SDG 16.2.4 Participatory bodies for stakeholder engagement

Each unit in NCUE provides various services in its area to local residents, local governments, local private enterprises, and local civil and social representatives.

1. Professional counseling services provided by the Community Psychological Counseling Center.

NCUE’s Community Psychological Counseling Center held six sessions of seminars and workshops in 2022, including the 2022 Single Session Counseling Workshop and Counseling Internship Empowerment Workshop held in the second half of 2022, the 2022 Contextual Interview Workshop, the 2022 Family Conflict Resolution Workshop, Workshop on Application of Hope Theory in Counseling and Counseling of High-Caring Individuals, and Mental Health Needs and Counseling Intervention Workshop for Children of New Resident Families. 2. The Housing Service Section of the Office of Student Affairs provides students with off-campus rental services, facilitating interactions between the supply (residents) and demand (students) to improve their quality of life.

(1)In the 2022 academic year, the class tutors visited the off-campus residences rented by students. There were 54 cases sent to the accommodation team for recording, and the accommodation team carried out spot checks on building safety in 30 of the cases.

(2)There were 60 landlords cooperating with NCUE for a total of 928 rooms in 66 buildings.

(3)In mid-March of 2023, NCUE sent “Notices for Off-Campus Rental Matters” to the parents of 1,147 second-year students from 37 classes who had begun renting off-campus residences.

(4)On 19 May 2023, NCUE held a Seminar on “Things to Know About Renting a House”. Experts and scholars explained the safety precautions related to renting to improve the students’ safety awareness and legal knowledge, and reduce rental disputes. (See Annex 16.2.4A)

(5)In February 2023, the accommodation team inspected and certified 30 rented residences. (See Annex 16.2.4B)

(6)NCUE established a group on the Line communication app that provides instant communication between students and landlords.

(7)NCUE helped settle three off-campus rental disputes involving students in the 2022 academic year.

3. The College of Extension Education, NCUE, provides continuous learning courses, and the Language Centre offers Chinese language courses. In 2022, Taiwan was still facing the COVID-19 epidemic. To enable people who are unable to attend classes due to diagnosis to continue their education, some of the courses at NCUE also provided livestreams, so that those who are unable to attend classes at NCUE could also receive complete training.

(1)The College offers various language courses enabling community residents to develop their foreign language skills. In 2022, the College offered 37 language classes, including English, Japanese, Korean, French, Vietnamese, and German, teaching a total of 2,313 class hours; 665 students had completed the courses.

(2)NCUE established the Changhua County Senior Citizens’ University to encourage county residents over the age of 55 to return to school. The program held two sessions of 16 weeks each in 2022, and 704 students in 24 classes completed the courses. (Figure 1, Figure2)

(3)To meet the Ministry of Education’s guidelines for secondary school teachers’ continuing education, the College provides enhancement classes and courses for teachers to develop their specialties and improve their professional capabilities. In 2022, NCUE offered 72 courses for a total of 3,366 training hours, and 1,805 people participated. (Figure 3, Figure4)

(4)To help people continue their education and improve their professional skills, NCUE provides vocational training courses for community residents and local industry employees. In 2022 a total of 97 classes completed more than 3,137 training hours, helping 1,932 trainees improve their knowledge and abilities. (Figure5, Figure6)

(5)NCUE also offers various continuing education courses on business operations, information technology, business management, marketing, and handicrafts enabling community residents to pursue self-growth in their areas of interest. In 2022, NCUE offered 71 courses for a total of 1,842 training hours, and 1,346 people participated. (Figure7, Figure8)

4. NCUE provides services to the local SMEs:

(1)In the 2022 academic year, NCUE’s Innovation Incubation Centre of the Research and Development Department implemented the “Science and Technology Care Project to Support Small and Medium-sized Enterprises” and the “Industry Guidance for Innovation in Industrial Parks Project” to guide local small and medium-sized enterprises in industrial upgrading and help them obtain subsidies from the government. The results of the guidance are as follows:

(a)Science and Technology Care Project to Support Small and Medium-sized Enterprises:

i. Participating enterprises/experts and scholars/students: 9/15/15.

ii. New product/technology development: 3 cases.

iii. Technical and talent training courses: 2 sessions.

iv. Applications for government subsidies: 2 applications, with a total subsidy of NT$1,016,667.

v. Patent application and utilization: 6 cases.

vi. National competition: 6 cases.

(b)Industry Guidance for Innovation in Industrial Parks Project:

i. Participating enterprises/experts and scholars: 109/16.

ii. Technical guidance: 15 cases.

iii. Technical and talent training courses: 9 sessions.

iv. Applications for government subsidies: 2 applications, applying for a total subsidy of NT$3,041,000.

v. Productions based on student projects: 7 cases.

vi. Student internships 37 people.

(2)Using their expertise, NCUE faculty members from various Colleges help local enterprises with various R&D and technology applications. This work includes thematic studies, materials exchange, tests and inspections, technical services, consulting, patent applications, technology transfer, innovation incubation, and various talent cultivation activities. In 2022, the school ran a total of 65 industry-university projects with enterprises and other juridical persons, and the total amount involved was NT$23,003,746. (3)The “2022 Teacher Enlightenment and Succession Pilot Program” was set up to define characteristic industry-academia interaction topics or cross-disciplinary and cross-institution collaboration, to promote the close integration of teachers and students with industry and enterprises in the teaching and learning process, to effectively shorten the learning-use gap, and to effectively establish teamwork through cross-domain and cross-institution integration. The program has the following types of grants: “Industry-academia cooperation”, in which full-time (project-based) instructors supervise students to carry out project work, and the project topic is in collaboration with industry and enterprises; “cross-disciplinary integration”, in which teachers supervise students to carry out cross-disciplinary project work, and the students come from more than two departments; and “competition type”, in which teachers supervise students to carry out project work and participate in competitions both inside and outside of NCUE. In 2022, 52 groups of projects have been funded with grants, with 180 students from 17 departments participating. The total amount of grant is NT$395,962. Please refer to:
