SDG 4.3.5 Lifelong learning access policy

NCUE organizes various types of activities and courses, with no restrictions on race, religion, physical and mental disabilities, immigration status, or gender. To ensure that relatively disadvantaged students, including the financially disadvantaged, aboriginals, new immigrants, and those of different genders, have a fair chance to study peacefully, the school has established numerous relevant laws and policies that protect students’ learning rights.

1. Gender equality: In 2000, the National Changhua University of Education Regulations on Gender Equity Education were formulated. The National Changhua University of Education Gender Equality Education Committee Establishment Methods were established in 2004 to establish a gender-friendly educational environment. We also actively provide assistance to improve the situation of students who are discriminated against for their gender or sexual orientation. We safeguard the right to education of pregnant students and offer the necessary assistance. In addition, we plan to open elective courses related to gender equality. Faculty and students shall jointly establish a gender-equitable campus learning environment. Website:

2. Tuition and miscellaneous fee reduction: Following the rules stipulated by the Ministry of Education, including the Act of Education Tuition Benefits for Students from Low-income Households and Middle-income Households Enrolling at High School Level and Above, the Act of Education Tuition Benefits for Students with Disabilities and Children of Disabled Parents, the Act of Education Tuition Benefits for Indigenous Students Enrolling at the Junior College and Higher Levels, the Act of Education Tuition Benefits for Children and Grandchildren from Families in Special Circumstances Enrolling at the High School Level and Above, the Act of Education Tuition Benefits for the Survivors of Military and Civil Servants, and the Act of Education Tuition Benefits for the Children of Servicemen, NCUE formulated measures to help students study at ease and reduce their financial burden. Students from low-income households or low-to-middle-income households, those with disabilities, children of disabled parents, indigenous students, children and grandchildren from families in special circumstances, survivors of military and civil servants, and children of servicemen are eligible to apply for partial reduction or exemption of tuition and miscellaneous fees, to ensure that they enjoy an equal opportunity to learn.

3. Indigenous students:

(1)In 2017, NCUE set up the Indigenous Student Resource Center. It offers services to aboriginal students in their life, schoolwork, cultural edification, development, and others to support the development of their diverse wisdom and talents. Every academic year, NCUE provides nearly one hundred additional opportunities for aboriginal students to study. After enrollment, they can participate in a life-wide learning system and guidance to reduce their leave and drop-out rates and ensure equal opportunities for education. In addition, the Indigenous Student Resource Center provides aboriginal culture-related learning courses every year along with services that ensure the livelihood of aboriginal people. (2)In March 2023, we have set up the Indigenous Peoples’ Admission Requirements, and established the “Indigenous Peoples’ Special Class for Aging Health Promotion and Care Management”. After approval, 28 indigenous students were successfully admitted to enroll in the program. The program aims to nurture economically and culturally disadvantaged students, facilitating their employment prospects and contributing to the enhancement of elderly care resources in indigenous areas. 4. Students who are financially or culturally disadvantaged: NCUE established “the National Changhua University of Education Taking-off Students Award Project Main Points” in 2018 (https://drive.google.com/file/d/1aCNX2yA3TEaXrzBD3vgZMDuo7JCkLhko/view), to help disadvantaged students at its school so that their learning is not adversely affected by financial factors. We provide tuition and miscellaneous fee reductions, school fund subsidies, and related learning guidance for relatively disadvantaged groups to protect their right to study. We also plan to counsel students on the learning process in all aspects during their studies, to ensure that they can complete their studies in peace. Simultaneously, we provide equal education opportunities to promote the vertical mobility of social classes. The results are as follows.

(1)The number of financially disadvantaged students from 2018 to 2022 was 681, 696, 696, 689, and 735. The average number is about 699 per year (including low-income households, low-to-middle-income households, students with disabilities, children of people with disabilities, children and grandchildren of families in special circumstances, those who are eligible for grants for underprivileged students at colleges and universities, aboriginal students, and those whose families have undergone sudden changes and passed the school’s review).

(2)To help disadvantaged students come to school with peace of mind, the school actively raises funds and rolls out various support measures to improve the assistance system. NCUE has invested 58 million TWD since 2018.

(3)To ease students’ worries, we use the guidance system of “study instead of work-study.” Students with financial disadvantages can take care of both schoolwork and their daily needs simultaneously. From their enrollment to graduation, we implement the “all-around care for students’ learning process” and encourage students to achieve the goal of “progressing academically and taking off to your dream.” The learning process comprises worry-free schooling and life counseling, professional care and psychological counselling, self-directed study counseling, and accomplishment-enhancing career counseling. 5. Admission and entrance examination subsidies for economically disadvantaged students:

(1) Since 2018, NCUE has formulated the “admission priority mechanism” for the university admission channel, lowering admission standards, and increasing admission opportunities for economically disadvantaged students. In addition, we have established the Yang Ying Admissions Group in 2019. Some departments allocated a number of students to the enrollment quota of each group to lower the academic test standards, such as only book reviews instead of interview tests, so as to increase the enrollment opportunities for economically disadvantaged students in NCUE.

(2)To reduce the administrative burden of economically disadvantaged students, NCUE provided application fee waivers for economically disadvantaged students (low-income and lower-middle-income households) to participate in the self-administered admissions examination. In addition, during the “application for admission” stage 2 and Technological and Vocational College admission, the travel and accommodation expenses required will be subsidized based on the place of residence of student participants, and each academic department will be required to allocate the subsidies to qualified candidates on the day of the entrance examination.

6. New immigrant students (immigration status): If new immigrant students meet the application requirements for overseas compatriot students or foreign students before naturalization in Taiwan, they can be enrolled in the university through the admissions channels for overseas compatriot students or foreign students; whereas after naturalizing in Taiwan, they should apply for admission as general students, competing under the same standards as domestic students, which will be more difficult in the entrance exams. Since 2021, the recruitment and admission examination of new residents has been conducted independently. This process allows new resident students to have fair competition and opportunities for admission. Website:
