SDG 16.3.1 Provide expert advice to government

NCUE comprises seven colleges: Arts, Science, Engineering, Education, Management, Technology and Vocational Education, and Social Sciences and Physical Education. NCUE is a national university with leading academic achievements and industry-university cooperation performance in the Taichung-Changhua-Nantou Region. Its faculty’s professional achievements from all the colleges have been recognized by local government agencies. The faculty members serve as advisory or review members of government committees and consult with various government agencies to provide specific suggestions for formulating policies. Some of the examples are as follows.

In 2021, 8 NCUE faculty members and 9 individuals were invited to serve as review committee members or expert scholars in government departments, contributing their expertise to various areas. In 2022, NCUE expanded its involvement with government agencies, with 9 faculty members serving as committee review members or expert scholars and 10 faculty members taking up roles as chief secretaries, directors, and committee review members. Among these individuals, 5 assisted the central government, and 5 provided support to local government initiatives. Details are described below:

1. Serving as the chief secretary of central government agencies, committee examiner, or expert scholar:

(1)Assistant Professor Hsing-Kuo Liao from the Department of Industrial Education and Technology at NCUE was seconded to the Ministry of Education, serving as the chief secretary. In this role, he assisted the Minister of Education in coordinating affairs across various departments. He actively contributed to the planning and promotion of important education policies and legislation, all with the goal of enhancing the educational environment. His significant contributions have had a positive impact on the educational environment in Taiwan. Reference link (NCUE headline):

(2)Pei-Hsuan Wei, assistant professor at the Department of Public Affairs and Civic Education, served as a committee member of the Government Information Disclosure Advisory Group of the Executive Yuan’s Mainland Affairs Council, and was responsible for reviewing and advising on the government’s information disclosure practices. (Figure 1)

(3)Professor Wen-Kung Tseng from the Graduate Institute of Vehicle Engineering served as a Review Committee Member for the National Compensation Commission of the Freeway Bureau, MOTC. In this capacity, he provided professional opinions and insights in cases related to national compensation, including relief cases, road accidents, and traffic safety concerns. His expertise and contributions have played a crucial role in clarifying disputes and safeguarding the rights and interests of both plaintiffs and defendants. (Figure 2)

(4)Professor Huang Wei-Tzer from the Department of Industrial Education and Technology served as a committee member on the 3rd term of the Electrical Grid Reliability Review Committee for the Ministry of Economic Affairs, from September 27, 2022, to September 26, 2024. In this role, he contributed to the Ministry’s efforts to ensure fair and equitable electricity dispatch across the nation, while also enhancing the reliability of the power system. This work was crucial in maintaining the safe operation of the power system and ensuring a reliable supply of electricity for various sectors, including residences, businesses, and industries. (Figure 3)

(5)Professor Kai-Chao Yao, the Dean of the College of Technology, served as a member of the Reevaluation Committee for the Ministry of Science and Technology in the field of Applied Science Education for the year 2022. In this capacity, he contributed to the evaluation of research proposals related to applied science education within the fields of humanities and social sciences. (Figure 4)

2. Serving as director or reviewers of local governments:

(1)Professor Wen-Kung Tseng at from the Graduate Institute of Vehicle Technology, serves as a member of Nantou County’s Traffic. Accident Investigation Committee, and is responsible for evaluating accident reports and clarifying liabilities. (Figure 5)

(2)Professor Chih-Hung Wang from the Department of Guidance and Counseling was seconded to the Changhua County Government as the Director of the Department of Education from September 1, 2021, to December 24, 2022. In this role, he oversaw various aspects of education in Changhua County, including national education, social education, family education, preschool education, special education, instructional counseling, and physical education and health. His work included supervising and planning educational policies and approaches. (Figure 6)

(3)Professors Kai-Chao Yao, the Dean of the College of Technology, served as a question setter and judge for the 2022 academic year Industrial Category Student Skills Competition in National Senior High Schools organized by the Education Bureau of Taipei City Government. His role involved helping to evaluate outstanding students’ performance and contributions to the competition. (Figure 7)

(4)Professor Wen Mei-Chu at from the Graduate Institute of Science Education served as the Educational Bureau Curriculum Information Consultant of the Taichung City Government. She was responsible for assisting in the development of city-based information education courses for elementary and junior high schools across all school districts in Taichung City. This work included professional teacher development on information education courses and course materials. (Figure 8)

(5)Associate Professor Yu-Chun Lin from the Department of Accounting served as a committee member for the Taipei City’s Shinfox Natural Gas’s Natural Gas Price Review Committee. In this role, she provided professional insights and advice to assist the pricing competent authorities in making informed decisions regarding natural gas pricing for consumers.
