SDG 4.3.2 Public events (lifelong learning)

NCUE is the only national university in Changhua County. In addition to providing educational resources for faculty and students on campus, it regularly organizes public lectures and community education activities for the public. It organizes regular and irregular activities in which the community and the general public can participate in accordance with their own training and learning needs.

1. Regular Events: NCUE organizes language learning courses, Changhua County Senior College, free online courses, science fun days, scientific research and talent cultivation for high school students, Educational Internship Information Platform and education & training, and newly recruited teacher training courses, etc., to satisfy the need of the community and the general public on continuing education.

(1)Language courses: NCUE runs regular community promotion and education activities, and offers multi-language learning courses in the afternoon or evening from Mondays to Fridays in English, Japanese, Korean, French, German, Spanish, Thai, Vietnamese, and Indonesian. Community residents can develop their second foreign language skills according to their learning interests. A total of 37 courses were held in 2022, with 2,313 hours. A total of 665 people completed the courses and acquired a second foreign language. Website:

(2)Changhua County Senior College: To provide older residents in the community with opportunities to continue learning, our school has operated the Changhua County Senior College since 1995. During the daytime from Mondays to Fridays, we offer courses in language, calligraphy, art, and computer science to encourage citizens over the age of 55 in Changhua County to return to school to study and obtain opportunities for social interaction. We hold 2 semesters per year, each lasting 16 weeks. Owing to the rapid changes in information technology, we started to offer mobile phone usage classes so that the elderly can learn to operate mobile phones easily. Learn to use smartphones to take photos, make videos, use social software, online search for life-related information, and use Google Maps, etc. It is noteworthy that in response to various fraud techniques and false news nowadays, anti-fraud propaganda is also incorporated into the course, enabling elderlies to keep track of the latest fraud techniques and take precautions to prevent fraud. During the COVID-19 pandemic, we pay more attention to hygiene and cleanliness, and each classroom is fully disinfected after class so that the elderly can attend class with peace of mind. In 2022, there were 2 semesters, each lasting 16 weeks, with a total of 24 classes, and 704 students completed the course. Website: (Figures 1-6)

(3)Massive Open Online Courses (Moocs): NCUE has organized online Moocs courses which are open to person(s)/party(ies) not affiliated with NCUE. Currently, there are 10 courses. Promotional courses are offered every semester, with unlimited viewing of teaching materials within 21 days after the payment is completed (Table 1). These courses are open to person(s)/party(ies) not affiliated with NCUE, elementary and junior high school teachers, and the general public. A study certificate will be obtained from NCUE after training is completed, with national pre-service and in-service teacher training hours for those with teacher qualifications.

(4)Science FUN Day: To improve the scientific literacy of the citizens, cultivate a scientific attitude in their daily lives, and simultaneously gain an understanding of the world’s cutting-edge scientific knowledge, NCUE holds the “Science FUN Day” once a year. The 2022 Science Fun Day was jointly organized by NCUE’s Science Education Center, the College of Science, the Physics Department of the College of Engineering, the Baisha Education Festival - University Social Responsibility Practice Plan, the National Science Project, and the departments of the College of Science and College of Engineering, with the hope that the public can experience the fun of scientific learning, and combine logic thinking and scientific attitudes to everyday life. The Science Fun Day attracted many junior high school students and community members in Changhua County every year to visit the school for DIY science experiments and experience the wonders of science. The laboratories of various departments in the College of Science are also open for junior high school students to visit and conduct research experience, so as to facilitate career planning for future studies, and create a more comprehensive and high-quality learning environment for children in remote areas of Changhua County, in order to achieve the goal of the NCUE x Common Good Education USR plan for the “accomplishment of each child”. A total of 14 junior high school and high school students from partner schools participated in this activity. (Figures 7- 9)

(5)Scientific research and talent cultivation for high school students: Professor Lance Horng of NCUE’s Department of Physics implements the “Cultivation of Scientific Research Talents for High School Students’ Project (Physics Group)” on behalf of the Ministry of Education for more than 10 years. The project aims to cultivate high school students who are interested in and have a potential for physics. It trains students’ capabilities in thinking about physics, active learning, inquiry and practices, problem-solving, and independent research; strengthens students’ concepts in physics; guides them to gain experiences in physics research and experimental skills; and leads them to think independently. The course activity design includes courses for 10th-grade and 11th-grade students, which are both full-year courses. Senior 1 (10th grade) focuses on cultivating students’ physics skills and physics concepts, with training courses on physics special topics; while senior 2 (11th grade) focuses on experimental skills and experiences, to guide students’ ability to think independently. The project arranges off-campus study tours so that students can have more diverse and rich learning experiences. For senior 1 (10th grade) and senior 2 (11th grade) in 2022, the classes lasted for 276 hours, and 93 students were trained. (Figures 10-13)

(6)Educational Internship Information Platform and education & training: NCUE has planned to set up an Educational Internship Information Platform in 2009, which has been launched since 2013. The platform connects intern instructors, intern tutors, and intern students, in order to achieve integration and timely communication between the three parties, and improve the quality of educational internships. For teachers and students to become familiar with the platform, NCUE visited 17 universities for teaching degrees to hold briefing sessions from January 1 to December 31, 2022, participated by a total of 2,638 intern students. In addition, online operation briefing sessions were held, which covered 4 sessions for intern instructors, with a total of 65 participants; 4 sessions for intern tutors, with a total of 368 participants; 5 sessions for educational internship institutes, with a total of 405 participants; 1 session for the contact person of the universities for teaching degrees, with a total of 20 participants; and 1 session for the education administration authority, with a total of 25 participants. (7)Training courses for newly recruited teachers: Since 2017, NCUE’s plan for newly recruited teachers covers several training courses to introduce their aspirations and to let them teach practically to improve their knowledge related to class management and innovative teaching, so as to help them adapt to their teaching career, and become qualified for teaching positions. This strengthens their professional knowledge as co-learning counselors, promoting the recruitment and experience sharing of co-learning counselors, improving the effectiveness of guidance and support for newly recruited teachers, thereby introducing a professional development support system for elementary and junior high school teachers, leading them toward their sustainable professional development. In response to the COVID-19 pandemic in 2022, we switched to online courses for the Introduction of Newly Recruited Teacher Aspirations and Teaching Practice. From August 15, 2022, to August 20, 2022, 6 synchronous online courses were held, participated by a total of 4,907 newly recruited teachers.

2. Public events-On programmed basis: NCUE holds various educational courses and activities on an irregular basis in each academic year, including more than 100 public lectures every year, various types of lifelong learning education courses, University Social Responsibility (USR), environmental education, sports and health and other activities and courses, various professional training for teachers, including lesson planning and skills training for teachers related to science education, children’s knowledge about green energy, and art exhibitions.

(1)Public lectures: NCUE holds many lectures and activities every academic year, which are also open to the public. The speech topics include various professional fields such as electronic engineering, mechanical and electrical engineering, information engineering, science education, etc. In 2022, we held at least 116 themed lectures for those not studying on campus.

(2)Lifelong Learning Education Courses: NCUE investigates the needs of students and the community, and organizes various types of promotional education courses from time to time, which allow the public to continue to develop their interests. These courses cover business operations, information technology, business management, marketing, and handicraft creation.

In 2022, A total of 71 courses reaching 1,842 hours were held and 1,346 participants completed them. In addition, for those who joined courses on campus, if they were unable to attend due to the COVID-19 pandemic, the school provided instant remote learning for students, so that they could participate in the classes. (3)To practice University Social Responsibility (USR), NCUE integrates the professional knowledge, technology, and resources of its departments. It focuses on the needs or future visions of regional or local characteristic development and hopes to strengthen local connections. The faculty promotes the innovation and development of local industrial settlements and community culture through a cross-disciplinary method while integrating local government and industrial resources. NCUE concentrates on community needs and organizes environmental education, sports, health, and other educational activities. For example, Online guide to health lectures, Nordic walking and aerobic exercise, U-First Gym home exercise, strength training, physical fitness testing, and health consulting services, etc. In 2022, NCUE organized a total of 130 activities and courses, including 4 on-campus activities, 75 off-campus activities, and 51 distance learning and online courses, participated by a total of 6,539 students.

(4)Professor Mei-Chun Wen of the NCUE’s Institute of Science Education planned to assist the in-service teachers in cooperation with the National Science Council, and organized cross-field courses for three professional learning communities, leading junior high school teachers in 11 courses of lesson planning skills. Secondly, the Ministry of Education implemented the teaching project plan to organize professional skills development workshops for in-service teachers, with a total of 13 sessions. The workshop topics included the Natural History of Mosquito and Specimen Preparation, Future Technology: Understanding the Internet of Things, Air Quality Monitoring, Electricity and Control - Technology Behind Lightsaber, Infinite Sound, etc. (Figures 22-25). Besides, Professor Wen also gave speeches in the Teacher Community Lecture - Design and Development of Exploration and Practice Courses; 1 session was held in total.

(5)Green energy knowledge training for elementary school children: In January 2022, NCUE jointly developed the Energy Transformation - Changhua Wind God green energy teaching plan together with Ørsted Taiwan Ltd. In February 2022, the circuit train was launched along with the certification ceremony and seed teacher training (Figure 26). Officially, the trained seed teachers will return to teach in March 2022, with a total of 35 sessions in the elementary schools in Changhua County. 876 students have learned about the green energy issues of energy transformation through the courses. Through hands-on practical experience, the children can enjoy active learning, obtain knowledge of the most sophisticated offshore wind power, and cultivate sustainable thinking in the net zero era (Figure 27). (6)Exhibitions: There are several exhibition spaces at NCUE, such as the Baisha Art Center and Art and Culture Corridor. From time to time, we invite artists from outside the university to put up various artworks. The exhibition spaces are also used to showcase the creative works of NCUE’s art students, and those of classes and teams. In 2022, they held 17 art and cultural exhibitions. In addition to the faculty and students, the general public can visit and explore the premises for free. (Figures 28-32)
