University expenditure
NCUE’s total expenditure in 2023 was NTD$2,005,763,656 — including NTD$1,941,730,056 for business costs and expenses and NTD$64,033,600 for non-business expenses, as shown in Figure 1.

University expenditure on arts and heritage
1. NCUE emphasizes the development of the arts and the preservation of cultural heritage. From 2020 to 2023, the total amount of expenditures on the arts and heritage indicated a growing trajectory (Figure 2).

2. In 2023, NCUE's total expenditure on arts and heritage amounted to NTD$3,515,080. This includes NTD$758,626 for the preservation of tangible heritage (building maintenance), NTD$93,605 for intangible heritage (indigenous cultural activities), and NTD$2,662,849 for art expenditures (Table 1). Additionally, to enhance the artistic ambiance of public spaces and beautify the campus landscape, while bringing art into public life, NCUE planned to install a new public art piece at the Baoshan Campus in 2021, with a total budget of NTD$7.76 million. In July 2022, the artwork "Green Light Corridor: A Stroll Through the Movement of Life" was selected. The installation is expected to be completed in 2024 (Figures 3-4). The corresponding art expenditure of NDT$ 7.76 million will be allocated in 2024.

3. Since 2021, the Department of Fine Arts has been planning the "NCUE Campus Aesthetics Project." A committee formed by the execution unit selects student artworks through submission contests or exhibition recommendations. These artworks are then purchased or licensed for display in public spaces on campus, infusing artistic energy into the university and creating an environment for diverse art appreciation. The total budget from 2021 to 2023 was NTD$300,000. In 2023, eight student artworks were selected and purchased, with NTD$200,000 in rewards disbursed. Figures 5-7 show some of the collected works.

4. From 1988 to 2016, NCUE installed four large public art pieces. Figures 8-10 show the existing public artworks on campus.

5. In 2021, NCUE planned to install a new public art piece at the Baoshan Campus (with a total budget of NTD$7.76 million). In July 2022, the artwork "Green Light Corridor: A Stroll Through the Movement of Life" was selected. The installation is expected to be completed in 2024. Figures 11 and 12 show the finished design.

6. Description of heritage preservation and art activities organized in 2023:
(1) Resource Center for Indigenous Students: To preserve and pass on traditional indigenous cultures and enhance faculty and students' understanding of indigenous cultures, visits to tribes of Alang nakahara, Luluna, and Alang snuwing were organized in 2023. Additionally, the course on the Bunun drinking song, a lecture on the revitalization of Kanakanavu culture, and workshops on Bunun crochet hooks and woodcarving calendars were held, as shown in Figures 13-15.

(2) Center for General Education: In 2023, a total of 15 lectures and activities were organized, all of which were free of charge and open to the community. Some of the activities are introduced below:
(a) On April 26, 2023, a General Education Art Salon was held, featuring renowned musician Shou-u Ray (shamisen) leading Liang Jia-ning (pipa), Hsu Wei-ting (electronic keyboard), and Chen Zhi-zheng (performance artist). They offered a unique audiovisual feast for faculty and students, as shown in Figures 16-17.

(b) On November 1, 2023, NCUE held the "School Anniversary Concert: Kaleidoscope of World Percussion," inviting the "Guruji World Percussion Ensemble" led by Director Cheng An-liang. The performance provided faculty and students an immersive audiovisual feast, as shown in Figures 18-20.

(3) Department of Fine Arts: The Department of Fine Arts at NCUE provides students and faculty with spacious spaces and comprehensive equipment. In 2023, 11 exhibitions were organized, all of which were free of charge and open to the community. Some of the exhibitions are introduced below:

(4) Office of Student Affairs: To attract students interested in joining clubs, various musical activities are organized annually. In 2023, three public performance activities were held, as shown in Figures 24-26. Student club Facebook pages are as follows:

(5) Department of Chinese: To enhance the cultural literacy of faculty and students, the Department of Chinese organized three exhibitions in 2023, all of which were free of charge and open to the community. Some of the activities are introduced below.
(a) Exhibition Theme: The Highest Excellence Is Like Water - Wang Hui huang Watercolor Exhibition (Figure 27).
Artist Wang Hui-huang likes to use "water" as a central subject in his painting. Whether capturing the calm of a serene lake, the majesty of the ocean, the power of a rushing waterfall, or the gentle flow of a babbling brook, he skillfully interprets his on-site emotional experiences with bright colors. His pieces, whether depicting dynamic motion or static scenes, haziness or clarity, are created with a commitment to refinement and elegance which are standards he holds in his artistic journey.

(b) Exhibition Theme: Beigang Charm and Huangxi Spirit Seal Carving Exhibition (Figure 28).
This exhibition features seal carvings themed around the geography, industries, and cultural heritage of the 26 townships in Changhua County. The works attempted to use brass and pyrophyllite as seal materials, crated with various seal carving techniques such as cutting, punching, and chiseling. Geographically, the exhibition highlights key landmarks like the Great Buddha of Bagua Mountain in Changhua City, the Changhua Sector Garage, Lugang Mazu Temple, Half-side Well, Fusing Barn, Eighteen Turns Historic Trail in Ershui Township, Bapao Irrigation Canal, Qingshuiyan Temple in Shetou Township, Lungmuching in Lungching District which is now belonging to Taichung City, Huyan Tingzhu in Huatan Township, and Fangyuan Lighthouse at Wanggong Fishing Port. These are all famous historical sites within the county. From an industrial perspective, the exhibition showcases events: the Romance in Flower Fields in Tianwei Township, Eagle Watching in Bagua Mountain in Changhua City, Bird Watching in Fubao Wetland in Fuxing Township, the Water Running Festival in Ershui Township, the sock-making industry that emerged many business owners in Shetou Township, the sunset at Wanggong Fishing Port, flavors of savory sweetness and tartness in Yuanlin Township, mutton hot pot in Xihu Township, and grapes in Dacun Township. These are also childhood memories of mine, carved using seal carving techniques to create art with local and Taiwanese flavors. Culturally, each township cultivated outstanding poets and prose writers: the pioneer poet Lai Ho's poem The“Steelyard,” Chin Lien's poem "Scenery Without Sparrows," Lin Heng-tai's poem "Clingy Dog," Liu Ching-chuan's poem "Going for a Walk," Shou-yu Yang 's poem "Laundry Woman," Weng Nao's poetry collection "Dawn," Jaw-Shin Chern 's " Poetry Manuscript in Tao Village," Baiyuan Wang 's poetry collection "The Road of Thorns," Te-kung Wu 's poem "Beigang Society," Hsu-gu Chen's poem "Fortune Teller," Quan Cao 's poem "Song of the Decimal Point," modern poet Teng-goan Khng 's poem "Temple," Chia-wen Yao 's poem "Joyful Willingness," Sheng Wu 's poem "Sweet Burden," Ang Li 's novel "The Butcher's Wife," Ze-lai Song 's poem "Tales of Penglai Island," Hsing-fu Hong 's prose " The Impression of Paper Boat," Shui-shun Hsiao 's poem "Placing a Mountain in the Heart," showcasing the county's solid foundation of literary talents.

(c) Exhibition Theme: Floating - Grandfather and Grandson's Taiwanese Poetry and Paintings (Figure 29).
The collection showcases intimate conversations between a grandfather and grandson, expressed through dialogues of illustrations and Taiwanese poetry. It reflects the bitterness of the grandfather leaving his grandson, the difficulties the grandson encountered while studying abroad, and the deep yearning for home. This work not only serves as a bridge between grandfather and granddaughter to communicate their thoughts and memories but is also a lesson that the grandfather designed for the grandson to learn Taiwanese and literature. While he keeps drawing and I keep writing poems, I reflect on his drawings and he reads our poetry. Through this method, we soothe the longing between us, providing a heartfelt testament to the enduring love of family, no matter the distance.

(6) Performance of English Drama: The Department of English aims to utilize what students have learned in the English Listening and Speaking course and the Drama course in this performance and apply it to stage performances, so as to achieve the goal of "generalizing of professional curriculums". The curriculum is also expected to promote the English-learning environment at NCUE and across central Taiwan. Additionally, it also seeks to promote cultural exchanges between NCUE and surrounding communities, cultivating a greater appreciation for literature and art through drama performances. Figure 30 shows the 2024 Drama Performance.
