIV self-testing at the facility. (See Figure 9)

(4) Establishment of Sexual Health and Reproductive Health Hotline: Providing students with sexual health and reproductive health consultation services.

(5) Provision of Lactation Rooms for Breastfeeding Women and Health Education: We cultivate students to establish healthy and safe sexual attitudes and behaviors, and teach them knowledge to avoid unplanned pregnancy. The university also teach campus faculty, students, and parents to adopt accepting and caring attitudes toward pregnant students and students with children, actively protecting the educational rights of pregnant students and students with children. (6) Implementation of Maternity Protection Program and Health Consultation Services: NCUE actively cares for pregnant women's health, implementing hazard assessment, control, and tiered management measures for female workers who are pregnant or within one year postpartum. We arrange on-site health service occupational medicine physicians for personal interviews and hazard prevention measure recommendations. Pregnant female colleagues or those within one year postpartum fill out the "Maternity Health Protection Workplace Environment and Occupational Hazard Assessment Form" for evaluation.

(7) Collaboration with Health Units for Health Examinations and Vaccination:

(a) In 2023, we organized 2 sessions of publicly funded monkeypox vaccines, 2 sessions of self-funded cervical cancer vaccines, and 1 session of self-funded shingles and pneumococcal vaccines. Through vaccination, protection is obtained to prevent infection from related diseases, with a total of 306 vaccine administrations.

(b) We organized campus [FREE] dual-function mobile health vehicle services for breast cancer and cervical cancer screening and self-funded cervical cancer vaccination to enhance health protection for faculty, staff, and students. (Figures 14-15)

(8) In coordination with Worlds AIDS Day, we provide diversified HIV screening services and channels and organize health lectures to achieve the goal of prevention being better than treatment. On December 1, 2023, World AIDS Day, we organized sex education and AIDS advocacy activities, setting up educational booths in the Student Activity Center to help faculty and students strengthen correct sexual education concepts.

3. NCUE plans gender equality education activities each academic year, and the themes include emotional education, sexual harassment prevention, sex education, and understanding diverse genders. We conducted these activities with the forms of lectures, workshops, and film appreciation activities. Through these activities, we guide students to explore the depth and breadth of related issues, encouraging them to reflect on their thoughts about interpersonal interactions, breaking down gender stereotypes, and establishing a friendly campus environment.

(1) Gender equality education promotion activities were organized in the second semester of the 2023 academic year, and they focused on gender and workplace themes. By inviting lecturers with gender awareness and sensitivity to share gender issues observed in different workplace environments, we provided students to have opportunities to deeply consider the impact of gender and culture in daily life, self-awareness and gender consciousness. The Jinde campus lecture was "From Clinic to Life: Gentle yet Firm Gender Movement," and the Baoshan campus lecture was "Micro-Rebellious Military Women's Career: Military Culture and Gender Issues," totaling 2 sessions. (2) Gender equality education promotion activities were organized in the first semester of the 2024 academic year, and the themes focused on exploring interpersonal interactions in relationships and gender equality issues through psychological knowledge, helping students enhance mutual understanding and respect and tolerate each other's differences through activities and discussions. The Jinde campus lecture was "Using Psychology to Dating Someone - The Five Love Languages," while the Baoshan campus used film appreciation format with "Tokyo Tarareba Girls: Pursuing Happiness? Or the Label of Happiness?", totaling 2 sessions. (Activities shown in Figures 18-19)

4. We provide family-friendly policies and childcare support to address the declining birth rate and encourage fertility policies. If employees has at least six months of service, they can apply for parental leave until their child turns 3 years old, with a maximum of 2 years, ensuring newborns and infants receive good care. In 2024, 8 people applied for parental leave. Additionally, NCUE's employee-student consumer cooperative operates the "Changhua County Private NCUE Kindergarten," providing childcare services for children aged 2 and above before school age, effectively reducing employees' childcare burden, enhancing willingness to have children, and creating a family-friendly work environment.
