SDG 16.3.1 Provide expert advice to government.

NCUE comprises seven colleges: Arts, Science, Engineering, Education, Management, Technology and Vocational Education, and Social Sciences and Physical Education. NCUE is a national university with leading academic achievements and industry-university cooperation performance in the Taichung-Changhua-Nantou Region. Its faculty’s professional achievements from all the colleges have been recognized by local government agencies. The faculty members serve as advisory or review members of government committees and consult with various government agencies to provide specific suggestions for formulating policies. Some of the examples are as follows:

In 2022, nine faculty members from our university were invited to serve as review committee members or expert scholars on 10 government department committees. This number grew in 2023 to 22 faculty members serving on 35 government department committees in similar roles. Of these appointments, twenty faculty members contributed to formulating central government policies, while 15 helped local government develop policies. The details are as follows:

1. Serving as the chief secretary of central government agencies, committee examiner, or expert scholar:

(1) Assistant Professor Hsing-Kuo Liao from the Department of Industrial Education and Technology at NCUE was seconded to the Ministry of Education, serving as the chief secretary. In this role, he assisted the Minister of Education in coordinating affairs across various departments. He actively contributed to the planning and promotion of important education policies and legislation, all with the goal of enhancing the educational environment. His significant contributions have had a positive impact on the educational environment in Taiwan.

(2) Professor Tseng Wen-kung from the Graduate Institute of Vehicle Engineering serves as a committee member on the State Compensation Incident Handling Committee of the Directorate General of Highways, Ministry of Transportation and Communications. He provides expert opinions on national compensation relief cases involving traffic accidents and transportation safety. His contributions help clarify disputes and protect the rights and interests of both plaintiffs and defendants.

(3) Professor Tseng Wen-kung from the Graduate Institute of Vehicle Engineering serves as an assessment committee member for the Changhua County Vehicle Traffic Accident Assessment Committee under the Taichung Motor Vehicle Office, Directorate General of Highways, Ministry of Transportation and Communications. He provides accurate guidelines for accident assessments and works to enhance local residents' understanding of traffic safety concepts.

(4) Prof. Huang Wei-Ze from the Department of Industrial Education and Technology served as a committee member on the 3rd term of the Electrical Grid Reliability Review Committee for the Ministry of Economic Affairs, from September 27, 2022, to September 26, 2024. In this role, he contributed to the Ministry's efforts to ensure fair and equitable electricity dispatch across the nation, while also enhancing the reliability of the power system. This work was crucial in maintaining the safe operation of the power system and ensuring a reliable supply of electricity for various sectors, including residences, businesses, and industries (Figure 2)

(5) Associate Professor Lu Pei-wen of the Department of Geography serves as a committee member on the National Spatial Planning Council of the Ministry of the Interior. In this role, she assists with the following tasks: Reviewing and modifying national spatial plans, Evaluating national defense and major public facility or public facility projects that span more than two national land functional zones, Gathering opinions for the national land white paper, Reviewing and improving the national spatial plan and Addressing other tasks related to national spatial planning deliberation and coordination (Figure 3). (6) Associate Professor Lu Pei-wen of the Department of Geography serves as a committee member on the Construction and Planning Development Fund Management Committee, the Ministry of the Interior. In this role, she assists the government in managing the income, expenditure, safekeeping, and utilization of the Construction and Planning Development Fund, contributing to the promotion and development of national construction projects (Figure 4). (7) Associate Professor Pai Chien-ju of the Department of Guidance and Counseling serves as a committee member for the Social Welfare Performance Evaluation of the Social and Family Affairs Administration, Ministry of Health and Welfare. She assists in evaluating the effectiveness of child and youth welfare policies across local governments in Taiwan.

(8) Associate Professor Lin Shu-chun of the Department of Guidance and Counseling serves as a committee member for the Integrated Activities Domain of Curriculum and Instruction Counseling Group for the 2022-2023 academic year, under the K-12 Education Administration, Ministry of Education. She provides recommendations on training and policies. (Annexes 16.3.1A, 16.3.1B).

(9) Associate Professor Lin Yu-chun of the Department of Accounting serves as a committee member on the Natural Gas Pricing Calculation Method Review Committee, the Ministry of Economic Affairs. She provides relevant professional opinions for reference by the pricing authorities (Figure 5).

(10) Professor Lien Yi-bing of the Graduate Institute of Statistics and Information Science serves as a committee member on the Institutional Review Board of Academia Sinica. (11) Associate Professor Wang Man-ping of the Department of Fine Arts serves as a curator for the National Taiwan Museum of Fine Arts. She brings extensive contemporary art research findings and curatorial experiences, to assist in the exhibition conceptualization, consulting on exhibition operations, planning the exhibition space and designing catalogs. (12) Assistant Professor Chiang Ling from the Department of Biology serves as a committee member on the Review Panel for First-Time Import of Live Foreign Aquatic Animals under the Council of Agriculture, Executive Yuan. She assists the government in evaluating the potential impact of live foreign aquatic animals being imported into Taiwan for the first time on domestic flora and fauna, thereby safeguarding national marine and ecological security (Figure 8). (13) Assistant Professor Chiang Ling of the Department of Biology serves as a member on the 2nd Marine Wildlife Conservation Advisory Committee of the Ocean Affairs Council. In this role, she assists the government in consulting and discussing matters such as:

Evaluation and classification of the list of protected marine wildlife species.

Approval of designation, modification, or abolition of marine wildlife protected areas.

Land use and revenue methods within marine wildlife protected zones, ensuring major national projects do not make an impact on wildlife survival.

Other consultations related to habitat protection, resource rehabilitation, and conservation.

(14) Professor Chung-Chi Lin from the Department of Biology serves as the executive director of the National Red Imported Fire Ant Control Centre of the Council of Agriculture and is responsible for planning and implementing professional technical support and emergency control plans. The National Red Imported Fire Ant Control Centre was established in November 2004 to provide overall notifications and control actions on RIFA infestations. The Centre also researches effective monitoring methods and control strategies suitable for Taiwan’s ecological environment, cooperates with communal and non-governmental organizations to educate the public about the problems, and helps train seeded teachers to help the government mitigate the spread of RIFAs. (2) Professor Meichun Lydia Wen from the Graduate Institute of Science Education serves as a Consultant of Information Education for the Education Bureau of Taichung City Government. She assists in developing the city-wide information education curriculum spanning from elementary to junior high schools across all school districts in Taichung City. (3) For the 2023 academic year, Associate Professor Shu-Chun Lin from the Department of Guidance and Counseling serves as a committee member for the Case Counseling Practice component in the Joint Selection of Official Teachers for Municipal Junior High Schools in Taipei City, organized by the Education Department of the Taipei City Government. She assists in evaluating guidance counselors for junior high schools in Taipei City. (Annex 16.3.1C)

(4) Associate Professor Lin Shu-chun of the Department of Guidance and Counseling serves as a committee member on the 4th Student Counseling Advisory Committee of New Taipei City Government. She provides consultation and recommendations related to student counseling policies and implementation for the New Taipei City Government (Annex 16.3.1D).

(5) For the 2023 academic year, Associate Professor Kung Hui-I from the Department of English serves as the project director for the Changhua County English Teaching Resource Center. She assists in reviewing lesson plans, teaching reflections, and self-evaluation reports from foreign teachers in Changhua County, providing feedback and suggestions. (6) Professor Su-Ching Lin from the Graduate Institute of Education serves as a committee member on the 4th Teacher Professional Review Committee of the Changhua County Government. She assists Government in investigating, guiding, and reviewing cases of teacher dismissal or contract non-renewals in secondary and primary schools (Figure 13).

(7) Associate Professor Chung Meng-ling from the Department of Sports Sciences serves as a visiting committee member for the "Sports i Taiwan 2.0" program in Changhua County. She assists in planning sports activities and courses to increase sports participation rates in Changhua.

(8) Professor Lai Tsui-yuan form the Department of Special Education serves as a committee member on the Special Education Advisory Committee of the Pingtung County Government. She provides consultation, planning, and promotion for matters related to drafting and revising special education autonomy regulations, allocating special education resources, and training special education teachers and related personnel (Figure 14). (9) Professor Lo Chia-ling from the Department of Guidance and Counseling serves as a committee member on the Family Education Guidance Team of the Changhua County Government. She provides suggestions to assist the Changhua County Government in organizing family education counseling and preventive promotional activities. Her contributions help improve parent-child relationships, strengthen parenting education functions, and enhance the overall well-being of county residents and social harmony (Figure 15). (10) Professor Chang Chia-chang from the Graduate Institute of Sports and Health serves as a committee member on the Scientific Research and Testing Committee for Changhua County’s Grassroots Athletes Training Station, working to develop residents' potential in sports. He assists the Changhua County Government in managing the establishment, recruitment, and evaluation of sports classes across elementary, junior high, and high schools.

(11) Professor Chang Chia-chang from the Graduate Institute of Sports and Health serves on the Evaluation and Visitation Committee for Sports Classes in Elementary and Secondary Schools in Changhua County. He assists the Changhua County Government in managing the establishment, recruitment, and evaluation of sports classes across elementary, junior high, and high schools.

(12) Professor Chang Chia-chang from the Graduate Institute of Sports and Health serves on the Review Committee for establishing sports classes in elementary and junior high schools in Changhua County for the 2023 academic year. He assists the Changhua County Government in managing the establishment, recruitment, and evaluation of sports classes across elementary, junior high, and high schools.
