SDG 4.3.3 Vocational training events (lifelong learning)

NCUE is one of the three normal universities in Taiwan and an important training school for junior high school teachers in the central region to continue their education. In addition, to assist in the cultivation of talents in Changhua County, NCUE plans many promotional education courses related to vocational training. It also cooperates with local governments and enterprise groups to hold on-the-job talent training.

1. Regular vocational training courses: NCUE conducted secondary specialty professional training courses for elementary and junior high school teachers, as well as the professional knowledge in science education and skills training every year, so as to strengthen the teaching skills of elementary and junior high school teachers. In addition, NCUE is the first university in Taiwan to establish a Community Psychology Consultation and Potential Development Center to serve the community, with professional training for psychological counselors every year. For the cultivation of business talents, NCUE has cooperated with local governments and business groups in the long term, and organized training courses for second-generation or elite female leaders of enterprises.

(1)Vocational training for high school teachers: In line with the needs of the Ministry of Education and secondary school teachers for continuous learning, NCUE holds second expertise and enhancement classes every year to assist in-service teachers of different disciplines in acquiring new teaching knowledge and improving their professional teaching capabilities. In 2022, although Taiwan faced a serious outbreak of the COVID-19 pandemic, NCUE delivered classes both on campus and online. Some courses were broadcasted live for teachers who could not attend in person, so that everyone who wished to continue their studies could receive complete training.

In 2022, 72 courses were offered in diverse fields such as Hokkien language, information technology, living technology, bilingual teaching, and mathematics and physics education, with 3,366 training hours and 1,805 participants. (Figures 1-6)

(2)Professional knowledge training for primary and secondary school science education teachers: Professor Hsiao-Lin Tuan from NCUE Institute of Science and Education implemented the National Elementary and Junior High School Science Teachers’ Curriculum Design and Implementation Improvement Plan issued by the Ministry of Education's State Education Bureau. The five major goals of the plan include (a)cultivate a group of excellent seed inquiry-based teachers; (b)train seed teachers to become inquiry-based teaching instructors; (c)connect inquiry seed teachers and tutors across the country to establish the inquiry-based teaching community and network; (d)promote inquiry courses on campuses in Taiwan; (e)strengthen students’ knowledge. To align with the Ministry of Education's aim to improve teachers’ ability to design, implement, and reflect on inquiry instruction plans, NCUE regularly offers courses that focus on introducing the inquiry and practice of the New Curriculum Guidelines, and the design of inquiry and practice curricula, and workshops on the implementation of inquiry and practice curriculum for primary and secondary school teachers. The goal is to augment the teachers’ professional knowledge of inquiry instruction. A total of 5 workshops were held in 2022 (Table 1), with a training time of 104 hours and 336 participants. (3)Community psychological counseling professional training courses: In 1994, NCUE integrated the resources of the Department of Guidance & Counseling to become the first domestic university to set up a psychological counseling and potential development center to serve community residents. At the initial stage, the center established its reputation in the community through various events and gradually built referrals and cooperative relationships with community units (including hospitals, courts, social affairs units, etc.) The center was established to provide counseling and guidance, and to promote community service functions. It provides community psychology consultation services, as well as practical training and guidance for professional psychological consultation personnel. In addition to providing community psychological counseling services, it also holds relevant professional seminars and trainings every year, so as to provide practical training and guidance for professional psychological consultation personnel. In 2022, 9 workshops and training seminars were held, and a total of 230 people completed the training (Table 2). Website:

(4)Cultivating industrial and commercial talents in Changhua County:

NCUE is located in Changhua County. To assist the enterprises in the county in cultivating talents, so that they can keep up with the new trends and operate sustainably, NCUE cooperated with the Changhua County Government and private enterprises and groups to organize the “Young Boss Academy - Training Course for Second-Generation Enterprise Elites”, the “Women’s Academy - Female Leader Training Course” and “E-Commerce Academy - E-Commerce Talent Training Course” in 2016, 2019, 2020, 2021, and 2022. Each course lasted 54 hours and trained second-generation successors and female leaders for small and medium-sized enterprises in Changhua County. They learned about management, innovative management, digital marketing, communication, and negotiation. Moreover, in response to the needs of the information age, topics such as artificial intelligence innovation and application, and big data analysis and application, were included. In total, 300 students graduated. (Figures 10-13)

2. Vocational training events on programmed basis: NCUE offers various vocational training courses on an irregular basis every year, covering management training, educational special courses, laboratory instrumentation and techniques, second language courses, etc. In addition, the teachers undertake the National Science and Technology Council’s plans on an irregular basis, with lesson planning skills courses for junior high school teachers in various professional fields.

(1)To promote lifelong learning and education, including workplace empowerment courses for the public, NCUE plans vocational training courses for divergent working groups such as corporate leaders, corporate labor, and people in professional and technical fields. These courses serve the needs of the community residents and local industry and cover various aspects of vocational education. There are management training courses, education-themed courses, and laboratory instrument operation courses such as electronic engineering. We held a total of 97 courses in 2022, with more than 3,137 training hours, and assisted 1,932 trainees in improving their knowledge and abilities. (Figures 14-15)

(2)Professor Mei-Chun Wen of the NCUE’s Institute of Science Education planned to assist the in-service teachers in cooperation with the National Science Council, and organized cross-field courses for three professional learning communities, leading junior high school teachers in 11 courses of lesson planning skills. In 2022, the Ministry of Education implemented the teaching project plan to organize professional skills development workshops for in-service teachers, with a total of 13 sessions. The workshop topics included the Natural History of Mosquito and Specimen Preparation, Future Technology: Understanding the Internet of Things, Air Quality Monitoring, Electricity and Control - Technology Behind Lightsaber, Infinite Sound, etc. (Figures 16-19)
