SDG 4.3.4 Education outreach activities beyond campus

NCUE is one of the three secondary teacher training schools in Taiwan. It has assisted in the professional development of teachers in schools in various townships over the long term and has actively promoted the use of resources outside the school. In addition to the growth workshops in various local schools or community organizations organized by our faculty, it encourages students to independently plan various types of educational and learning activities and organize off-campus service teams. They can go to local schools and rural primary and secondary schools to organize science education experimental camps or off-campus service activities and offer NCUE’s learning resources to local primary and secondary schools and organizations.

1. Regular events: NCUE regularly organizes education outreach activities beyond campus, which cover professional training in science education for elementary school and junior high school teachers, Baisha Summer School, Education Service Plan for Pre-Service Teachers to Fulfill Schweitzer’s Legacy, NCUE x Common Good Education - 12-Year National Basic Education Curriculum and Deep Cultivation of Education in Rural Areas, TOEIC special listening and reading classes for teachers of the Affiliated Industrial Vocational High School of National Changhua University of Education, and professional training for mathematics teaching. In addition, NCUE also promotes teacher and learning resources to support learning and development in local schools and remote areas.

(1)Professional training in science education for elementary school and junior high school teachers: Professor Hsiao-Lin Tuan from NCUE Institute of Science and Education implemented the National Elementary and Junior High School Science Teachers’ Curriculum Design and Implementation Improvement Plan, which was issued by the Ministry of Education's State Education Bureau. The five major goals of the plan include (i) cultivating a group of excellent seed inquiry-based teachers; (ii) training seed teachers to become inquiry-based teaching instructors; (iii) connecting inquiry seeds and tutors across the country to establish the inquiry-based teaching community and network; (iv) promoting of inquiry courses on campuses in Taiwan; (v) strengthening students’ knowledge.

(a)To align with the Ministry of Education’s aim to train teachers’ ability to design, implement, and reflect on inquiry instruction plans, in addition to offering workshops and training on campus, NCUE takes resources to northern and southern Taiwan, so that teachers outside the central region can also acquire new knowledge in science education. By cultivating outstanding seed teachers of inquiry instruction, it jointly improves students’ inquiry capability. In 2022, it held 4 introduction sessions and workshops for the inquiry of the New Curriculum Guidelines (Table 1), and workshops for the implementation of inquiry instruction. There were 96 training hours and 205 people participated. (Figures 1-2)

(b)Students participating in this program are more willing to conduct group studies based on inquiry-based teaching needs. In addition to the three-stage learning activity model, more group activities are provided. Advanced-level and coaching-level teachers who have participated in this program will serve as lecturers, in order to achieve the goal of cultivating teacher leaders in this program. There was a total of 11 group activities in 2022 (Table 2), each lasting for half a day, with 44 hours of training in total, participated by 559 people. (Figures 3-6)

(2)Baisha Summer School: NCUE has held the “Baisha Summer School” every summer vacation since 2011. Our faculty and students independently formed the Baisha Summer School Affairs and Teaching Team, and held various positions such as principal, administrative supervisor, teacher, and class instructors. They led primary and secondary students to adapt to campus life and experience the most creative and enthusiastic bridging courses. From July 4 to July 15, 2022, a total of 27 teachers and students took advantage of the summer vacation to station at Xizhou Junior High School, Xinyi Junior High School, and Xinyi Elementary School in Changhua County, allowing the new students, who have just started 10th grade of junior high school, to enjoy learning during the course and experience a new life in junior high school. (3)Education Service Plan for Pre-Service Teachers to Fulfill Schweitzer’s Legacy: Since 2006, NCUE has continued to promote the Education Service Plan for Pre-Service Teachers to Fulfill Schweitzer’s Legacy of caring for the disadvantaged and providing professional services. Pre-service teachers are selected every year to serve as volunteers, and visit the disadvantaged and students below high school in the remote areas of Changhua County to provide academic tutoring, development, and learning activities.  From July 11 to August 5, 2022, a total of 27 teachers and students visited Municipal Xianxi Junior High School in Changhua County to provide academic tutoring for the students. In addition to effective learning, they also focused on improving students’ motivation and interest in learning. (Figures 11-13)

(4)USR – “Baisha x Common Good Education: Twelve-Year Compulsory Education project in Rural Areas.” Since 2020, NCUE has implemented the second phase of the University Social Responsibility Plan for the third year. The purpose of this project is to practice USR, improve the professional teaching knowledge of student teachers, and strengthen the practical teaching ability of students and teachers. We also focus on the integration of regional resources and improving the quality of education in remote rural areas by taking the initiative to form the “Baisha Quality Education Alliance” with rural schools in Taichung County, Changhua County, Nantou County, and Yunlin County. The aim is to allocate resources to schools and serve disadvantaged students in remote areas and offer better learning opportunities and educational resources. From July to August 2022, we cooperated with 9 schools including Changhua County Ershui Junior High School, Wanshing Junior High School, Erlin High School/Junior High School, Da Cheng Junior High School, Tianzhong High School/Junior High School, Taichung City Xinan Junior High School, Shanshui Junior High School/Elementary School, Yunlin County YiWu Junior High School, and Nantou County Xinyi Junior High School to organize summer camps, participated by 131 teacher and student volunteers, serving a total of 261 junior high school students.

In particular, with the efforts of NCUE’s teachers and students, the summer camp has integrated regional standard courses and cross-field courses from local schools. For example, the Geography class of YiWu Junior High School, which leads children from YiWu Junior High School to visit the local wet pond, providing relevant knowledge on land subsidence and seawater intrusion, and making courses more relevant to the students through on-site visits, with the correct concept on how to use groundwater; the social studies class of Wanshing Junior High School combines the proverbs of Hokkien language with the histories of Changhua County, and use Google Maps to conduct a Proverb Treasure Hunt activity, which provide diverse and rich learning experiences, covering social, language, and IT fields. (5)Special classes for TOEIC listening and reading tests offered by the Affiliated Industrial Vocational High School of NCUE. To satisfy the needs of NCUE’s employees, students, and the public in sharpening their skills for their careers, NCUE’s Language Center offers a variety of foreign language courses and customized special courses. Since 2020, the center has cooperated with the Affiliated Industrial Vocational High School of NCUE to offer “Special classes for TOEIC listening and reading tests.” Two courses are conducted each semester to provide students at the Affiliated Industrial Vocational High School of NCUE with diverse learning opportunities to sharpen their English skills. Since classes were temporarily suspended in the second half of 2021 due to the pandemic, NCUE added 2 classes in 2022, which brought a total of 6 classes, and 204 students completed the course to improve their English listening and reading skills. (6)Professional training for mathematics teachers: since 2015, NCUE has held the “Seed Project for Teachers in the New World of Mathematics” and organized more than 100 courses that train seeded teachers every year. Those who complete the training can obtain certification for their study hours. Teachers can master mathematical knowledge through observation and practice, and understand the context of mathematical concepts and the main ideas behind the knowledge, so that they can guide students to develop their concepts more comprehensively and completely when teaching, and can also switch between teaching methods more flexibly. In 2022, NCUE organized 121 sessions of free courses, which were attended by 6,504 teachers.

2. Education outreach activities beyond campus on programmed basis: NCUE organized various educational outreach activities beyond campus on an irregular basis, including national projects in which our teachers visit local schools or elementary/ junior high school students in remote areas to conduct professional training for teachers or science experiments for students. In addition, NCUE student clubs often plan various service education and learning activities in local elementary and junior high schools, and organize local camps. We pay attention to environment-related issues, fulfill University Social Responsibility, and promote environmental education training in various locations. In 2022, we held the Global Energy Trend and Changhua Green Energy Industry Development Forum and Ocean Forum. In the art field, NCUE’s Department of Fine Arts also organized various off-campus exhibitions on an irregular basis, cooperating with the local government on local village paintings, in order to preserve precious humanistic and historical memories.

(1)Mei-Chun Lydia Wen, professor of the Graduate Institute of Science Education, implemented projects by the National Science and Technology Council to develop teaching materials and equipment in line with the spirit of inquiry and practice of the 2019 National Curriculum. The materials and equipment were designed for courses on recognizing and controlling vector mosquitoes, and Bioacoustics. Each course was divided into six to eight sessions. The target students were those from 4 junior high schools in Taichung, Changhua, and Chiayi. In total, 171 secondary school students applied to join the courses, and 1,806 man-hours of teaching were delivered. The courses substantially improved the students’ abilities in inquiry and practice, and aided their learning participation. Their learning effectiveness in science was also promoted. (Figures 20-21)

(2)Student clubs serving outside the school: NCUE encourages student clubs or student associations to plan various types of educational service and learning activities and actively go to junior high and elementary schools in the central region to lead club activities or enter communities and aboriginal tribes to deliver community services. This initiative enables students to avail of hands-on experience and practice the spirit of education. (https://www.facebook.com/farmlovehome) NCUE service clubs include Rural Service Cooperatives, Mountain Cooperatives, Fishing Village Cooperatives, etc., which visit elementary and junior high schools or aboriginal tribes every year for camps, community education, and service activities. (3)The “In-Depth Cultivation of Fangyuan, Working Hand in Hand with Dacheng: Industrial and Environmental Sustainability Plan of the Two Townships of Changhua County” covers 53 training courses for environmental education personnel, including 24-hour, 33-hour, and 100-hour courses; there were 4 exclusive training courses for local teachers, 8 solar photovoltaic and green energy related courses, and 12 breeding industry cooperative workshops. Meanwhile, we are committed to cultivating local environmental education personnel, and assisting in the application of agricultural education and marine conservation programs. We have also set up an industry sustainability management team, organizing 21 expert meetings, with discussions on sustainable environmental issues such as clam farming, beach cleaning, friendly farming, food safety, green energy, and community regeneration. We also cooperated with local community development associations to organize a total of 13 food and agriculture education workshops, in order to train local seed teachers and solve local problems. We also combined cross-field experts and scholars from NCUE and other schools to promote green energy, energy conservation, and carbon reduction, and assisted the transformation and development of fishing villages, so as to achieve better environmental and industrial quality and achieve the goal of sustainable environmental management and utilization. (4)Global Energy Trend and Changhua Green Energy Industry Development Forum: In March 2022, NCUE jointly organized the Global Energy Trend and Changhua Green Energy Industry Development Forum together with the Changhua County Government, Industrial Development & Investment Promotion Committee of Changhua County, Changhua County Industry-Academia Advancement Association and other industry-academia-research units. From the perspective of the international net-zero trend, and corresponding to Taiwan’s industry, we assess the business opportunities for the development of the green energy industry in Changhua County. There were about 250 people from the industry, government, and academia, and online participation of 50 students. Media reports: (Figures 26-27)

(5)Ocean Forum: On September 24, 2022, NCUE held the Complexity of Coastal Environmental Governance in Taiwan and Marine Education: A Forum of Climate, Environment, and Development, focusing on six major aspects including climate, sand drift, industry, culture, education, and energy. Through the exchange of opinions through roundtables and forums, world cafes, and comprehensive discussions, we clarified the key issues of Taiwan’s central coast, the challenges of sustainable development, and short-, medium-, and long-term strategies, helping everyone to become more actively involved in the marine environment and ecological sustainability. (6)Preserving local cultural and historical memories with artistic works: NCUE is located in Changhua County, where one of the first cities in Taiwan developed. The county is home to rich historical and cultural memories, but the “Xiaoxi Alley” heritage adjacent to Changhua Railway Station is now in decline. Entrusted by the Changhua County Cultural Affairs Bureau, NCUE’s Department of Fine Arts implemented the “Intervening Spaces with Arts: Xiaoxi Alley Aesthetics Project” as part of the USR-Hub University Social Responsibility Project. It was led by professors of the Department of Fine Arts, while the teachers and students of the department, the Changhua County Community Cultural Association, and junior high and high schools in the region created a series of artworks. These works recorded the stories of Xiaoxi Alley and improved the landscape of the spaces, thereby recreating its uniqueness and opening up new possibilities for Xiaoxi through the integration of local resources. (7)Exhibitions beyond campus: to share art resources outside NCUE, the faculty and students of the Art Department hold exhibitions not only on campus but also occasionally outside the school. In 2022, we held 28 exhibitions in Changhua County and the neighboring Taichung City so that community members could have the chance to see the professional artworks of our faculty members and students. (Figures 32-33)
