SDG 11.4.3 Allow remote working

1. In order to implement a two-day weekly rest schedule for public servants in response to the commuting traffic situation in Changhua City, and to establish the computerization of the administrative staff's attendance, NCUE has formulated the “National Changhua University of Education’s Key Points on Implementing Flexible Attendance and Departure.” These points stipulate that the flexible commute time shall be from 8:00 am to 9:00 am, and 5:00 pm to 6:00 pm (period of flexible time is 60 minutes). 2. In order to avoid the impact of severe special infectious pneumonia (COVID-19) on employees, which may lead to the unavailability of office space or the isolation of employees and affect the normal operation of public services and the maintenance of public servant manpower, NCUE has formulated the “National Changhua University of Education’s Key Points on Employees Working from Home in Response to the Epidemic of Severe Special Infectious Pneumonia.” It stipulates that if employees in various units of the university are notified by the competent health authority to implement home isolation, the unit may apply for its staff to work from home during the isolation period because of the impossibility of implementing office partition or staggered holidays, which may affect official affairs. 3. In response to the adjustment for the epidemic situation, namely, the Level III alert by the Central Epidemic Command Centre (CECC), NCUE actively implemented the flow diversion measures of working from home and off-site working, and formulated the “National Changhua University of Education’s Key Points on Employees Working from Home in Response to the Epidemic of Severe Special Infectious Pneumonia” for employees to follow. The actual implementation rate of working from home was 15.3%, and the number of work-from-home days was 65. On average, 3 people worked from home every day, which did not exceed the stipulation of one-third administrative manpower by NCUE. The average number of work-from-home days per person was 4.8, and the average number of work-from-home hours per person was 38.4. Thus, administrative efficiency was maintained while implementing epidemic prevention policies, with implementation results shown in Table 1.

(1)The proportion of people working from home:

There are 457 administrative staff members in NCUE. From 1 June to 31 August 2022, 70 people applied to work from home, and the implementation rate of working from home reached 15.3%.

(2)The number of people working from home every day did not exceed one-third of the total number of employees.

The number of work-from-home days, as aforementioned, was 65, with a total of 218 person-times, and an average of 3 people working from home every day. Hence, the stipulation in the fourth point of the ‘National Changhua University of Education’s Key Points on Employees Working from Home in Response to the Epidemic of Severe Special Infectious Pneumonia’ that the number of people working at home should not exceed one-third of the total number of employees (152 people) was met.

(3)The proportion of work-from-home days and the average number of work-from-home hours per person:

The total number of work-from-home days applied for in NCUE was 338.75, and the total number of work-from-home days was 4,550 (70*65), with the proportion of work-from-home days being 7.45%.

4 To comply with epidemic prevention measures, we avoided gatherings of people and adopted teleconferences, as shown in Figure 1.
