SDG 4.3.4 Education outreach activities beyond campus
NCUE is one of the three secondary teacher training institutions in Taiwan. Over the years, it has supported the professional development of teachers in schools across various townships and remote areas, actively extending resources beyond the campus. In addition to the faculty-led growth workshops held at local schools or community organizations, NCUE encourages students to independently plan educational activities and form outreach service teams. These teams organize science education camps and other service activities at local and rural primary and secondary schools, extending NCUE’s learning resources to benefit these schools and organizations. We will provide detailed descriptions, along with relevant links, photos, and data as supporting evidence.
1. Regular Events:
NCUE regularly organizes education outreach events and activities beyond campus, including professional training in science education for elementary and secondary school teachers, the Baisha Summer School Program, the Schweitzer-inspired Educational Service Program, NCUE x Common Good: Deep Cultivation and Advancement of Local Communities, the TOEIC Listening and Reading Classes for students at the Affiliated Senior Industrial Vocational School of NCUE, professional training for mathematics teachers, and more. Through these initiatives, NCUE extends its teaching and learning resources to support growth and development in local schools and remote communities.
(1) Professional Training in Science Education for Primary and Secondary School Teachers:
(a) In alignment with the Ministry of Education's guidelines to enhance the design, implementation, and reflection abilities of science teachers in primary and secondary schools, NCUE, in addition to its on-campus training workshops, also conducts additional training sessions for junior high school teachers in northern and southern Taiwan. Through this initiative, teachers outside the central region gain new insights into science education, become skilled seed teachers in inquiry-based teaching, and thereby enhance students' inquiry competencies. In 2023, two training sessions were held: an introductory workshop on inquiry under the New Curriculum Guidelines and a workshop on inquiry-based curriculum implementation (see Table 1). These sessions provided 42 hours of training with a total of 71 participants (see Figures 1 to 2).

(b) Self-Organized Group: As participants engage in the workshops, they voluntarily form groups for additional inquiry-based teaching training tailored to their specific needs. Beyond the three-phase workshop model, NCUE offers further opportunities for self-organized activities, with advanced and coach-certified teachers serving as speakers. This approach also supports our goal of developing teacher leaders.
In 2023, NCUE held 5 self-organized group sessions (see Table 2), each lasting half a day, totaling 18 hours of training, with 150 participants in total (see Figures 3 to 6).

(2) Baisha Summer School Program:
Since 2011, NCUE has implemented the Baisha Summer School Program during each summer vacation. This initiative is entirely led by our teacher candidates, who form an administration and teaching team for the Baisha Summer School and take on roles as principal, administrative staff, subject teachers, and homeroom teachers.
The Program aims to help primary and secondary students adapt to campus life while experiencing creative and engaging transition courses.
From July 3 to July 28, 2023, a team of 38 teacher candidates devoted their summer break to teaching at Sijhou Junior High School and Changhua Arts High School in Changhua County. Through specially designed courses, newly enrolled 7th-grade students were able to discover the joy of learning and embrace their new life in junior high (see Figures 7 to 10).

(3) Schweitzer-inspired Educational Service Program:
Since 2006, NCUE has promoted the Schweitzer-inspired Educational Service Program, encouraging teacher candidates to embody Albert Schweitzer's spirit of compassion for the disadvantaged and commitment to professional services.
Each year, selected teacher candidates volunteer to provide academic tutoring and organize development and learning activities for disadvantaged or remote-area students.
From July 10 to August 11, 2023, 32 teacher candidates volunteered at Hsienhsi Junior High School and Fangyuan Junior High School in Changhua County. They provided academic tutoring for junior high school students. Beyond academic progress, the program also focused on enhancing students' motivation and interest in learning (see Figures 11 to 13).

(4) USR - NCUE x Common Good: Deep Cultivation and Advancement of Local Communities:
Since 2020, NCUE has been carrying out the third phase of the University Social Responsibility (USR) Project, now in its fourth consecutive year. This project aims to uphold university social responsibility, enhance teacher candidates’ professional teaching competencies, and strengthen their practical teaching skills.
The focus is on strengthening regional resource integration and enhancing the quality of education in rural areas. We have recruited schools from rural areas of Changhua County, Nantou County, and Yunlin County to form the Baisha Quality Education Alliance. Through this project, we channel educational resources into these schools, supporting disadvantaged students in rural communities and providing them with better learning opportunities and educational resources.
From July to August 2023, we collaborated with six schools, including Wanshing Junior High School, Erhlin High School (Junior High Division), TaCheng Junior High School, and Tianjhong High School (Junior High Division) in Changhua County, as well as Yiwu Junior High School in Yunlin County, and Sin-Yi Junior High School in Nantou County to organize summer camps. A total of 81 teacher candidates volunteered in the camps, serving 276 junior high school students.
Notably, our teacher candidates successfully incorporated local schools' original curricula and interdisciplinary featured courses into the summer camps. For example, in the geography class at TaCheng Junior High School, students were guided to create mind maps of TaCheng Township. This approach not only helped students organize map-related concepts and key points, including the five essential elements of maps, types of maps, and map application, but also fostered a deeper understanding of their hometown through the mind-mapping process. This diverse and enriching class encompassed the fields of social studies, language arts, and information technology (see Figures 14 to 15).

(5) TOEIC Listening and Reading Classes for Students at the Affiliated Senior Industrial Vocational School of NCUE:
To meet the needs of both internal and external individuals for workplace skill enhancement, NCUE’s Language Center offers a range of foreign language and customized courses.
Since 2020, we have collaborated with The Affiliated Industrial Vocational High School of NCUE (AISVHS of NCUE) to provide specialized TOEIC Listening and Reading Classes. Two classes are held each semester, offering AISVHS of NCUE students more learning opportunities to strengthen their English language skills.
In 2023, NCUE conducted 4 classes, with 122 students successfully completing the courses. These classes helped students improve their English listening and reading abilities (see Figures 16 to 17).

(6) Professional Training for Mathematics Teachers:
Since 2015, NCUE has implemented the New Horizon of Mathematics Project, offering annual free training workshops for seed teachers. Participants who complete the training receive certification of training hours. Through observation and hands-on practice, teachers gain a solid grasp of mathematical knowledge, along with a deeper understanding of the structure of mathematical concepts and the foundational ideas behind them. This approach equips elementary, junior high, and high school teachers with the ability to guide students in building mathematical concepts comprehensively, as well as to adapt their teaching methods more flexibly.
In 2023, NCUE hosted 59 free training sessions, available both in-person and online, with a total of 5,270 teachers participating.

2. Events Held on an Irregular Basis:
NCUE periodically organizes various educational outreach activities beyond campus. For instance, our faculty members lead national projects, organizing professional training workshops for teachers or science experiments for students at local and rural primary and secondary schools. Our student clubs frequently engage in educational service activities, including organizing camps for local schools. Furthermore, NCUE upholds its commitment to university social responsibility by addressing environmental and local issues, promoting green energy, and providing environmental education training in various locations.
In the field of arts, in 2023, in addition to off-campus exhibitions, we collaborated with the local government to hold an exhibition at Changhua Railway Hospital, a designate historic site in Changhua County. We held an immersive art exhibition featuring technological applications, enabling elderly individuals to explore digital creation. Simultaneously, we engaged in local village art projects to preserve valuable cultural and historical memories.
These activities underscore our commitment to extending educational opportunities beyond our campus, actively engaging with the community, and addressing societal needs through practical applications of academic expertise.
(1) Professor Meichun Lydia Wen from the Graduate Institute of Science Education at NCUE leads a National Science and Technology Council project. Throughout the project, Professor Wen not only supported in-service teachers, but also established two professional practice communities, assisted in developing interdisciplinary curricula, and led 13 lesson-planning workshops for secondary school teachers during community meetings.
Furthermore, Professor Wen executed the Ministry of Education's scientific and educational project, leading four professional development workshops for in-service teachers. These workshops covered a range of interdisciplinary topics including Sounds of Life, Generative AI, Micro Classroom Furniture, and Eco-friendly Card Holders, among others (see Figures 18 to 21).

(2) Professor Meichun Lydia Wen from the Graduate Institute of Science Education implemented the project commissioned by the Ministry of Education to develop teaching materials aligned with the inquiry and hands-on practice emphasis of the 2019 National Curriculum Guidelines. The materials include courses on topics such catapults, bioacoustics, etching, color changes, bumper cars, smog, and balance, with each topic covered in 3 to 4 lessons. The project reached students from 5 junior high schools and 2 elementary schools across Nantou County, Taichung City, Changhua County, and Yunlin County, totaling 477 participants. The courses have significantly enhanced students' inquiry and practical skills, boosted their engagement in learning, and contributed to improved outcomes in scientific knowledge acquisition (see Figures 22 to 25).

(3) Sustainable Changhua: Green Energy Perspective in Education, Technology, and Economy:
Sustainable Changhua: Green Energy Perspective in Education, Technology, and Economy is a green energy education project that focuses on integrating life sciences and energy technologies with the distinctive wind and solar power features of Changhua County.
Supported by the expertise of NCUE and in collaboration with educators from the Technology Center, this project aims to develop curricula to promote green technology education. It engages NCUE faculty members and students, as well as teachers from local primary and secondary schools, in creating localized green energy technology courses. The project includes professional development and training workshops to enhance teachers’ instructional skills, expanding the curriculum to cover technology-related topics in primary schools.
In 2023, five workshops were held for primary and secondary school teachers, with 94 external teachers participating. Through specialized training workshops, the project equips teachers with enhancing teaching skills, achieving quality education. (see Figure 26)

(4) Ecological Homelands and Urban-Rural Sustainability: A Changhua Ecological Art Project:
NCUE is committed to fulfilling its University Social Responsibility (USR). The Department of Fine Arts, focusing on local community care, has developed a series of community-oriented courses. One such initiative, the Climate Action course includes a Green Neighborhood Survey to assess the state of urban heat island, with 36 participants involved.
Additionally, the Department of Fine Arts collaborated with Changhua Christian Hospital on the Green Companionship project, building green recreational spaces along streets that have served over 320 individuals. In partnership with Xiangshan Village, the Department of Fine Arts also organized three Ecological Tour Guide Training Workshops, training 48 seed tour guides and serving 78 residents. These partnerships have strengthened NCUE's role alongside Changhua Christian Hospital and Xiangshan Village as a community ally in promoting local ecological sustainability (see Figure 27 to 28).

(5) Off-Campus Services by Student Clubs:
NCUE encourages student clubs and departmental associations to plan various educational service activities. NCUE students actively lead club activities at elementary and junior high schools in the central region or provide community services within local communities and indigenous tribes. This approach enables NCUE students to learn through experience and embody the spirit of education.
Our service-oriented clubs include the Farm Service Club, Mountain Service Club, and Fishing Village Service Club. These clubs annually visit primary and secondary schools or indigenous tribal areas to organize camps, educational programs, and service activities.
In 2023, we engaged with nearby elementary schools in the central region and conducted several on-campus workshops and skill-building courses. These initiatives enhanced students' knowledge and skills in social services participation. Nearly 20 events were organized throughout the year (see Figures 29 to 30).

(6) Beautiful and Treasured Clams in Fangyuan and Dacheng: Sustainable Industry and Environment Project of Changhua’s Two Cities Amid Climate Change:
NCUE fulfills its University Social Responsibility (USR) by collaborating with aquaculture associations in Changhua County. NCUE aims to educate students at all levels and community residents about the ocean and foster appreciation for it. This initiative led to the formation of water quality teams that jointly propose solutions to issues in Changhua’s coastal areas.
In 2023, NCUE organized 20 workshops focused on aquaculture industry and local collaboration. We also partnered with local primary and secondary schools to conduct food and agriculture education and environmental education training workshops for local teachers and educators. This included environmental education courses of 24, 33, and 100 hours, aimed at developing seed teachers to deliver environmental education to children in rural coastal areas. These initiatives attracted a total of 2,733 participants.
Additionally, NCUE held an Aquaculture Association Members' Assembly and a Caohu Environmental Education Challenge Activity to promote environmental education, as well as local transformation and revitalization. These events attracted approximately 800 participants (see Figures 31 to32).

(7) Nostalgia of Joy: An Immersive Expressive Arts Experience Exhibition:
The Department of Information Management at NCUE is dedicated to addressing elderly health care issues. To provide elderly individuals with the opportunity to experience the joy of digital art creation, NCUE organized the Nostalgia of Joy: An Immersive Expressive Arts Experience Exhibition from January 5 to 8, 2023, at the Railway Hospital, a historic site in Changhua County.
Utilizing metaverse-inspired digital art tools, this exhibition combined technology with immersion art. It not only showcased NCUE students’ interdisciplinary design skills but also offered Changhua’s elderly community a creative outlet. This initiative supports the mental and physical well-being of seniors, potentially reducing the risk of dementia (see Figures 33 to 34).

(8) Timeline: Zhongxing Village Art Intervention Space Project:
NCUE is located in Changhua County, one of the oldest developed areas in Taiwan renowned for its rich history and cultural heritage. Zhongxing Village in Changhua is the best-preserved military dependents' village in the county and has been selected as one of the 13 national cultural preservation zones for military dependents' villages.
To fulfill NCUE's social responsibility, we collaborated with the Changhua County Government and Chung Shan Elementary School. Choosing Zhongxing Village as the exhibition venue, we drew inspiration from the historic traces preserved in the space and created six installation art pieces based on the theme of Timeline.
These art pieces allowed visitors to experience the past, present, and future of Zhongxing Village, guiding them in exploring the unique atmosphere of this military dependents' village. Through art, visitors immersed themselves in the rich historical and cultural memories of the area (see Figures 35 to 38).

(9) Off-Campus Art Exhibitions:
In addition to organizing exhibitions on campus, faculty and students from the Department of Fine Arts frequently curate off-campus exhibitions, showcasing their creative work in the broader community. In 2023, the Department held 29 exhibitions outside the university, giving the public a chance to appreciate the professional artworks of our Art Department's faculty and students (see Figure 39).
Notably, the Department collaborated with hospitals in Changhua County to present the Green Companionship Project: An Ecological Art Exhibition at the Gavin Russell Memorial Plaza of the Changhua Christian Hospital. This exhibition served as a concrete response to the United Nations' Sustainable Development Goal of Climate Action. Through the project, the participants established green resting spaces along the streets and encouraged plant growth within the urban environment. This initiative embodied the concept of carbon reduction through tree planting and advanced the vision of an ecological city (see Figure 40).
